We, the undersigned employees of the police department for the city settlement. Shchelkovo Municipal Municipality of the Ministry of Internal Affairs of Russia “Shchelkovskoye”, we turn to you for assistance in the current situation indicated below.

Currently, at the Shchelkovskoye Municipal Administration of the Ministry of Internal Affairs of Russia, the practice of lawlessness and legal chaos continues in relation to police officers in the urban settlement. Shchelkovo Municipal Administration of the Ministry of Internal Affairs of Russia "Shchelkovskoe" and the management staff of the police department, namely the deputy head of the department, police lieutenant colonel A.A. Mironov, police lieutenant colonel A.A. Yakushev, acting. Deputy Head for OOP Lykov A.S. on the part of the management staff of the Shchelkovskoye MU of the Ministry of Internal Affairs of Russia, namely the head of the MU of the Ministry of Internal Affairs of Russia, police colonel Yu.A. Chernous, Chief of Police of the Shchelkovskoye Municipal Administration of the Ministry of Internal Affairs of Russia I.A. Susnin. Chernous. were removed from their positions without notifying us with an order or decree, and the order to remove them from their duties by the heads of the police department was read to us at the divorce only at 2 p.m. After which, the chief of police of the Shchelkovskoye Municipal Administration of the Ministry of Internal Affairs of Russia, I.A. Susnin. together with three employees of the Internal Affairs Directorate, an inspection of the secrecy regime immediately began in all sensitive offices of the criminal investigation department of the police department with the opening of storage rooms (safes) and a formal check of the operative records, but thoroughly, which was clear and obvious, they checked the storage facilities and the office of the chief search for Yakushev A.A. with the involvement of FSB officers. For us, the criminal investigation officers, the chief of police, Susnin I.A. Having gathered separately, in the office, he offered to write explanations about shortcomings in work and service, in the management of operational affairs, inspection materials at the request of citizens, the execution of certain orders specifically and directly in relation to the leaders - the head of the search, A.A. Yakushev. and deputy chief Mirovnoa A.A., i.e. as stated by Susnin I.A. - write to Yakushev and Mironov what I tell you, as “should”, to which we refused and threats were made against us for refusing to write explanations for problems in the service and dismissal from the authorities.

What could serve as a reason for the dismissal of the heads of our department who have worked in positions for less than 3 months, we believe that we do not give enough “sticks” on registered crimes, as well as our refusal to conceal reports and statements of crimes for the sake of statistics, quarterly and semi-annual reports. Moreover, the management of the OP for the civil settlement. Shchelkovo, statements have been made repeatedly that the city of Shchelkovo with a population of more than 230 thousand people. serves one police department, and the number of personnel is such that out of 15 people, only 7 employees of the Criminal Investigation Department are currently working, taking into account the fact that employees, in addition to their direct duties, are involved in daily duty, and criminal investigation officers are also involved as duty officers .p. Shchelkovo, as well as various security measures public order in different areas of the Moscow region, not counting the fact that it is necessary to carry out convoys, support criminal cases and perform other non-specific functions. From the total staffing level There are 28 district police officers, 9 people actually work, and due to the lack of inspectors to work with the delivered UUP OPs in the city settlement. Shchelkovo has to fill this vacancy, not to mention the fact that the district police officers must carry out daily duty at the department in the SOG. At the same time, due to the lack of personnel, UUP employees receive from 5 to 15 inspection materials at the request of citizens per day. At the same time, UUP OP according to g.p. Shchelkovo combines several administrative areas, but they refuse to pay for the combination, citing the “lack of cash" Responsibilities of the UUP OP according to g.p. Shchelkovo on the protection of public order during mass and sporting events - no one has canceled it. We would also like to point out that after a daily shift, employees of both the criminal investigation department and the Criminal Investigation Department are not given the day off required in accordance with regulations, and the employees of the Criminal Investigation Department and the Criminal Investigation Department complete their daily shift only by noon. Considering the above, it is not possible to physically execute the inspection materials on time, but we would like to point out the fact that the head of the Shchelkovskoye Municipal Administration of the Ministry of Internal Affairs of Russia, Yu.A. Chernous. an unlawful and unlawful order was given that he personally approves a request to extend the period of verification for reports of a crime beyond 10 days, without issuing an order or instruction, as a result of which the verification materials by the staff of the headquarters of the Ministry of Internal Affairs of Russia "Shchelkovskoe" are not accepted, that leads to red tape and violation of inspection deadlines. Regarding the duty station, I would like to clarify that currently, out of the full-time staff of the duty station, there is only one duty officer, the work schedule is every other day, without providing additional payments or compensation for overtime. The absence of staffing positions in the duty department is replaced from among the inspectors of the analysis group, UUP, ESD without relevant orders and regulatory documents.

Regarding the investigative and inquiry bodies, we would like to report the following. The inspection materials when the SOG goes to the crime scene are not accepted for execution by the investigator or interrogator, but are transferred to the department employees, although at the same time they conduct an inspection of the scene of the incident. When transmitting materials, checks with reports of a crime as persons, and even more so with an unidentified person, are not accepted for execution by the investigative and inquiry authorities without indicating the reasons for the refusal, or the check material is put “under the carpet” and subsequently returned to the executor without indicating the reasons for the refusal from execution, or individual instructions and instructions of the investigator, interrogator about any existing shortcomings. At the same time, employees of the Criminal Investigation Department and the Criminal Investigation Department have to arrive after a daily duty to the head of the investigation of the department of the Ministry of Internal Affairs of Russia “Shchelkovskoye”, Colonel of Justice I.Yu. Gotsulyak (by unlawful order of the chief of police of the department), where the head of the investigation directly expresses dissatisfaction with the fact that the criminal investigation officers have not taken any action measures to conceal the crime from being recorded, or indicating insignificant damage, as well as the head of the investigation, Gotsulyak I.A. repeatedly illegally demanded that criminal investigation officers require the applicant to provide a 2NDFL certificate in order to confirm the damage caused by the crime, and in the absence of a certificate, he did not accept the material on the statement of crime for production and sent the verification material back to the executor - i.e. to the police department, without providing any written orders or instructions, despite repeated requests.

Summarizing the above, I would like to add that the head of the MU of the Ministry of Internal Affairs of Russia, Chernous Yu.A. does not enjoy the respect and authority of employees, behaves rudely, defiantly, constantly speaks to employees with rude obscene language, provoking conflict, insults and does not listen to constructive comments and suggestions. Doesn't value personnel. In view of this, on Yu.A. Chernous received repeated complaints to the Main Directorate of the Ministry of Internal Affairs of Russia for the Moscow Region and the Ministry of Internal Affairs of Russia and this does not prevent him from remaining the head of the department, despite a number of emergency incidents during his leadership, namely: a fire in the building of the police department in the city district. Losino-Petrovsky, which damaged a significant part of the building of 450 sq. meters and according to the documents it was indicated 45 sq.m. that to hide the scale of the incident, an attempt to escape from custody of persons held in the temporary detention center of the Municipal Ministry of Internal Affairs of Russia "Shchelkovskoye", during which the wall of the isolation ward was damaged and broken, this fact was also covered up, the death of a suspect in the temporary detention center, the illegal use of firearms by traffic police officers of the Municipal Ministry of Internal Affairs of Russia “Shchelkovskoe”, as a result of which a minor was injured and the incident was made public in the media. However, neither the leadership of the Ministry of Internal Affairs nor the Main Directorate of the Ministry of Internal Affairs of Russia for the Moscow Region took any measures against Yu.A. Chernousa.

We ask you to consider our application and protect us from illegal actions and arbitrariness of the head of the Shchelkovskoye Municipal Administration of the Ministry of Internal Affairs of Russia, Yu.A. Chernous and his deputies.

But it's not just that. “I like to be in the shadows,” he admitted. – Now no one discusses my decisions and actions, does not criticize, does not send letters. There are fewer reasons for worry for my parents, who always took any criticism of me to heart.” And yet Chernousov agreed to meet because he never avoided dialogue with journalists.

– Yuri Alexandrovich, tell me. How did you get settled in the capital?
- Fine. Now I general manager Upper Volga Investment and Construction Company. We work with the administrations of Vladimir, Ivanovo, Yaroslavl, Nizhny Novgorod regions. We participate in land auctions, acquire land plots, deal with mortgage issues and much more. To be honest, I didn’t intend to work in another city, but it turned out that way. On railway I didn't want to go back. Moreover, a lot has changed there. But the proposals that were made did not suit me.
– If it’s not a secret, where did they call you?
– Including to a bank branch, but it’s not my thing to count money. I am a mobile, active person. I would like a saber and a horse in the line of fire... The President of the Upper Volga Company then called me several times, and then he couldn’t stand it - he flew in and took me with him. Yes, and by that time I had already matured. He is a man of high moral character and works very comfortably. We build even when it is unprofitable to build. In Moscow, the Moscow region, the company has excess profits and spends these “extras” on Kostroma, Ivanovo and other regions, because housing is needed everywhere, and the volume of construction must be large. We help local authorities. For example, a million rubles were allocated to organize City Day in Ivanovo.
– Does your company operate in Orsk?
- Not yet. Perhaps in the future...
– Are you thinking about moving your family to Moscow?
- My home is here. My wife works in Orsk. And then. I have something to compare with. I visit Kostroma, Ivanovo, Yaroslavl. From there I come home, as if to the south. Warm, good weather. When you live here all the time, you don’t appreciate all this. As for the capital, the company rents an apartment for me in the center of Moscow, on Tverskaya. I live alone like an owl in an old-style “three ruble”. Within a year they promise to purchase an apartment as their own.

– How did you cope with your defeat in the elections? Was it a shock?
– I am a supporter of an authoritarian leadership style, so I had many questions about the division of the branches of government into legislative and executive. Although I said that this was correct, in my heart I could not agree with it. During my term there was an increase in tariffs utilities, monetization of benefits, the issues of providing veterans with medicines were acute. With such a “load” I decided not to conduct an active election campaign. There was not a single propaganda poster, not a single leaflet. I cannot honestly say why I did this. What happened happened. As my mother correctly said, God saved. Golden words. Therefore, there was no drama about the defeat. Only relief came. Now they see me in the family more often than when I was the head of the city. I always come home calm and in a good mood.
– Those in power like to make friends. Has the attitude of the people you interacted with changed since the elections?
- Of course, but I knew it would happen. Some people I helped in their time of need turned away. On the other hand, I understand that such people survive and lead us, which is why we live so poorly. There are those left for whom my status is not the main thing. This is also an interesting and useful experience. As it turned out, there are more decent people among women. They usually don't change their attitude, no matter who you are.
– You invited someone from your team to new job?
Commercial Director Sergey Nikolaevich Dubinkin works in the company, head of department design work– Sergei Mikhailovich Panov. I invited those I trust. But mostly I try to use local personnel who know the situation.
– Was there a transfer of affairs to the head of the city, Yuri Berg? What is your relationship with him?
- In normal relations. We communicated before the elections, and after about three days we met. No problem. Moreover, leading specialists remained in the administration.
– Do you communicate with the ex-mayor of Orsk Nikolai Tarasov?
- No. I'm only in Moscow on Monday and Friday, so I don't have time for meetings. I'm not a party person, I need to do something. But I can judge the work of leaders of various regions and cities. I know how great the governors of Nizhny Novgorod work, Yaroslavl regions, big federal money is attracted. Serious programs, contacts in the Ivanovo region. Kostroma is a completely different matter. I am convinced that much in politics depends on the personality of the leader.

A thing of the past
– At one time, you almost completely replaced the management team. How did you react to the dismissal of your henchmen?
– I believe that every leader, when arriving, should select a team for himself. After all, a city is a huge enterprise that needs to be managed. There is nothing surprising in this, as well as in the fact that in the process of work there are rotations and new people come. New tasks are set that other specialists can perform. That's what happened with the sale municipal property. A local specialist tried to complete this task but did not succeed. That’s why they invited Kravtsov from Chelyabinsk.
– Don’t you regret inviting Kravtsov?
- No. With the sale of city property, everything changed in the city. Now the dilapidated shops are replaced by modern ones shopping centers. The money received from the sale of city property was used to build housing and solve city problems. The region allocated practically no funds, but we built a house for veterans, took on long-term construction and boiler houses. Yes, we did not sell property through auctions because we did not want the region to cut subsidies. The second question is whether they sold it expensive or cheap. The price was set by independent appraisers, so I can’t say anything about this. Maybe some premises could have been sold at a higher price, but then many Orsky entrepreneurs would not have been able to buy them back.
– As it turned out, some city premises were sold just before the elections, as if the administration was in a hurry to leave their successors with nothing.
– The situation is quite understandable. After all, many completed the documents within a year because they could not immediately deposit the required amount. Realizing that the government could change, and this is a certain risk, entrepreneurs hastened to close all issues before the elections.
-Have you acquired anything as a property?
- No. Not a single room.
– How did it happen that the registry office premises were sold to private owners, and now the city is forced to pay rent?
– We had a different agreement with the buyers. We allocated a site for the construction of a new building, and agreed that when it was built, our office would move to the new premises and would not pay any rent. In the end, everyone is happy - the money from the sale goes to local needs, the city does not lose. But when their land was “slaughtered”, the owners demanded rent.
– The Yubileiny Sports Palace is in the process of bankruptcy, with multimillion-dollar debts hanging around its neck that have been accumulating for many years. How did you let this happen?
– This is a common situation for such structures. He came to us with debts, but we lived for five years and the Palace worked for five years. This is a management problem, and one solution is to conduct as much as possible more events. I really didn’t want Yubileiny to turn into just another market.

View from the outside
– Now you are out of politics and can observe the events taking place in the city from the outside. What did you note for yourself?
- Today it’s much more businesses involved in issues social partnership. And this work must be promoted, expanded and used. On the other hand, the administration apparatus has increased, new departments and subdepartments have been formed, which, in my opinion, only slows down a number of processes. Unfortunately, so far none of the officials have declared themselves like Kravtsov, so that it is clear that this is a person. The utilities are very worrying. They broke off relations with investors in the water utility. Look how the situation in Orenburg, Kostroma, and Barnaul has changed with the arrival of the investor. They didn’t invest much money in the Orsk water utility because there was no certainty. Anxious sensations about tram control. It must be maintained no matter what, because as soon as the tram disappears, the cost of travel in minibuses will rise sharply. And so... Flowers are still being planted. Everyone has water.
– At one time you tried to restore order on Korolenko Street, but it didn’t work. Maybe we should have acted more harshly, as the current administration is doing?
– When I delved into the problem, I realized that Korolenko Street should be in our city. Another thing is that the State Sanitary and Epidemiological Supervision Service needs to restore order there. Or maybe it’s really very interesting for our city that there is such a street. Every housewife has visited Korolenko at least once. This year my wife bought apricots there for jam. It’s not a problem to curtail trade. But the interests of Orchan residents who go to this market will suffer.
– What do you regret today?
- Nothing. I gave my best, I tried. I was criticized a lot not because I didn’t work hard. It was necessary to solve a number of problems and tasks, which gave rise to assessments. And at the city council I firmly defended my position, because meeting once a month cannot decide strategic objectives. I spent several days preparing for the meeting, sorting through all the documents so that the right decision accept. How much effort it took! Now we can say: “That’s what the city council decided.”

Born on September 2, 1967, higher legal education. He began his service in the internal affairs bodies in 1990. Before that, he served for twenty years in the north of the country, in the Khanty-Mansi and Yamalo-Nenets Autonomous Okrugs.

- Yuri Alexandrovich, our readers are complaining that it is difficult to get through to the city police department, what’s the matter?

Fryazino is one of the most difficult sections of the region at the moment. Citizens complained about the lethargy of Fryazino police, their reluctance to respond to calls from residents, and even refusals to register calls. We are working to correct the situation; voice recorders of citizens’ messages are now installed right in the offices of the city department, so the number of accepted applications has increased significantly. If two months ago there were 15-20 of them registered, today there are 40-50 daily.

I am not used to obscuring and smoothing over corners, I will say frankly: the effectiveness of the police is measured by the percentage of registered and solved crimes. But how can we increase the detection rate if the department is chronically understaffed? The entire police force is now experiencing a personnel shortage, not only in Fryazino.

- What should I do?

Work no matter what. We know what people expect from us - so that they can walk the streets without fear, so that our employees arrive at the scene of an incident within minutes after an alarm signal, and so on. The Fryazino department cannot work at full capacity, there are not enough people, but we will do everything possible. The city needs police officers, and if among the residents of Fryazino there are those who want to join our service, we will be very glad to see them.

- Is it really that simple? What about professional requirements?

The professionalism of a police officer lies primarily in the ability to treat citizens politely and carefully. Often it is enough to simply listen to a person, explain the situation to him from the point of view of the law and everyday life, this is already help. People should feel that we are with them. But, unfortunately, in our country (in the country in general, not only locally) law enforcement agencies and people are on their own. It is very important to change this system so that both sides know that the police work for the people, not against them. Our main task- prevent violations and crimes.

- And yet, what qualities should people have to work in the police?

Yes, ordinary people! There cannot be any special requirements for a police officer, except for one thing: he must be a decent person. If there is decency and respect for other people, this is already an accomplished police officer. A little professional specific training - and nothing more is needed. Another thing is that not everyone will go to the police. Irregular working hours and working week, holidays not with family, but on duty... To work here, you need to really love your job. I’m already at my workplace at seven in the morning, I leave at 10-11 in the evening, and my employees are still working.

It is especially difficult for the families of police officers. Wives and children hardly see us. My daughter grew up without really communicating with me. We met (and not every time) in the morning for breakfast, and I returned from work when she was already asleep. The only joy was snatches of weekends and a vacation once a year. The same is true for my employees, especially for “combat” units - operatives, district police officers. Beloved women in such conditions quickly “boil”, demand to change jobs, and families often collapse, unfortunately.

- How do you like our region after the North? Are there any specifics?

You can feel the proximity to the capital, of course. Everything is more concentrated - people, events, distances. Here five kilometers is already a lot, but there 250 km is a normal route to the store. But this does not affect the speed of police work, which is interesting - in both cases, the same amount of time is spent on collecting information and reviewing case materials.

The professionalism of the police officers here is much higher, and the discipline there is much better. This is the problem with diligence and discipline that I am solving today. How could it be otherwise, we are people in uniform, this is necessary. I always say: if your grandmother’s chicken was stolen, then be so kind as to find the chicken or catch the swindler. And piling on grandma with meaningful words like “we are taking operational measures to uncover this offense” is at least useless.

- During four months of work in the Shchelkovsky district, did you have to change much in the local government?

You know, whenever a new boss is appointed, everyone expects that his arrival will mean big changes. My approach is different. I changed four jobs during my service, and I came to each place alone and looked at the existing personnel. True, I immediately warned: guys, if you want to work, then you must follow my orders and give visible results of work to people. No, we'll separate.

I was lucky in Shchelkovo - my predecessor was a strict boss, he cleaned the ranks well. Now I and the management personnel are in the process of getting used to each other, but I think everything will be fine. The Shchelkovo department will be far from the worst in the region.

- What areas of work do you plan to focus on in the near future?

My main tasks are to restore order on the streets so that people do not have to be afraid of robbers and hooligans. Another specificity of Fryazino is that the city is heavily affected by drug addiction, many young people die because of this problem. It is difficult to fight it from the outside, and we really count on the public’s help. Often people can tell us information that seems trivial to them, but becomes extremely valuable to us. I myself love communicating with people, because from the office it’s hard to see what’s going on “on the ground.”

- Soon - Police Day, yours professional holiday. What do you want to wish to your subordinates?

All employees want one thing - to relax and celebrate at home. But 90% of the personnel will be in service on this day! I can wish my colleagues, first of all, health, we work hard, and everyone will need it. And patience - to themselves and their families. May they always be loved and waited for, understood and supported at home, no matter what. A strong rear is the most important thing in our work.

- What is your service in the first place?

This is a calling. This is what a wise and very experienced man said, and every year I become more and more convinced that he is right.

When I joined the police 24 years ago, I, as expected, had a mentor. Vladimir Nikolaevich Generalov, still a SMERShevets, was over sixty, but he could shoot a TT pistol perfectly with both hands. Just like in the movies, only for real.

Vladimir Nikolaevich was a true professional and an excellent teacher. He said: “Son, remember once and for all: a real cop is the one who will work, no matter how much he is paid, a ruble or ten kopecks. Because he can’t not work.”

At first I didn’t understand these words of his, I thought, well, everyone should get money. But every year I understand their meaning better and better. When young people come and first of all ask how much they will receive, I understand that, most likely, they will not work with us for long. A real cop is tearing up the ground for interest, he wants to work, and the issue of money is in second, or even tenth place. He will listen to people and solve crimes. I don't believe in any set of qualities that guarantee success as a police officer. It must be a calling. And the word “cop” is not a curse, I pronounce it with pride.

Yuri Chernous heads the intermunicipal department of the Ministry of Internal Affairs of Russia "Shchelkovskoye" more than a year. We can draw some, albeit intermediate, results. We began our interview with the chief police officer of the district by asking this question.

I have always said that our work should be assessed first of all by citizens. How quickly our employees arrive at the scene of an incident, how they communicate with people, how quickly they investigate crimes and with what result, do residents see their local police officers, how the traffic police officers work - in all respects, for all departments there are clear evaluation criteria, and we try to stick to. But our most important assessment is when people say “thank you” to us.

We have summed up the results of our activities for six months of this year - the best results in the last few years. However, I cannot say that it was possible to achieve fundamental changes in the work of Shchelkovo police officers. That is, both subjective and objective reasons. We will improve.

– Yuri Alexandrovich, you often met with the public...

– Now there is a little less communication. But after the elections on September 13, we will again begin an active dialogue with residents.

– Many people remember the public divorces on Lenin Square in Shchelkovo... But they haven’t happened for several months.

– Firstly, this is a quarterly, not a weekly event. Secondly, the area is currently under reconstruction. As soon as it ends, we will definitely resume divorces.

– How did the idea of ​​holding them come about?

- This is provided for by the Ministry of Internal Affairs - there is a corresponding instruction from the minister. Citizens must see how many people and what kind of squads are taking up the task of maintaining public order.

“It’s August, and seasonal crime may be at its peak. Are there any areas worth looking into? special attention?

– In winter they steal sleds, in summer they steal bicycles. We are simply suffocating from these thefts. Another problem is juvenile delinquency. Recently a group of minors was detained. I will not yet qualify the offenses and even crimes they committed, but they are very serious.

– Does the number of crimes committed by teenagers increase in the summer?

- I wouldn't say that. Yes, young people commit crimes, sometimes even serious ones, but in principle we control the situation. Police officers are obliged to deal not only with detecting crimes, but also with their prevention, including through conversations with both ordinary young people and those who have broken the law.

– Judging by statistics, a lot of thefts occur in stores. Why are people so often tempted to take what belongs to others?

– Security guards in stores are underperforming. There is no theft prevention. And it consists of strict control, including with the help of video cameras over each sector point of sale. This is our mentality: if there is no supervision, you can take it. Therefore, only a well-organized set of measures aimed at preventing minor and major thefts in shopping facilities, can reduce the number of such crimes.

– You were the initiator of the expansion of the “Safe City” program, at what stage is it currently at?

– We were allocated about 12 million rubles for the installation of video cameras. Now we are analyzing how many cameras we need and in what places they need to be installed. To do this, we look up the statistics: we look at where the most street crimes occur. I think this work will be completed at the end of September. Then we will hold an auction.

Characteristic feature of our time - car arsons that periodically occur in the area. Is this an accident or someone's intention?

– We have citizens whom we suspect of committing this type of crime. It's not that simple - there must be an evidence base. But I think that in a month and a half, the results will be available - we will identify exactly those who set fire to the cars. However, I cannot help but notice: a fire is not always the result of arson; often the residents themselves provoke a fire, neglecting basic rules fire safety.

– A year ago, the problem of illegal migration and the increase in crime in connection with it was very urgent. Nowadays they practically don’t talk about it. Has the sharpness subsided or is this an illusory sensation?

– The situation has changed radically. When I arrived in the area in 2014, there were a lot of migrants, all without registration. There was an underground workshop within an underground workshop. Even on weekends, we raised the alarm and worked precisely in this direction. And now the economic situation has changed - citizens from neighboring countries can earn the same money in their homeland. Those who come have become more disciplined, because tracking of their stay in Russia begins at customs, and they try to have as few questions as possible from law enforcement agencies. They register immediately, only a few, a very small percentage; they neglect registration. If there is stable work, migrants buy a patent and work without any problems. I can say with confidence: 85 percent of foreigners have patents, have all the documents required in Russian Federation. And we work with the remaining 15 percent.

– On the issue of the crisis: staff optimization is underway everywhere. Did it affect your department and the internal affairs bodies in general?

– The head of the main department decided to reduce only the management staff. And those who work “on the ground”, personnel, detectives, local police officers, external services, were not affected by optimization at all. We are very pleased that there is such understanding.

– The day of the city and region is ahead. You will probably have an increase? There are elections in September. The most difficult period of the year is approaching?

– Naturally, 100 percent of the personnel will work in enhanced mode. This has always been the case when it comes to large, socially significant events. We don't yet have a script for the upcoming holiday program, therefore, we plan that we will cope on our own, but we do not rule out that we will ask for help from colleagues from other departments. This is common practice.

– I remember you talked about fireworks last year. He was held an hour later...

- All cultural events must be completed by 10 p.m. Of course, people would like to party until 12 at night and until one o’clock, but there is a law that provides for the end of any holiday until 22 o’clock. I think that this time there will be no excesses.

– In 2015 we celebrate 70 years of Victory in the Great Patriotic War. How did your management approach the celebration of this date?

– We distinguished ourselves: we were probably the only ones in the Moscow region who opened a monument to our fallen in different years colleagues. Money was collected by the whole world: employees took part in fundraising, gave their entire salary in one working day, our veterans helped, and entrepreneurs did not stand aside either. Thank you all very much. We managed to build a magnificent monument and opened it on May 9. A lot of people came, including veterans of the security services. Everyone was very pleased that such a good job had been done.

– Tell me, does the international situation, in particular the events in Ukraine, somehow affect the service?

– I can’t say that there is any tension now. We are working at a normal pace. Yes, we are holding exercises, and we are delivering political information to our employees, as we said before. But we do not enter into political debates; our task is to protect public order and solve crimes.

– What is the situation with the distribution of drugs in the area?

– It’s not very simple. We work together with Federal service on drug control, but the results that citizens want to see have not yet been achieved. We are now focusing our attention not on those who use, but on those who import and sell this crap. Everything must be done to stop these flows.

– Suppose I am an abstract resident, where can I find the name of my local police officer?

“We developed business cards, and I demanded that he come to the local police station with a business card. The public advice helped us: they made about five thousand pieces, but this is very little for a city of 120 thousand. I demand that local police officers work like firefighters: when things go wrong, they must be the first. Citizens have the right to know their local police officer; their phone number should always be at hand. But I can’t help but say something else. Very often, when asked whether a citizen knows his local police officer, the answer is negative. Meanwhile, the district police officer visited this house several times, but the citizen either forgot about it or did not want to communicate with the police officer. We have this: if everything is fine with me, why do I need to know the name and phone number of the district police officer? Even if a person has encountered a problem, but the police have worked efficiently, he then does not have the need to get to know the local police officer. And in vain. The district police officer is the first defender of the rights and interests of citizens.
