Youth specialist

Since the profession of a specialist in youth work is new, its professional activity is in its infancy. Its subject, methods of influence, infrastructure and professional communities are in the process of formation. It’s safe to say that a specialist working with youth aims to solve a wide range of youth problems: self-determination in life and profession, development of social activity and creative potential, social support for young people in their formation, overcoming negative phenomena in the youth environment, etc.

The state educational standard for higher professional education in the specialty “Organization of work with youth” defines the object of professional activity, knowledge, skills, qualification characteristics, requirements are defined.

The objects of professional activity of a youth worker are:

Federal and municipal executive authorities on youth policy; - centers for supporting young families, professional employment and youth employment, promoting youth entrepreneurship, youth press centers;

Formal and informal associations various age, social and territorial groups.

The main types of professional activities include: managerial, educational, scientific research, methodological correctional and developmental, cultural and educational, expert. Its competence includes international interaction between youth organizations and institutions in the field of youth policy. He coordinates preventive and corrective educational work among young people. The activities of a youth work specialist are aimed at providing conditions for the creative and social growth of young people.

Historically, different ministries and departments are involved in youth policy, so specialists working with youth can work in different areas:

In committees for work with youth;

In law enforcement agencies;

In the armed forces;

In general education, secondary special and higher educational institutions;

In social services;

In research organizations;

In the media.

Thus, each organization has its own job descriptions for a youth work specialist, depending on the profile. And therefore it cannot be said that there is a single job description.

Personnel policy in the field of civil medical assistance

On the territory Russian Federation since 1991 within the framework of the state youth policy and system social services The population is being organized to work with young people. One of the important directions of state youth policy is the formation human resources who is able to implement it. Strengthening human resources is the most important element resource provision any industry. Therefore, the development of measures for staffing state youth policy was declared one of the most important areas of activity in the “Concept of state youth policy in the Russian Federation”, approved by the Government Commission on Youth Affairs (minutes of December 5, 2001, 4).

Retraining and advanced training, creation of special centers in the regions of the country in order to improve professional competence all categories of workers involved in the field of youth policy based on generalization practical experience and existing educational and thematic plans for advanced training;

Formation of a system of continuous education for specialists in the field of youth policy in the region;

Organizational, financial, material and technical support (on a competitive basis) for the activities of regional training centers on retraining and advanced training of specialists working with youth. The process of building a staffing system for state youth policy is in a dialectical relationship with the process of formation and development of the state youth policy as a specific branch of socio-cultural policy, an important link in the strategy for the socio-economic development of regions and the country. It is required to differentiate functions in the field of organizational and legal approach to the implementation of state youth policy both as an intersectoral sphere and as an independent industry that has its own institutions, organizational and financial mechanisms, a system of subordination, its own personnel, information and scientific and methodological support.

To determine the scope of professional activity in many areas of modern youth policy, a detailed development of the regulatory and methodological framework is necessary: ​​a nomenclature of specialties and institutions, model provisions, regulations of activity, professional profiles of specialists, standards of their training. An important link in the creation process educational system in the sphere of GMP is the introduction of a unified educational standard for the training of specialists in this industry in universities of the Russian Federation. In this regard, it seems appropriate to develop proposals and take possible measures to supplement the modern classifier of directions and specialties of higher professional education for a number of codes in the “Classifier of Specialties” section with specialties and specializations in the field of youth policy. The problem area is the scientific, methodological and educational support for the system of training, retraining and advanced training of all categories of specialists working with youth. No structure has yet been created to develop curricula, programs, teaching aids at the federal level. An integral component of the system of training, retraining, and advanced training of specialists in working with youth is the presence of a corps of teachers who train workers in the field of youth policy and the organization of a system of work to develop educational and methodological equipment for the taught disciplines and especially specialization disciplines. An analysis of actual practice shows that new approaches to organizing work with youth, innovative models and projects are difficult to implement and do not always find proper application. The current infrastructure of institutions and facilities in the socio-cultural sphere largely does not correspond to the interests and demands of modern teenagers and young people, and the available opportunities and resources are used without proper efficiency. In different territories, the role and functions of institutional bodies and specialists working with youth, the scope of their rights and responsibilities, criteria for assessing their activities, and certification procedures are defined differently. That is, the sphere of youth policy as an area of ​​professional activity of a wide range of specialists needs further institutionalization and consolidation. Thus, further building the space of professional activity in the field of youth policy and the corresponding staffing presupposes:

Consistent, institutional design of the GMP; - development of industry infrastructure, development of standard regulations on services, centers, and institutions of the state medical enterprise;

Description of existing and new positions, determination of the status of youth workers, development of professional plans, standards and models for organizing their activities;

Development and introduction of changes to the classifier of directions and specialties of higher (and secondary specialized) vocational education; - development of the concept and methodology for certification of specialists in working with youth;

Development of government projects educational standards, basic curricula and programs for training, retraining, advanced training of personnel for bodies and institutions of youth policy; - conducting All-Russian competition educational programs and methodological support for training and retraining of personnel for the state medical emergency; - development and testing of a model of advanced training courses and professional retraining of teachers educational institutions, leading the training of specialists in working with youth. So, youth personnel policy must be: 1) scientifically based (it has not yet been possible to establish scientific and methodological connections between educational structures that carry out retraining and advanced training of youth workers, unified educational and methodological plans have not been developed, training programs, publishing activities for the preparation of educational literature are not coordinated); 2) comprehensive, based on the unity of principles, forms and methods of training (to optimize training models for modern youth leaders, specialists in the field of civil medical care, it is necessary to develop professional requirements to categories of personnel in the field of State Medical Assistance); 3) uniform for all of Russia, but at the same time multi-level (federal, regional, municipal);
