In 2016, the last tenth issue of the almanac “Russian World” was published. Space and time of Russian culture". The first issue appeared in 2008 and since then, materials from more than 200 authors from 20 countries, not including Russia, have been published on its pages. In our country, we tried to introduce the reader not only to the authors of the two capitals. Russian authors live in the cities: Barnaul, Veliky Ustyug, Voronezh, Gatchina, Yekaterinburg, Kaliningrad, Kazan, Krasnoturinsk, Magnitogorsk, Perm, Pskov, Saratov, Tver, Chernigov, Yaroslavl; in the towns and villages: Berezovo, Dedovichi, Zaovrazhye, Pilyar, Sengeleevo, Sibirsky, Staroselye, Yachmenevo.

Over the past years, the almanac has become a notable event in the intellectual sphere of the Russian world. This was, to a large extent, facilitated by the creation of the almanac’s literary library, on the pages of which more than one and a half dozen interesting books were published. I’ll mention a few: Arkady Vaksberg, Rene Guerra “Seven Days in March” (2010); Oleg Okhapkin “Lamp” (2010); S. S. Obolensky “Jeanne - Virgin of God” (2013); Sergey Samarin “Crash” (2012); B.V. Björkelund “Journey to the Land of All Possible Impossibilities” (2014); Rene Guerra “About Russians - in Russian” (2015); O. R. Demidova “Exile as a message: aesthesis and ethos of Russian emigration” (2015).

Not right away, but we managed to find ours target audience. These are, first of all, people interested in various aspects and manifestations of Russian culture, creatively participating in its development. With the help of the rubricator, an attempt was made to create a coordinate grid of the cultural shell of the Russian world, understandable not only to the creators of the almanac, but also to its readers. More and more serious and interesting authors began to offer their materials to the editors. The question naturally arises: why are we closing the project in its current implementation?

Primarily for two reasons:

The inability to convey the results of your work to a wide range of readers around the world;

The exhaustion of the initially given form does not allow for an extensive dialogue between authors and readers.

If we recall the declaration stated in the first issue of the almanac: “We offer you, citizens of the Russian world, our almanac as a platform for dialogue, as a place where everyone can contribute to the preservation and development of Russian culture, literature, philosophy, to the awakening of those so inherent in Russian character of conscientiousness, inquisitiveness of the mind, the desire to find answers to the most intimate questions of existence,” then we must admit that we are far from realizing it.

At the same time, modern network technologies make it possible to remove many of the limitations of a small-circulation publication, such as the almanac. Starting new project- creation of the portal “Russian World. Space and Time of Russian Culture”, we do not discard what we have done earlier. It was the release of the almanac that prepared both us and our readers for the transition to the online universe.

In order to test the basic principles and provisions of the new portal, last year on the basis of the Presidential Library. B. N. Yeltsin, as part of the implementation of the socially significant grant “Russian World: Dialogue of Compatriots” (Grant Provider - National charitable foundation) was carried out round table"Russian World as an ethnocultural network project." Here are some final statements:

  • The Russian world is a community of individuals who recognize the high importance of the phenomenon of Russian culture and implement this cultural-psychological attitude in the structure of their own personality and patterns of behavior. Being connected with the world of Russian civilization and even supporting it, the Russian world continues the deep patterns of the historical existence of the Russian nation in time and space.
  • There is an obvious need in Russian foreign society to form its own independent information space, to preserve and develop the Russian language, Russian traditional education and Russian culture, especially since the number of Russians and Russian-speaking people in Europe alone is already estimated at 6–8 million people.
  • The dialogue of compatriots within the Russian World should be built as a multi-level system: the maximum reach of the virtual field, the competitive basis of representation on paper.

The network platform itself, if there are fields corresponding to the almanac rubricator, will be focused to the maximum extent on the dialogical nature of communication. Posted articles and publications are subject to initial discussion among professionals, and then, by decision of the portal moderators, to be published on a common platform. The portal assumes the presence of closed and open groups on various aspects of culture, a common forum for communication between them.

This year, while continuing to implement the grant, we held a round table in which representatives of St. Petersburg University and the Pushkin House took an active part. The participants were presented with a pilot version of the portal, which caused both fundamental approval of the project’s development and constructive criticism.

Just as before the release of the first issue of the almanac, we are standing before a space of possibilities. Which of them and to what extent will be implemented, time will tell.

Information services in the Russian Armed Forces

Military media are publications, radio stations and television channels, the history of which is directly related to the best pages of the history of the Armed Forces of the Russian Federation. Among them are the nationally known newspaper “Red Star”, the magazines “Army Collection” and “Military Thought”, and the TV channel “Zvezda”.

At the moment, the Russian Ministry of Defense not only talks about Russian army on television and radio, but also produces more than 20 periodicals printed publications. The Air Force has its own newspapers and magazines, Navy, Railway Troops. Main task these media - to support the morale of military personnel even in the most isolated garrisons and military camps.

The main topics of the publications are military-patriotic, social, educational and historical. Thus, the “Military Historical Journal” talks about the development of military science and technology, outstanding Russian and Soviet commanders; "Warrior of Russia" publishes literary and artistic materials on the topics of military education, heroism and patriotism, as well as essays and articles about everyday life Russian army and navy.

In recent years, the television and radio company of the Armed Forces of the Russian Federation “Zvezda” has been actively developing, which includes a television channel, a radio station and Internet sites. Zvezda began broadcasting in 2005. During this time, she managed to find her face and her viewers and listeners, who give preference to news, programs, songs, documentaries, films and TV series glorifying the courage of the Russian soldier and the power of Russian weapons.

The further development of military media is aimed at providing as much access as possible to publications for various categories of the population, but primarily to military personnel and members of their families. This is especially true for residents of closed military camps and remote garrisons. The Ministry of Defense is making every effort to provide them with access not only to all-Russian television channels and radio stations, but also to the Zvezda TV channel, Zvezda-FM radio, and regional electronic media. To do this, it is necessary to provide military families with satellite equipment, television and radio receivers with the ability to receive a digital signal, and also to create a wide network of Internet access points in the troops (forces). Such points will be located in dormitories, barracks, libraries, cultural and leisure centers and officers' houses.

The implementation of these measures will allow the Russian Armed Forces to reach the levels of the world's leading armies in the field of information services by 2020.
