Good afternoon

I want to import from

Specifically, 10 video cards. Tell me if I have to register
customs declaration?

The agreement does not include

that they are not embedded in goods prohibited for import. At the same time, the question of travel for personal

Article 3 Criteria for classifying goods transported across the customs border as goods for personal use

1. Attribution of goods transported by individuals through
customs border for goods for personal use is carried out by the customs authority using a risk management system based on: application individual about the goods being moved (orally or in writing using the passenger customs declaration) in the cases established by this Agreement; nature and quantity of goods; frequency of crossing of an individual and (or) movement of goods across the customs border.
2. The goods specified in Appendix 1 to this Agreement,
regardless of the criteria specified in paragraph 1 of this article, do not apply to
goods for personal use.
3. For goods not classified in accordance with paragraphs 1 and 2
of this article to goods for personal use, the provisions do not apply
present agreement.
4. If under the guise of goods for personal use and
goods imported for the purpose of their use in business have been released
activities, then such goods are considered illegally moved through
customs border, and the rules apply to such goods after their release
Customs Code of the Customs Union (hereinafter referred to as the Code), without taking into account the features
established by Chapter 49 of the Code, and
provisions of this Agreement.

It happens that travelers go to an unfamiliar country in search of adventure and find it already when crossing the border. Moreover, in some countries, items that we are accustomed to using at home are prohibited. Some novice smugglers manage to get them through customs, but no one knows if the airport staff might want to check your luggage in particular.

Chewing gum in Singapore

Chewing gum has been banned from importing into Singapore for over 20 years. So local authorities they are fighting for the cleanliness of local streets: due to the hot climate, spit out chewing gum cannot be removed from the sidewalk. Also, discarded rubber bands got stuck in subway doors, making it difficult for electric trains to operate. Violation is punishable by a fine of S$500. Today you can only buy chewing gum at local pharmacies by showing a prescription from a doctor.
Some tourists manage to smuggle chewing gum, as well as cigarettes, which are prohibited in Singapore (you have to pay a fee for them). But we do not recommend joking with the laws of this country - if you are caught on the street, you will have to explain yourself to the police.

Telephone in Indonesia

Indonesian customs regulations prohibit the transport of cordless phones along with weapons, drugs and explosives. Without special permission, equipment may be confiscated. Another strange thing: printed publications in Chinese will also be confiscated, and all books, tapes and disks will be sent for information check.
It's not about mobile phones x, but about the devices that we use at home.

Contraceptives in the Philippines

Abortion is illegal in the Philippines. Tourists who are accustomed to carrying a home first aid kit with them when traveling should be prepared to have it checked for the content of medications for abortion. Components for the manufacture of such products will also be confiscated. Take with you only what you really need and can attach a doctor’s note.
By the way, many sedatives and painkillers cannot be imported into the UAE, for example, Valocordin, Corvalol, Pentalgin, Immodium, Sedalgin, Nurofen, Solpadein, etc.

Camouflage in Barbados

In Russia, even on a cute girl you can see clothes with spotted camouflage colors, and in Barbados, wearing camouflage is strictly prohibited. In the Caribbean, this is the prerogative of the military, and the authorities value their reputation. Therefore, tourists wearing clothes of such colors will be asked to change clothes and say goodbye to the “false combat” attire.
Camouflage in Barbados will primarily surprise local residents. They sincerely don’t understand how they can wear such clothes ordinary people in Europe.

Sparkling water in Nigeria

Those who wish to smuggle a bottle of mineral water across the border in Nigeria will acquire the status of smugglers and receive a large fine or even imprisonment for six months. Any carbonated drinks are prohibited from being imported into this country, as are seemingly harmless items such as mosquito nets and fabrics.
The list of prohibited goods in Nigeria also includes beer, fruits and vegetables.

Electrical appliances in Cuba

When going to Cuba, do not put a travel iron in your suitcase; it may be confiscated at the border. The ban also applies to other electrical appliances: electric frying pan, toaster, kettle, stove, water heater, etc.
In some cases, it is possible to import equipment of a certain power, but it is impossible to understand all the intricacies - which is what Cuban customs officers use.

Kinder surprise in the USA

In 2010, about 1,700 incidents involving ill-fated chocolate eggs were reported in the United States. This was the reason for the ban not only on the wholesale import of Kinder surprises, but also on the individual import. The measure was explained by the fact that the eggs contained “non-edible components” inside, which could pose a danger to a small child. The possible fine for importation is $300.
The headline of one of the online publications on this subject is curious: “American customs officers tear off children’s eggs.” But the ban is really serious.

New clothes in Malaysia

Fashionistas should stay away from Malaysia. Bringing more than one unworn pair of shoes and three items into the country new clothes is strictly prohibited by law. If by some miracle you find T-shirts with printed quotes from the Koran in your suitcase, they will also not cross the border of this multicultural country. They don’t joke with such things here, just like with weapons: you can’t even bring in toy ones.
The ban exists to encourage tourists to buy more from Malaysia itself. There are restrictions on the import and export of goods up to a certain amount in many countries.

Musical instruments in New Zealand

Surprisingly, it is unlikely that you will be able to bring your favorite guitar or flute to a friend in New Zealand. An exception would be when the tourist undertakes to take the musical instrument back. The attention of local customs officials will be drawn to various techniques on wheels: bicycles, strollers and even children's toys on wheels.
Question about musical instruments is very relevant, since in New Zealand, as in neighboring Australia, a lot of attention is paid to the quality of music - there are excellent recording studios here.

Perfume in Madagascar

The exotic Indian Ocean island of Madagascar is known among seasoned travelers for its unique flora and fauna, as well as its strict ban on the import of perfumes. Perhaps this is due to the fact that Madagascar is rightfully considered the birthplace of vanilla; it is here that factories for the production of perfume oils are located - eucalyptus, ylang-ylang, etc. Therefore, it is better to leave your favorite, and even more expensive, perfumes at home.
Madagascar Customs provides rather vague information on this matter. Most likely, we are talking about paying a duty, but it’s better not to risk it.

Good afternoon As I understand from the article, I cannot import more than 50 kg of the same product into Russia without a declaration, correct? Question: Is 50 kg per person? And if I’m traveling with my family and children, how many kg can I take with me?
    Thank you…

    • Good afternoon
Yes that's right. More than 50 kg of undeclared goods cannot be imported into the Russian Federation. Anything over this weight must be declared and subject to duty. The norm is valid for one person, so each member of your family will have 50 permitted kilograms. Do not forget also about the cost of goods allowed for import. If you pass by weight, and the cost exceeds the permitted value (see in the text of the article), then the goods are still subject to declaration.

    Catherine

How much coffee beans can I import to Russia?

    • Hello, Ekaterina!
If you import unroasted coffee, then this type is classified as a product with high phyto-sanitary risks, therefore a limit has been set - no more than 5 kg of unroasted beans.
If the grains are roasted, then there are no separate restrictions, the standard conditions, as for other goods - up to 50 kg and up to 10,000 euros worth when imported by plane, and up to 1,500 euros - when imported by rail or road, can be imported without paying duties.

    Vladimir

I am a farmer. I have a rotary mower and a baler. Can I import spare parts for my equipment from Ukraine to Russia? I weigh up to 50 kg and can spend up to 1500 euros.

    • Hello, Vladimir!
If you say that you are bringing it for personal use, the entire product does not exceed 50 kg, and you can document the amount up to 1,500 euros (invoice, receipt, etc.), then you can import without restrictions.

Tell me what cannot be imported into the Russian Federation from Ukraine? What products?

    • Hello, Ulyana!
All prohibited or restricted products for import are listed in this article.
You can also check this information in the customs code of the Russian Federation or on the website of the border service of the Russian Federation.

    Margarita

Hello! Please tell me whether it is possible to import cheese, instant coffee and vitamins from the EU into Russia? Thank you.

    • Hello Margarita!
Yes, of course you can. But for personal purposes you can import goods with a total weight of no more than 50 kg and total cost no more than 1500 euros.
There are restrictions only on unroasted grain coffee; instant coffee is not subject to such restrictions.

Hello! Please tell me on which website I can read the exact list of goods that can and cannot be imported into Russia from Latvia to this moment. For example - candies, chocolate, fish, cheese, smoked chicken - everything is in the manufacturer's packaging.

    • Hello Tamara!
Everything listed within reasonable limits (for personal use, no more than 50 kg and in the amount of no more than 1,500 euros) can be imported without problems and without paying duties. For large quantities for sale, you already need to pay a duty and see what is included in the list of sanctioned goods.
The list is approved in the following regulatory documents:
Decree of the President of the Russian Federation of August 6, 2014 No. 560 “On the application of certain special economic measures to ensure security Russian Federation
Decree of the Government of the Russian Federation of August 7, 2014 No. 778 “On measures to implement the decrees of the President of the Russian Federation of August 6, 2014 No. 560 and of June 24, 2015 No. 320”
Decree of the Government of the Russian Federation of December 21, 2015 No. 1397 “On introducing amendments to paragraph 1 of Decree of the Government of the Russian Federation of August 7, 2014 No. 778”

Good afternoon, please tell me, for my work I will need to cross the border of the Russian Federation and I will have medications with me (for my own use) in what quantities and which drugs can be freely transported. And what accompanying documents are needed (recipe or something else)

    • Good afternoon
If medicines contain potent substances, then such medicines are restricted for import and are subject to mandatory declaration.
You must also have a medical report with you, which will indicate the purpose of such a drug, the daily dosage, as well as the required duration of treatment. More than indicated in honey. The conclusion of the rule cannot be introduced.
The customs administration website contains a list of prohibited and restricted substances by category: http://ctu.customs.ru/index.php?option=com_content&view=article&id=2622

Hello. It still remains unclear that, in connection with the Customs Union, the import of alcohol into large quantities from Kazakhstan to Russia is considered legal, because the border is open. But when traveling around Russia, no, it immediately begins to be considered counterfeit and illegal. Although the Kazakhstan side issues an annex to the CU declaration of conformity for alcohol. What should I do?

    • Hello, Valery!
It is better to ask this question to the employees of the customs department of the Russian Federation.
You can write them a written request and outline the situation. Within 30 days, they are required to draw up an official response and send it to you.

Hello. I'm going to fly to Istanbul. I want to bring from there about 50 silk scarves for gifts. The cost is about 700 US dollars. If they are the same, will the customs equate these scarves with a commercial product?

    • Hello, Sergey!
      They can!
This already looks like a batch for commercial sale. Although the amount does not exceed the amount of goods that are subject to duty, the quantity is hardly suitable for personal use. You also need to prove that you have so many friends and relatives that you need so many gifts, and even the same ones.

    Thank you Marina

Is it possible to import two buckets of potatoes and up to 5 kg of onions and carrots into Russia for personal use?

    • Hello Irina!
For personal use it is possible. The main thing is that the weight of the imported goods does not exceed 50 kg.

    GREBENYUK DARIA

My children have had their birth certificates laminated since birth and we travel to Russia very often. We are from the Lugansk region, we entered Russia using the same documents in May and were allowed in normally, and now we were going back to the Lugansk region. and they didn’t let me through at Russian customs (we’ve already been to two customs offices), they turned me back to Russia, returned me, and said that I couldn’t travel with such documents, and they wouldn’t let me through. But how then did they let us into Russia if it was impossible? what to do, how to get home in Lugansk region, Lutugino? did this law come into effect recently? Why didn’t you warn us when we entered your territory in May?

    • Hello, Daria!
I won’t tell you how things are with this in Ukraine, but in the Russian Federation it’s really impossible to laminate identity documents! This makes them invalid.
You need to urgently contact the Ukrainian consulate and issue temporary certificates for your children to travel to their homeland.

    Hello!

“Russian citizens living abroad for a long time (more than six months) are allowed to import goods without weight restrictions. Rest customs regulations operate without restrictions. The benefit is provided once after six months of living abroad.” – we have been living in Tallinn for 1.5 years. Tell me, please, how and where to get this benefit? What documents are needed?

Is it possible to carry an underwater fishing suit from Ukraine to Russia?

    • Hello, Natasha!

    Good afternoon.

If the cost of this cosmetics does not exceed $10,000 when crossing the border by plane or 1,500 when crossing by land, and it will not be a whole suitcase filled only with cosmetics, but it will look like you are bringing cosmetics for personal use and as gifts for friends, then Yes, you can freely import your desired purchases from Estonia.

    Catherine

Can a TV be brought across the border to Russia?

    • Hello, Ekaterina!
Yes, of course, if its weight and value do not exceed the permissible baggage allowance specified in this article.

Hello. I am a citizen of Belarus, across the Ukraine-Russia border, can I bring 73 video players worth 620 euros and weighing 28 kilograms into Russia without paying duties?

    • Hello, Evgeniy!
Regardless of cost and weight, 73 video players do not look like products for personal use. This is already a whole batch of video equipment, which means it will be used by you for commercial purposes. Accordingly, the goods must be declared, the import duty into the Russian Federation must be paid, and everything must be formalized as required when importing goods into Russia. You need to contact a customs broker who will help you with customs clearance of the goods.

TELL ME, I WANTED TO ORDER A SLED IN UKRAINE, THEY ARE MADE IN POLAND, THEY TOLD ME THAT THEY WILL NOT BE ALLOWED AT THE BORDER TO RUSSIA, IS THIS SO??? AND IF THE SLEDGE IS PRODUCED IN UKRAINE, THEY CAN BE IMPORTED FROM UKRAINE TO RUSSIA???

    • Hello Olga!
Are you talking about a consignment of goods for commercial use or further resale? Or do you mean a private order of 1 copy for personal use?
If it’s a private order, then why shouldn’t it be allowed?
Goods for personal use are not subject to any sanctions.

      • 1 personal order of a sled, they say they won’t let it through, and probably all 30 online stores, like a violation of the European Union treaty, or something like that, I don’t really understand... either they confiscate it at customs, or they turn it back ((

Good afternoon, how many times a day can I carry 50 kg. All items are used.

    • Hello, Alexey!
Every time you cross the border. But if you do this constantly, the customs service may suspect you of commercial activity and will take notes on you, carefully inspect your luggage, and in the end they may even confiscate your property if they consider it commercial or force you to declare it and pay a duty.

Hello! Is it possible to take a 4-seater rubber boat from Ukraine to Russia?

    • Hello Olga!
If its weight does not exceed the permissible baggage allowance and its value is within the permitted amounts, you can carry it for personal use.

Tell me how much coffee and tea can be exported from the Russian Federation without duty?

    • Hello!
You can export a quantity that will meet your personal needs, and not look like a consignment of goods for commercial purposes.
Also study the conditions of the country into which you are going to import tea and coffee; in some countries there are restrictions.

Is it possible to export 5 kg of green buckwheat from Russia to Norway in factory packaging (in a bag)? Thank you.

    • Hello, Yuri!
Yes, you can! I know that many emigrants from the CIS countries carry buckwheat to Europe and other countries where it costs more or is not available at all.
There are no restrictions on buckwheat, unless, of course, it is not a batch of goods, but grain for personal use and you can prove it. Because, for example, you are unlikely to be lucky enough to have 50 kg of buckwheat for yourself.

    Alexandra

    Hello!
Strange: the article says that you can import duty-free goods by plane worth no more than 10,000 euros and weighing no more than 50 kg, but below it says that goods worth more than 65 thousand rubles must be declared????

    • Hello, Alexandra!
65,000 rubles is the price of one product. If this threshold is exceeded, then the goods are subject to declaration.

How to send a parcel by Russian Post of more than 11-13 pieces of matryoshka blanks to Switzerland? Will the declaration pass if I indicate it as a gift or will such a parcel be considered commercial? Thanks for the answer.

    • Hello, Marina!
      The question is controversial.
The decision will be made by a customs officer. He may regard the parcel as commercial, or he may decide that it is really a gift for the recipient’s personal purposes. As a rule, the human factor comes into play here. But 11 pieces is more of a non-commercial package.

Hello, how can I transport household appliances, furniture and personal belongings using personal transport (a gazelle, for example), if it all weighs 2 tons and costs a lot in total? It's all used. In general, move to Russia to live!

    • Hello!
You can transport personal belongings once during a move without restrictions on weight and amount. Especially with personal transport. It is important to prove that these are used items. That is, do not pack them in new boxes and seal them so that you can easily open and present the contents at the border during customs control.

      • Thank you!!!

No more than 3 liters of alcohol per person.

Fish can only be imported in original packaging. But you can’t have it raw!

Regarding import, everything is clear, but regarding cooperation with the Russian Federation, are there any restrictions? When I bought the goods in the Russian Federation, I already paid tax

    • Hello, Vlad!
It depends on what product, what quantity. If this is a commercial shipment, then it is subject to customs clearance. It is necessary to have a contract, fill out a customs declaration, and certificates. A customs broker can help you with this.

    Alexander

Good evening! I want to export vinegar essence with more than 100 liters from the Russian Federation, what procedure awaits at customs?

    • Hello, Alexander!
This volume is already similar to commercial use.
Therefore, here it is necessary to fill out a customs declaration, attach a contract drawn up in accordance with foreign economic activity (foreign economic activity) standards, certificates and other permits, and you need to go through all customs clearance procedures for both export and import into the destination country.
For registration, it is best for you to contact a customs broker. You can't cope here on your own.

Good day! I am returning from Poland to Russia in December after working there under an indefinite contract since 09/01/2016.
I am planning to buy a laptop + I have my old laptop without documents, purchased in December 2016.
What if customs requires documents for an old laptop? In total, both laptops are most likely > 1500 euros.
Does it matter if the last time I left Poland via Belarus was November 1, 2017?
The fact is that the customs of Belarus reported that if you enter Belarus more than once every 3 months, then you can only import goods worth 300 euros.
Will this rule apply if I enter through Kaliningrad? After all, Belarus and Russia are a Customs Union.

    Thank you in advance!

    • Hello, Alexey!
Only one laptop is allowed per person.
The second one you will have to declare as a product for commercial use.

Hello. I wanted to buy opal online. But I read that the import of precious stones is prohibited into the territory of the Russian Federation. However, I did not find information that this stone is precious. In any case, there are small copies for little money. Can you tell me if this stone is classified as prohibited for import? And if not, what are the restrictions (quantity, price)?

    • Hello, Nikolay!
There are two types of opals:
      1. Noble opal - determined by color, transparency, iridescence. Such opals are classified as precious stones.
      2. Ordinary opal - does not have such a play of color, not such a bright color. These opals are classified as semi-precious stones.
Read more about the characteristics and decide which opal you would like to buy.

Are there time restrictions when leaving a vehicle outside the Russian Federation?

    • Hello, Artyom!
According to Article 275 (Terms of temporary export Vehicle) of the Customs Code of the Russian Federation, the period of export outside the country of cars registered on the territory of the Russian Federation is not limited. However, you need to take into account the import rules foreign cars to other countries. Therefore, study the customs code of the country or union where you intend to go.
Also, upon export, you will need to fill out a customs declaration.

Hello. Please tell me if I can bring meat and dairy products across the border. How many kg of what kind of meat??? Thank you

Rules for the import of smartphones, tablets, phones - how many iPhones and iPads can be carried in luggage:

In accordance with the decision of the commission Customs Union When crossing the customs border by air, without declaring and duty-free, you can transport goods for personal use with a value not exceeding 10,000 euros per person. In this case, the goods must be intended for personal, family, household and other purposes not related to the implementation of entrepreneurial activity needs.

The Federal Customs Service of Russia reminds that attempts to violate customs legislation, driven by selfish motives and a frivolous desire to hide “worthless” gifts to relatives and friends, are punishable in accordance with the Code of Administrative Offenses of the Russian Federation, and in some cases - in accordance with the Criminal Code of the Russian Federation. As shown customs practice, among people returning from trips abroad, there are still many who would not mind doing “ small business» by avoiding paying customs duties for imported goods. The range of these products is quite wide, but Lately lovers of small profits have a special craving for gadgets. Stories of miserable businessmen and unlucky tourists are not uncommon in customs reports at the beginning of 2013.

At the end of January this year, Transbaikal customs officers stopped an attemptillegal transportation into the Customs territory of the Customs Union of 131 tablet computers and 14 cell phones of different brands, as well as chargers for them. Among tablet computers there are such models as “Android”, “Google”.

Three Russians traveling from China to Russia through the Zabaikalsk international checkpoint (Chita customs) did not present a passenger customs declaration for goods, and responded confidently but negatively to an oral survey about the availability of goods subject to mandatory written declaration and customs duties.

From the explanations of the “tourists” given after the inspection of their luggage, it was established that the above goods do not belong to them, they were imported into the customs territory of the Customs Union not for personal use, but for further transfer to another person on the territory of the Russian Federation in the village of Zabaikalsk.

3 cases were initiated against Russian citizens administrative offenses according to Part 1, Article 16.2 of the Code of Administrative Offenses of the Russian Federation. The goods were seized and placed in an evidence storage room. An assessment examination of the goods has been appointed.

A resident of Narva chose a different tactic, using the simplified pedestrian checkpoint at the Ivangorod international checkpoint (Kingisepp customs). Heading from Estonia to Russia, he took with him 14 iPhone 4S mobile phones and chose the “green corridor” to cross the border, thereby declaring that he did not have goods subject to mandatory declaration. However, a vigilant customs officer stopped a violation of the current legislation, which states that an individual moving goods for personal use across the border of the Customs Union, the cost of which exceeds the equivalent of 1,500 euros, is required to fill out a declaration.

The citizen did not declare the goods, explaining his actions by saying that he was taking the phones as a gift to relatives in Orenburg, and bought the goods in Tallinn for 350 euros apiece. Admitting his guilt did not save the “exemplary relative” from initiating a case for an administrative offense.

In early February, two residents of the Kaliningrad region attempted to move a shipment of mobile phones, smartphones and tablet computers worth at least 300 thousand rubles across the customs border of the Customs Union.

A BMW car entered the Morskoye checkpoint (Kaliningrad regional customs) late at night. Apparently, the violators hoped that at this hour the customs officers would not be so vigilant, and the goods would be able to be transported without paying duties. However, the behavior of the young people seemed suspicious to customs officers, which led to a more thorough inspection of the car. In the back seat, a large box was found covered with a jacket, containing numerous packages of phones and smartphones. The men began to assure the customs officers that they did not have the equipment with them, it was being transported in another vehicle, and some of it was being sent by mail. These explanations only strengthened the suspicions of customs officers, who decided to conduct a customs inspection of the car. As a result, 4 HTC phones, 4 Apple iPhone smartphones, 2 tablet computers were recovered from the structural cavities of the luggage compartment of the car, from the pockets and luggage of the men.Samsung and Apple, 11 smartphones Sony Xperia, Nokia Lumia and HTC, as well as 1 stun gun. All equipment, as well as a BMW car, were confiscated. The goods are sent for cost examination. An administrative case has been filed against the young people.offense under Part 2 of Art. 16.1 Code of Administrative Offenses of the Russian Federation (“Concealment of goods from customs control»).

Finally, at the Irkutsk airport in early February, a resident of the city of Usolye-Sibirskoye, Irkutsk region, found herself in an unpleasant situation. Returning from Beijing to Irkutsk, this citizen, when passing customs control at the international air checkpoint Irkutsk (Irkutsk customs), followed the “green corridor” intended for the movement by individuals of goods that do not require written declaration. However, during selective control, Irkutsk customs officers found flash cards for storing digital information in the Russian woman’s accompanied luggage. trademark“HP”, 2 GB each, in the amount of 74 pieces. The identified batch of goods had a new presentation, each flash card was packed in individual metal packaging (box) of silver color. Total weight the goods amounted to over 3.5 kg.

The citizen explained officials customs post that the goods are intended for the needs of the company of which she is the director, namely for the ongoing promotion - “gifts to clients by March 8 and February 23.”

In accordance with the Customs Code of the Customs Union, a citizen had to fill out and submit in the prescribed manner a customs declaration for the goods she was transporting.

Based on this fact, a case of administrative offense was initiated against a resident of the Irkutsk region under Part 1 of Art. 16.2 of the Code of Administrative Offenses of the Russian Federation (“Non-declaration of goods in the prescribed form”). The goods were seized and placed in the evidence chamber of the Irkutsk customs.

Question: Hello! I am a citizen of the Russian Federation. I am currently on vacation in the USA. I want to buy 5 Iphon mobile phones in the USA. My question is: Will they let me out with them? Or they may confiscate it. Thank you. Answer: You are not the first who wants to bring several iPhones from the States. However, vigilant customs officers are aware that it is cheap there, but expensive here, new models have come out, and the old ones are being sold out, and there is a temptation to bring them to the Russian Federation.
Usually 2 pcs. pass quietly, and 3 is already commerce, even if you prove that you bought for 3 kopecks, and fit into the limit of 65,000 rubles.
Read the section for details. They have the right to fine, but not to confiscate. This is only a court case, but if customs detains the goods due to consideration of it as commercial goods, then it can be issued to you only upon payment of customs duties and provision of a certificate of conformity, which is impossible for a private individual to do.

Question: Alexander Mikhailovich, hello! Please help me figure it out. I am a citizen of the Russian Federation. I need to carry out a commercial shipment (approx. 200 pieces) of mobile phones from China. Of course, it's official. Is it possible to do this in the luggage compartment of a passenger plane, the flight on which I myself will be flying from Hong Kong to Moscow? Which customs duties will I have to pay (now I only know about VAT of 18% and customs duty of 30% - maybe I missed something else)? What accompanying documentation is needed to clear the cargo and import it into the Russian Federation? Is it possible to somehow do without certificates of conformity? If you have a product sample on hand, is it possible to undergo certification in Moscow in advance and go to China with the certificates in hand? Answer: Of course, you can load it, but I think transportation will be a little expensive. You will have to declare it as a commercial consignment; there is a need for a customs broker and your status legal entity. The certificate is required and will not be issued to a private person. Before you fly to get phones, be sure to find a customs broker and agree on the details of customs clearance. He will determine the required package of documents.

Question: I will be glad if you help me with my case. To be honest, I want to buy about 5-10 iPhones in the USA for the purpose of subsequent sale and profit. My mother's sister lives in America. This is not the first time my mother has traveled to the United States. She will buy phones there. There should be no problems with exporting from the USA (so they say). But is it possible to import, for example, 5 iPhones, saying that they are for gifting to relatives (or for personal use)? Is it possible to import these phones without additional fees, and if not, will you have to pay +30% for all phones or for all but 2 (we will definitely use them ourselves)? And at what price will it be? At the price at which you bought it in America (200 dollars), or the price of the Afion in Russia (about 22 thousand rubles)? Thank you very much in advance! Answer: Theoretically this is possible, but there may be problems. Read identical questions. Determining the purpose of import (physical or commercial) is a complex and partially subjective process. And if the customs officer recognizes the commercial nature of the goods, then the duty may not be limited. That is, the duty will not be 30%, but higher, but you will also need a certificate of conformity, and you will not get one. Therefore, the risk is 50/50, if not more, since customs is more motivated to detain than to release (plan, indicators, etc.) I would not advise taking risks, especially since the profit is minimal, and there are many risks, and it is not right to involve the mother in their commercial activities.

Question: Good evening Alexander Mikhailovich! A citizen of the Russian Federation went to work in the USA (6 months), had personal belongings and 1 cell phone with him. Now he wants to come to the Russian Federation. During his stay in the USA, he purchased things (clothing) and a cell phone. Also, while he was in the states, friends gave him a cell phone. Question: What problems might there be when importing 3 cell phones and things into the Russian Federation, and is it necessary to declare imported communications equipment? Thanks for the answer!

Answer: Customs may recognize three phones as a commercial shipment and then there will be problems. However, if all the phones are not in boxes, that is, it is clear that he is already using them (two in his pocket, and one as a gift to you), then everything may be fine. There is no need to declare telephone numbers separately.

Question: Hello Alexander Mikhailovich! I have a few questions for you. If a mobile phone is sent to me from Germany by state mail, will this parcel be allowed through customs? It will cost less than 10,000 rubles. I decided to find out more about this, because... I read somewhere that not all frequencies are allowed for use in Russia and difficulties may arise. And is it necessary to indicate in the inventory the attachments, the name of the model and the manufacturer of the phone, or will it be enough to simply write that there is a mobile phone inside? Thank you in advance. Answer: If strictly according to the rules, then they should be released duty-free and without problems, but, unfortunately, I have to admit that not all customs offices have the same understanding of customs rules. One of the site visitors received 6 phones from China, and has been suffering for more than six months. You should indicate as much information as possible; by the way, the customs value is not only the cost of the goods, but also the cost of insurance and delivery.

Question: Hello. In accordance with the Decree of the Government of the Russian Federation No. 718 dated November 29, 2003, an individual has the right to carry duty-free goods worth 65 thousand rubles and weighing 35 kg. I have a friend who lives in Vladivostok, we are planning to import mobile equipment from China, please tell me, if you transport electronics a couple of times a month without exceeding customs standards each time, do you need to pay VAT and other customs fees? Answer: This Decree applies to the import of goods for personal consumption, and not for commercial activities. Some citizens are engaged similar business, these are the so-called “shuttles”. Maybe you will succeed a couple of times, and then there will be fines, etc. It's up to you to decide, but I wouldn't recommend it.

Question: Good day Alexander Mikhailovich, I would like to bring several phones from another country for myself and friends, I understand that I will pay 30% of the cost of the goods for everything except 1-2, so 30% of the cost of the goods according to my check will be charged to me or according to some of your Russian customs data?

Answer: Bring yourself one or two phones, and let your friends go and buy them themselves. The fact is that all phones considered to exceed personal needs must be produced as commercial goods and in addition to paying duty and VAT, you will have to provide a certificate of conformity, and this is almost impossible. Bring your friends some souvenirs

Question: Hello! I would like to know: how many mobile phones can be exported from China to the Russian Federation without paying any taxes or duties? Does it depend on the total amount of phones or their number? Thank you! Answer: You can take out as many mobile phones from China as you can carry or take away, but you can bring one or two into Russia duty-free. The fact is that the norm for duty-free import into Russia is limited not only to the amount of 65,000 rubles or 35 kg, but also by the fact that goods must be imported for “personal consumption purposes.” You will not be able to prove to a customs officer that you need to have 10 phones. In addition to the duty, a commercial batch of phones will also require a certificate of conformity. But you have nowhere to get this paper. Thus, it turns out that you will not bring more than 2 phones from Kmiai duty-free or duty-free. The shuttle business has died a long life.

Question: Please tell me how many cell phones without certificates can I take from China to Russia? For example, 20-25 phones, if I spend 65 thousand rubles and 35 kg? Also of interest is the question of the excess: 30% - is the cost calculated at Chinese prices or ours?

Answer: You do not quite understand the customs rules correctly. The norm of 65,000 rubles and 35 kg applies to items purchased for personal needs. A commercial batch of phones will be released to you with payment of all payments (duties and VAT). In addition, you will be required to provide a certificate of conformity. Otherwise, these goods will not be allowed to you. I wish you success.

Question: Please tell us about shipping equipment across Russia. How many phones or flash cards can be sent in one parcel? Answer: There are no customs inside Russia. Send out whatever you want. Find out by mail. Maybe you didn't formulate the question correctly? I wish you success.

Question: Hello, Alexander Mikhailovich! Finally I found a site that specifically answers the questions asked! My friend (Chinese) ordered 4 mobile phones for himself and friends from China by mail via TNT to Moscow. The total cost is $730, TNT services are another $100. I read somewhere that you can carry up to 5 phones with you without declaring them, if this is so, does this apply to mail? If a declaration is still required, how, when and where should it be completed? Have you ever encountered international shipments... Could there be problems with technical specifications, certificates, etc.? Thank you in advance for your response. Answer: As far as I understand, the story about a Chinese friend is some kind of business idea. We do not comment on this story. As you asked, I answer specifically. You could not read that you can carry or send five phones without declaring them, since such a thing could not be written. The basis for the work of customs in relation to the passage of goods to individuals is the Decree of the Government of the Russian Federation No. 718 of November 29, 2003, as amended by GD No. 29 of January 29, 2006. Duty-free luggage can carry goods worth no more than 65,000 rubles and weighing no more than 35 kg. Goods worth more than 650,000 rubles must be declared. In a relationship postal items: (by mail, TNT and DHL - this is not mail) You can receive duty-free goods worth no more than 10,000 rubles, but no more than once in one week. Duty applies to goods sent by companies other than the postal service (let's say you received a freight shipment). Now a small nuance: everything that has been said concerns goods for personal use, if they send you five phones (or a dozen galoshes) and send them weekly, then it will become clear to any customs officer that your goals are not personal, but commercial, and you will pay a duty. About technical characteristics On phones, a problem may arise; not all frequencies are allowed for use. I wish you success, A.M. Puchkov.

Question: Hello, Alexander Mikhailovich, sorry I decided to disturb you again. The problem is this:
I wrote a letter saying that the package containing 6 phones that arrived at my address is needed by me and my family members for personal use.
They did not respond to this letter in writing, but asked me to come. I arrived and was told that the letter was not written correctly and they would not respond to it.
I quote verbatim what I wrote:
"I ask for permission to release parcel No. EMS No. EA928798770CN, which arrived at the address of an individual of the Russian Federation, Stavropol Territory, Stavropol. The items in the parcel, namely cell phones and accessories received as a gift, are necessary for me and my family members for personal use , which does not contradict current legislation."
Please explain what is my mistake? The letter was written to the head of customs.
I was told that next time I should write to the legal department and let them decide whether to give me the parcel or not. Is it really?
How to write this letter correctly, do I need to include statements from my family members stating that the items were received for them for personal use?
And soon the 2 month deadline for temporary storage will expire, they say write a letter to extend the deadline. What reason should I give for them to extend my term?
In general, I'm completely confused, please help.
Thank you. Answer: It seems that you are being scammed. Write applications from all family members addressed to the head of customs and get it registered in the office and send them by registered mail. There are no special requirements for letters. The form is free. Among other things, the boss is required to have office hours for receiving citizens and representatives of organizations. Get an appointment. First, write an application to extend the storage period. The reason is the solution to the licensing issue. File a complaint with the Southern Customs Department. Everywhere, require written confirmation of receipt of documents and applications. Then sue for damages.

Question: I'm traveling as a tourist to the USA. I want to buy 3 identical ones there cell phone(for my sister, son and myself) and 1 camera. Will I be able to bring them to Russia without any problems? I still have my old phone.

Answer: When leaving Russia, fill out a declaration, where in the temporary export section enter your cell phone number indicating the serial number and model. The duty-free import rate is 65,000 rubles or 35 kg. Gifts are included in the concept of personal needs. I think there won't be any problems.

Question: My sister is flying in from America, I want to order iPhones. It costs $200 there. As I understand it, the total cost of the goods transported should not exceed 65 tr, but what is included in this goods? The clothes she will be wearing, the suitcase? Or do only new, unused items count? If so, then it turns out that she can bring about 15 of them?

Answer: The duty-free import rate of 65,000 rubles and 35 kg applies only to goods (in human language: things) imported for personal use. One or two iPhones is fine, but fifteen won’t work. In addition to paying the fee, you will need a certificate and filling out a customs declaration. In general, I do not advise turning your sister’s visit into a commercial operation with very predictable problems.

Import and export of laptops, system units, monitors, pocket computers, navigation systems

Question: My family and I are planning to visit Vienna in the near future. At the same time, I would like to buy a monoblock computer for home there that costs 75-85 thousand rubles, because... in Moscow a similar computer costs much more. We are citizens of the Russian Federation. Since the non-taxable amount is 65 thousand rubles, several questions arise. 1. Can we say that this computer is for the personal use of all family members, divide the purchase price accordingly between 2 or 3 people and not pay duty? 2. If, nevertheless, this is not allowed, then 30% will be paid from the difference between 65 thousand rubles. and the original purchase price or the purchase price minus the tax (VAT refund) that we receive at Vienna Airport? 3. In what case do you need to declare something, and which corridor should you go to at the airport in Moscow?

Answer: The establishment of duty-free import rules is not provided for by any orders, but is not prohibited either. Therefore, everything depends on the opinion of the customs officer. Unfortunately, we have a lot of very subjective standards. However, I am glad that the duty is charged only to the extent that the norm is exceeded. The hardest thing to answer is your last question. According to logic and rules, if you doubt that your luggage is subject to declaration, you should go to “red”. However, your case is borderline and it is possible that you can take the “green” route. But you will probably worry and it will be obvious a mile away that something is wrong with you. And when they stop, they will inspect everything, etc. I don't even know what to recommend. Experience shows that “you have to look guilty and stupid” in front of your superiors. In this case, customs acts as the boss. You are welcome to go through the “red” one, but fill out the declaration in advance. Moreover, one for all family members. But it’s better for you to decide for yourself.

Question: Hello Alexander Mikhailovich. I have the following problem: While in Russia, I bought a laptop in the USA via the Internet. The amount of the laptop is 160 thousand rubles. (yes. this is an expensive laptop). It was sent to me by delivery service from the USA to Russia. Correct me if I'm wrong, should I pay customs duty of 30% of the cost of the laptop, since the cost exceeds 65 thousand rubles?

Answer: To get this laptop you will have to pay not 30%, which is a single preferential rate, but the total customs fee, which consists of a customs duty of 205 and VAT of 18%. Customs duty is charged on the customs value, i.e. product cost + delivery cost. VAT is charged on the amount customs value with the amount of customs duty. In addition to the above, you will also pay for shipping and customs clearance. Approximately 70=80 thousand rubles need to be prepared.

Question: Good afternoon. I am interested in buying a server in Germany, the cost of which is less than 65,000, and using it in the Russian Federation for personal purposes. Appearance server (case) is different from what the average computer user is used to seeing. The case is designed for mounting in a server rack.

Answer: Formally, you can import a server duty-free if customs believes that you need it for personal and not commercial use. If they don’t believe you, you’ll have to pay a combined customs payment. Anything can be taken for examination if there are grounds.

Question: Hello! I have a somewhat unusual question. I invented and want to make an electronic gizmo for retro computers. Some foreign online stores are interested in it and want to purchase it in quantities of 50-100 pieces. What is needed to carry out sending by Russian post and customs clearance of this whole matter?

Answer: It is called commercial activity. You need to draw up an agreement, customs declaration, etc. Contact customs brokers; you can’t do it yourself. It is unlikely that customs will regard your shipments as personal, even despite the number of items in one shipment. At first it may pass, but then, thanks to the frequency, everything will become clear.

Question: I live in Spain. I bought a used laptop for my daughter, who lives permanently in the Russian Federation. online auction ebay and I want to pass it on to a friend who is flying to Russia. Could a friend have any problems at customs? There is no other computer in his luggage.

Answer: Let a friend carry things (including a computer) worth no more than 65,000 rubles and weighing no more than 35 kg and say that the computer is his. Then there will be no problems.

Question: I returned from the trip on September 19, and will return from America on October 15. Wouldn't this count as a month? If so, did I understand correctly that I will pay the duty on the amount of the difference of 65,000 rubles - 3,500 dollars? Unfortunately, I cannot reschedule the trip, because everything has already been paid for - both domestic tickets and hotels. Maybe it makes sense to declare all my things, including new ones that I will take with me on a trip, so that customs will not consider them later as new goods from America?

Answer A: Unfortunately, customs will count the deadline from the date of your return. Due to the fact that the month (30 days) is not yet over, you will pay duty on everything you buy in the USA. Even for souvenirs, and definitely for a laptop, especially since you will take two laptops back. Don’t think that you will be able to clear customs by declaring the old one for temporary export upon departure and replacing it with a new one and throwing away the old one in the states. An indispensable condition for temporary export is the identification of the exported goods, i.e. indication of model and serial number. Thus, substitution is not possible. It is even more impossible to import goods worth $3,500 duty free. The duty-free import rate into Russia is 65,000 rubles or 35 kg. So if you want to bring something from America, then postpone your trip for a week or pay a 30% duty.

Question: Hello, Alexander Mikhailovich! I spent three months in the USA as part of a student program and now I want to introduce into Russia a laptop (unpacked) and an Archos portable media player (unpacked) purchased in the States. Do I have to include them in the customs declaration and, if so, will I have to pay any duty? Thanks in advance for your answer!

Answer: The norm for duty-free import of goods into Russia is 65,000 rubles or 35 kg, this only applies to goods imported for personal purposes, if you do not convince the customs officer that you also need a second computer, then the question of paying a duty in the amount of 30% may arise. However, I don't think such a question will arise. Computers are not subject to mandatory declaration.

Question: I’m going home to Russia, and I want to take 3 laptops with me, unpacked, one of mine and 2 of course for relatives. I'm wondering how to prove to customs that this is for personal use? and how the price of equipment is determined, because at US prices I fit in at 65t, but at Russian prices probably not. What can you advise in this situation?

Answer: The duty-free import rate applies only to goods imported for personal purposes. Admit that when you present the customs officer with three identical laptops, and even in packaging, he will have reason to assume that you are bringing two for sale, and then you will have to pay duty for them. It all depends on your ability to prove that you are bringing all three laptops for yourself. Admit it's doubtful. The duty is calculated by receipt from the store or by Tax-Free receipt.

Question: Hello, dear general! There was a report on the Central Television that during the removal of some household appliances from the US, particularly laptops, may have problems and in some cases may be taken away. Is this so7

Answer: Yes, indeed, the super-duper democratic states of America have passed a law on mandatory verification of all media. Now, when entering and leaving the states, they may have a long and tedious check of the contents of your laptop and other equipment and media. We did this back in the day, that was the time Soviet Union, Iron Curtain. Now we are again the Evil Empire, and they are the Lights of Democracy. I remember back then our and other human rights activists were very reproachful of Soviet customs, but now they are silent. Everything is much simpler. They will simply take down your contacts, both business and personal. Routine counterintelligence work.

Question: Good day to you!!! Dear Alexander Mikhailovich, I want to take a laptop out of the USA, but I recently read on the Internet that now any storage medium exported from America must be submitted to customs three weeks before departure to check the information stored on it. So is this? And why are they suddenly talking about this?

Answer: Yes, it’s true, they check everything, they can erase, write down, copy, not explain anything and even put you in prison. After all, you can go to a terrorist website. In short, the apotheosis of American freedom. Welcome to the citadel of democracy.

Question: Hello Alexander Mikhailovich.
Tell me what to do. My eldest daughter has been in the USA since mid-June 2008, bought herself a laptop for $600, and wants to buy another one for her younger daughter.
Returns on September 17 Will the transport of two laptops be subject to customs duty? Or, as a last resort, one laptop.

Answer: The first laptop will not be subject to duty. With the second, the question remains open and here's why. The duty-free import limit for goods purchased or received as a gift abroad is 65,000 rubles or 35 kg, but the rules say that this only applies to goods imported for personal purposes. If the daughter can convince the customs officer that the second computer is being imported only for these purposes, then she will import that too duty-free. By the way, she will probably buy some other things too. You need to fit into the norm.

Question: Is it possible to export two laptops from the USA to Russia; they were purchased by one person for private use in the USA. One for work and one for play. Total cost: $2000.

Answer: More laptops can be exported from the USA. But you can import goods into Russia on a preferential, duty-free basis within the established norms (65,000 rubles or 35 kg), provided that the goods are imported for personal purposes. Thus, if the customs officer believes you that you are carrying both computers for yourself, then everything is in order. By the way, there is one more limitation. It is important that this is not your second trip in a month, otherwise there will be a duty on everything. I wish you success, A.M. Puchkov

Question: Dear General Puchkov, I am going on a business trip to Belgrade and need a laptop for work in order to leave it with another employee there. Is it necessary to declare its export in writing (the list of mandatory declarations in writing is not included), and can questions arise from the Serbian side regarding import and “non-export”?

Answer: Today, a laptop is no longer considered a particularly valuable item that requires special declaration. If you, without declaring it anywhere, take it to your friend and leave it there, then there will be no problems. At least for you. It is possible that you will be asked to declare it for temporary import into Serbia, although this is unlikely. Problems may arise much later, when your employee travels with the laptop back to Russia. If he has a lot of things, then if he exceeds the norm, he may be asked to pay a fee. However, and this is unlikely, he will be able to say that the laptop is old and he took it out. I wish you success, A.M. Puchkov.

Question: Questions have arisen about transporting a laptop across the Russia-Ukraine border and back. I am a citizen of Ukraine. I was given a laptop here in Russia (worth approximately $1000). Will there be any problems when transporting without documents confirming the cost? And is it necessary to include it in the declaration?

Answer: There won’t be any problems when leaving Russia, but I don’t know what will happen to you when you enter Ukraine. I have been trying to understand Ukrainian customs rules for a long time, but there is no information on the Internet. According to fragmentary information, the duty-free import rate is 200 euros, but it is not clear this is for Russian vacationers traveling to Crimea, or for citizens of Ukraine

Question: We need to import a batch of computer components (motherboards, video cards, RAM) from China to Russia. The cost of the batch is about 150 thousand rubles. How much will customs cost us? Thank you.

Answer: When importing, do not forget to go through the “red” corridor and declare goods imported for commercial purposes. Fill out the customs declaration in a simplified manner and, if there are invoices, pay the duty and VAT. The total amount will be about 40% of the cost.

Question: We want to import a used computer (system unit and monitor) to Ukraine and give it to a relative. How can I prove to customs that a computer costs less than 200 euros (receipts have not been preserved)? I heard that at Russian customs there may be problems with the hard drive. How to avoid problems?

Answer: There will be no problems at Russian customs. You will not carry information on the disk that is harmful to Russia. But I don’t know what to do with Ukrainian customs officers. They are unpredictable.

Question: Good afternoon! I can’t find the correct answer anywhere, I ask for your help. My sister and her son are going on a tour to Italy. There they planned to buy a home desktop computer weighing 10 kg, costing 80,000 rubles, which exceeds the established limit of 65,000 rubles. per person without paying duty. Is it possible to fill out one declaration for 2 related persons on a given computer and thereby not pay a fee? The relationship is easily recognized between a sister and her son, the son is 13 years old (are there any age restrictions?). My sister and I have different surnames, it will be difficult to prove the relationship. And another question: is the duty imposed on the entire amount of the goods or only on the part exceeding the limit?

Answer: The duty concerns the excess. One item can be declared for two people. You can and should fill out one declaration for two people. You probably won't need a declaration if you don't need to declare anything else. Go and buy your own computer. Although I don’t understand why spoil the trip to Italy. It is much more convenient to buy a computer here. In some stores it will be cheaper. In addition, the laptop is more convenient. However, it's up to you to decide. If you want to travel with boxes, that's your right.

Question: I’m going to bring a laptop from Hong Kong, the price is more than 65 thousand, is it possible that all evidence of purchase is thrown away (such as the box, receipts, etc.) so that it passes for an old one, taken with me from Moscow, and the laptop If you bring it with you in your hand luggage, of course you will have to take it out so that it doesn’t show through at customs. Should you go through the red or green corridor? Or are there other options? in order not to pay a customs tax of 30%, otherwise there is no point in purchasing,

Answer: You thought through everything correctly, but these actions fall under Article 16.2 of the Code of Administrative Offences. Sanctions: fine from 50 to 100% of the value of the goods, with or without confiscation. I cannot and do not want to advise you to commit an offense. You probably thought that I was one of those customs officers who robbed themselves and helped others. No it's not like that. My site is intended for those who do not know or understand the rules, and who are offended by careless customs officers. I will not teach you to break the law. In addition, buying a laptop in Hong Kong is not very profitable, despite its apparent cheapness. You will not have a guarantee, I don’t know what software is there. The quality of cheap laptops is questionable. When you go through the red corridor, you will be asked: “What are you declaring?” You will sweat, blush, and this will arouse suspicion. Further in the text. If you go through the green one and they pay attention to you, then you have also arrived. So I wonder if you really value saving money more than your own peace of mind, nerves, honor, after all, or has it already been cancelled. I advise many people to remember the Russian proverb: “Over the sea, a heifer is half a piece, but transportation is expensive.” Now in Russia, 50% of laptops are imported under gray and black schemes. Their prices in stores are very reasonable. Go and buy it and sleep peacefully. I wish you success, A.M. Puchkov.

Question: Hello, Alexander Mikhailovich! I am interested in the following question: when importing a product in one copy (computer), if its value exceeds 65 tons of rubles, is the entire amount taxed at 30% or only what is over 65 tons of rubles? and how does the tax payment process work? Because the check, for example, will be in Hong Kong dollars, when paying tax is it converted into dollars or rubles? thanks for the answer, ps. I wrote to you a week ago, thank you very much for the consultation, I’m coming to the conclusion that it won’t be possible to smuggle a laptop in and I’ll have to pay tax, so I’m wondering whether the tax will be deducted from the entire amount or only from the amount over 65 tons of rubles, ps, if you comply with the TAX system FREE where you need to go abroad to get a refund of a certain amount of the cost of the goods, there, abroad, whether this happens at the airport or in another organization. Thank you very much for your advice.

Answer: I am glad that I dissuaded you from an unjust act. No matter how much we like laws, it is better to obey them. When you arrive in Russia, the customs office will recalculate the cost of the purchased computer into rubles, deduct 65 thousand and charge you a 30% duty. The Tax-free system has specifics in different countries, but overall the same. When you fly from Hong Kong, be sure to stamp your tax free check at customs; most airports have special windows where they issue money, but sometimes there are none. Then you can get money in Russia. There are Tax-free representative offices in some major cities Russia. I wish you success, A.M. Puchkov.

Question: Dear Alexander Mikhailovich! I am going to France, and would like to clarify the issue of returning to Russia: “Upon entry, you will be charged a duty for everything that exceeds 35 kg and 65,000 rubles. The duty amount is 30% of the customs value, but not less than 4 euros per kg." - do these standards apply to my personal belongings (clothes, camera, laptop, etc.) with which I left Russia? And if so, how can you avoid having your personal items “included” in the overall limit? Thank you in advance for your response.

Answer: You are just very helpful and on time with your question. I have long wanted to teach everyone how to travel abroad correctly. You are right, when you enter, customs often pretends that you left naked and without a suitcase. In this regard, it is better to spend a minute on departure, saving time and money upon entry. When leaving, do not be too lazy to fill out a declaration in duplicate, where in the temporary export section, enter a camera and a laptop (indicating serial numbers), and also write “clothes” and briefly write large items. Go not through the green, but through the red corridor and get the customs officer to certify one copy of the declaration. On the way back, present your declaration and that’s it. Customs don’t like such smart and boring people, but they respect them. I wish you success, A.M. Puchkov.

Question: On New Year I am going to visit my relatives in Ukraine and will be traveling by train from St. Petersburg to Mariupol. I still have a system unit from a computer that I want to give to my nephew. Tell me, please, will I have problems at customs? Or is it better to disassemble it and transport it as components, and already buy the case and power supply in Ukraine?

Answer: You can import goods worth 200 euros duty-free into Ukraine. Thus, even in the form of components, the amount may be exceeded. Take the most oversized and valuable items. You can buy small things. I wish you success.

Question: I am a resident of Kazakhstan. I'm going on a trip from the west (Uralsk) to the south (Almaty). Along the way, the train crosses the border of Russia and Kazakhstan twice (from Kazakhstan to Russia and vice versa), in the Sol-Iletsk area. I'm planning to take my personal laptop on a trip. Tell me what measures need to be taken so that it is not taken away from me during a border check? Thank you.

Answer: Theoretically, you need to enter it when entering Russia and show the declaration when leaving. However, I suspect that your train may proceed without inspection and registration. Especially if you drive non-stop. Don't be afraid, you won't have any problems from Russian customs. I wish you success, A.M. Puchkov.

Question: Hello, I would like to clarify: I want to go to Russia for a couple of months (citizen of Ukraine), taking with me a computer purchased a couple of months ago (I have all the documents). What is needed for this, what problems may arise at the border?

Answer: You won't have any problems. Upon entry, fill out a customs declaration and include your computer for temporary importation. Please provide your serial number. At the same time, bring in the imported cash currency. On the way back, present the declaration. That's all. I wish you success, A.M. Puchkov.

Question: We are going to take it as a gift cousin from Russia to Ukraine new computer. I read on your website that the limit on duty-free import of goods into Ukraine is 200 euros. Does this mean that if my sister declares, for example, a monitor, my mother declares a processor, and I myself declare a mouse and keyboard, then each of us will be able to bring in “our part of the computer” without paying a duty?

Answer: This method is quite often used in all countries of the world. Just in case, have receipts with you confirming the cost is less than 200 euros. I wish you success, A.M. Puchkov.

Question: My friend is flying from Russia to Madrid and I want to ask him to bring my laptop. The problem is that he is also bringing his own. Will there be any problems crossing the border at the airport? Is it possible to provide any guarantees so that problems do not arise?

Answer: Your friend will be able to include his laptop in the declaration as temporarily exported. There shouldn't be any problems. I wish you success, A.M. Puchkov.

Question: Good evening. I am interested in a question regarding the transportation of a desktop computer from Russia to Ukraine. The computer was purchased about 9 months ago. I myself am a citizen of Ukraine. Computer - monitor, system unit, acoustics, uninterruptible power supply and 50-100 disks. Naturally, the cost of the computer is more than 200 euros. I would like to know how it will be assessed customs duty? On the system unit itself separately and on the monitor separately, or in total? By weight, this is all up to 50 kg, but in cost - more than 200 euros. As far as I understand, I will have to pay 20%.

Answer: I searched the Internet for information on your question and came to the conclusion that you will have to pay a fee for everything that costs more than 200 euros. However, theoretically, you may have problems leaving Russia. In accordance with the rules, the export of materials “that could harm the state and its citizens” is prohibited. Thus, customs can take both the disks and the hard drive itself for inspection. So pay attention to the materials you are going to transport. I wish you success, A.M. Puchkov.

Question: Please tell me, I’m going on vacation to Nice (France), I wanted to take a laptop with me, I’ll be flying through Zurich, can I have problems in Zurich, Nice or Moscow?

Answer: When leaving Russia, fill out a declaration and enter the laptop as a temporarily exported product. In this case, problems will not arise anywhere. I wish you a successful trip, Puchkov A.M.

Question: I'm flying on vacation from Russia, where I study, I'll show up Russian citizen, to Kazakhstan, where my parents live. I am bringing with me a laptop that I personally purchased. Do I need to take a receipt for purchasing a computer with me? Will I be required to check my computer for classified information? What is the right thing to do in this situation?

Answer: You do not need a purchase receipt. The main thing is to not have problems on the way back, declare your laptop for temporary export. They will check for secret information on a student’s laptop only if it is known that it (secret information) is there. I wish you a successful holiday, Puchkov A.M.

Question: I read the tips and was a little confused. The niece permanently lives and studies in Krasnodar. I want to give her a computer with full software (a friend has his own computer company, and I want to do everything on site so that no one messes with it, well, that’s the kind of person I am), the price is about 800 euros. I live in Lithuania, and in the summer my niece will come to visit and bring a computer back. The question is: will she have any problems with imports? Will there be a computer problem at customs + software? I really hope for your answer.

Answer: Your niece and you shouldn’t have any problems. Upon returning to Russia, she has the right to import goods (duty-free) worth 65,000 rubles and weighing no more than 35 kg. The computer you want to give as a gift fits perfectly within this framework. Success, Puchkov A.M.

Question: Dear Alexander Mikhailovich, I am a citizen of Ukraine, but I often go on business trips to Moscow. I always carry my laptop among my personal belongings. The last time, when crossing the Ukrainian-Russian border, Ukrainian customs officers demanded permission to transport a laptop and a certificate of the presence of prohibited information. Question: is this certificate really needed, where can it be obtained, and is it necessary to declare the laptop? When crossing the borders of other countries, I did not declare or present such a certificate. I was also told that in the absence of such a certificate, customs has the right to seize the laptop for a full check for an unlimited period. Please tell me what to do in such a situation.

Answer: It was like this a long time ago in the USSR. However, the rules for moving storage media remain. In Russia and Ukraine these rules also exist. And all over the world too. However, such checks are carried out only if there are grounds to believe that the carrier contains materials prohibited for import/export. In any case, I advise you to declare your laptop when entering Russia and when leaving, the same in Ukraine. This is necessary so as not to pay the fee at some point. ABOUT customs regulations Ukraine You need to be interested directly in Ukraine. I wish you success, A.M. Puchkov.

Question: I'm coming from Japan. Can I take with me 3 pocket computers with a total cost of 30,000 rubles without declaration and duties? Purpose - one is my personal, two are a gift to relatives.

Answer: You will have to go through the “red corridor” and present everything purchased. 2 computers will be admitted duty-free (limit 65,000 rubles) for the third and the remaining purchases (if you bought anything else) you will have to pay a duty of 30% of the cost. Perhaps the customs officers will want to charge a duty for the second one on the grounds that you are taking it not for personal purposes, but for sale (according to the principle, one person and one computer is too much), so keep in mind: you are taking it to your wife. Everything that is above the limit must be declared. I wish you success, Puchkov A.M.

Question: Good afternoon! Please consult with next question: My husband is currently in Hong Kong and plans to buy a computer for himself when he leaves. Is VAT refundable and what documents are required for this?

Answer: In all countries that stimulate domestic trade, there is a VAT refund system when exporting goods purchased in the country. This is the so-called TAX FREE system. I have no doubt that it exists in Hong Kong too. However, you and your husband should be more concerned about what duty your husband will pay when importing a computer to Russia. The duty-free import rate per person is 65,000 rubles or 35 kg. If the computer costs less and weighs less, then the husband will import it duty-free. If one of the parameters is exceeded, the husband will pay a fee of 30% of the cost. The government decree also contains a reference to the fact that this norm is valid only once a month, which is often used by unscrupulous customs officers to collect duties or other purposes. I wish you success, Puchkov A.M.

Navigation systems

Question: I need to send my GPS navigator abroad for repair. The model is old and has been out of production for a long time. How will the price of the product be determined for which I will have to pay duty when returning a repaired device?

Answer: If you arrange the removal of the device as temporary, then you will not need a price. The most important thing is to decide at customs how to arrange temporary export for a private person. If you are traveling abroad yourself and taking this thing with you, then simply enter it in the declaration and bring it back without any problems. If you send it for repair by mail, then the question is more complicated, and it is better for you to contact your customs office directly and come to an agreement. In general, the cost can be determined by analogues, taking into account moral and physical aging. I wish you success, Puchkov A.M.
