Hello, dear colleague! Today we will talk about how to find a suitable tender. This question is most often asked by newcomers who are just starting to participate in procurement. Therefore, in this article I tried to answer in as much detail as possible. this question, so that you have a clear vision of what and where to look. So let's get started.

1. What is a suitable tender?

This concept is very subjective, since each supplier has his own idea of a suitable tender. Let's look at the criteria by which you can determine whether this or that tender is suitable for you or not.

  1. Subject of the tender (this is the supply of goods, performance of work or provision of services corresponding to the field of your activity);
  2. Type of tender (state, corporate or commercial);
  3. Placement method (electronic auction, open tender, request for quotations, etc.) You can learn more about all the methods of placing purchases from this video:

  1. Starting tender price;
  2. Region of the customer, as well as the address of the place of delivery of goods, performance of work or provision of services;
  3. Date of the tender;
  4. Availability and amount of application security;
  5. Availability and size of contract performance security;
  6. Terms of contract execution;
  7. Availability of advance payment.

I have listed only 10 main criteria that are most often used by procurement participants to decide whether to participate in a tender. However, each supplier may have its own list.

2. Where to look for tenders?

In order to answer this question, first of all you need to determine what kind of tenders you will look for: state (within the framework of 44-FZ), corporate (within the framework of 223-FZ) or commercial?

According to the requirements of 44-FZ, all government tenders must be placed by customers in the Unified information system(EIS), and before its commissioning on the Official website of the Russian Federation for placing orders - www.zakupki.gov.ru. Those. Absolutely all government procurements of the Russian Federation are posted on this resource, and you should look for them here.

Corporate procurement within the framework of 223-FZ is also posted on the website procurement.gov.ru. However, in parallel with posting on the official website, such information can also be posted on the corporate resources (websites) of these organizations. Those. You can search for such tenders both on the website www.zakupki.gov.ru and on corporate websites.

If you plan to take part only in government or corporate procurement, then the official website will be more than enough for your work. However, there is one point that I will talk about a little later.

With commercial tenders the situation is much more complicated. Currently in Russia there are more than 6,000 different commercial platforms where information about tenders is posted and procurement is carried out. It’s unlikely that anyone can manually “monitor” such a number of sites, so to search for commercial tenders they use various search engines or programs, which we will talk about later in this article.

3. Tender search options

Let's take a look at what search options exist.

First option – manual search.

This option is suitable for small organizations or individual entrepreneurs who occasionally take part in procurement, mainly in government procurement.

Second option – search using paid and free search services or programs.

This option, in my opinion, is more preferable for most organizations, because... allows you to perform a full search of both government and commercial procurement, and also significantly reduces the time required to complete this task.

Third option – entrust the search to another specialist.

This option is good because you can entrust the search for new tenders in your organization to a specific employee. However, it is necessary to first teach him how to do this. And also equip it with additional services or software.

Fourth option — resort to the help of an outsourcing company.

In my opinion, this is the most irrational and costly option, which has not worked well in practice. As a rule, organizations providing such services have a lot of diverse clients. And the whole problem is that the employees of the outsourcing company do not delve into the specifics of the activities of a particular client. Yes, they don’t need it.

Therefore, 90-95% of the tenders they find will be thrown into the trash bin. Such companies use paid programs to search for tenders, conduct a selection based on customer search queries, and then send the found tenders by email. This is where a reasonable question arises. Why, then, pay someone to do something that you can do yourself, armed with such a program? You can get free access to one of these programs.

4. Paid and free resources for searching for tenders

At the end of 2014, my colleague Andrey Pleshkov and I monitored paid and free resources for searching for tenders, tested their functionality and quality of work. Below you will find two tables with paid and free search engines and a short summary.

The market situation is constantly changing, some search engines cannot withstand the competition and cease to function, others appear in their place. Therefore, do not be surprised that by the time you read this article, some of the search engines presented below may no longer function.

free search services.

Free search services

In the far right column there are links to so-called “Dead” services, the information on which has not been updated for a long time. Those. If you suddenly stumble upon one of the services indicated in this column, then know that there is no benefit from it and it is absolutely useless for work.

And finally, the middle column “Search services with limited search, lengthy registration and other problems.” All these services are available and working, however various reasons they were not included in the main list of preferred search services. Either it is a lengthy registration, or a limited and inconvenient search, etc. Try to access these resources yourself; it is quite possible that one of these services will also interest you, and you will take it into service.

The figure below shows a table with paid search services.

Paid search services

In the left column I have indicated the most popular and noteworthy search engines. The remaining two columns present other paid search services, which, in my opinion, are less useful and convenient to work with. But this is my personal opinion.

As I mentioned above, my colleague and I, having not found any structured information on searching for tenders on the Internet, decided to correct this gap and released a full-fledged training video course “How to effectively search and find tenders?” consisting of 46 video lessons (that's more than 3 hours of video). If you are interested, you can go and learn more about this course.

5. Search for purchases on the websitewww. zakupki. gov. ru

Finding the right tenders on the official website is quite simple and intuitive. However, there is one point that I promised to tell you about at the beginning of this article. This point lies in the unstable operation of this resource, since it is constantly subjected to heavy load and endless modifications by developers. From time to time it does not work correctly or even hangs. But let's not talk about sad things, I hope that over time this problem will be eliminated. So, in order to start searching for tenders, you need to go to the main page of the site.

Quick search

On the main page of the site you will see two tabs “Quick Search” pos. 1 and “Advanced search” pos. 4.

The quick search mode allows you to search by order name, lot name, customer name, as well as by notification number. Line for entering a search query pos. 2 contains 122 characters (including spaces).

To start the search, enter the name of the order, customer, lot or notification number in the search query input field and click on the “Find” button pos. 3 located on the right.

After clicking the "Find" button, the search is performed and the results are displayed in the central part of the page.

The search is performed in the combined register of orders and purchases using the entered search query (i.e., both for purchases carried out within the framework of 44-FZ and for purchases carried out within the framework of 223-FZ).

But I want to immediately warn you that a quick search is convenient only if you know the name of the order (or part of it), the name of the lot, the customer, or the notification number. For a more detailed search, it is recommended to use the advanced search.

Advanced Search

In order to get into the advanced search, you need to go to the corresponding tab on the site.

After clicking on this tab, an advanced search page will be displayed in front of you in the central part of the site.

To start the search, you must enter a search query in the search bar located at the top of the page in accordance with the displayed prompt: “Enter the whole or part of the notification number, the name of the purchase (order) or lot, the full name of the Customer.” And only then configure the necessary search parameters.

In this article, I will not go into detail about how to configure advanced search parameters, since this is a fairly large topic that deserves its own article. Try going to the website and practicing setting the parameters yourself, I’m sure you’ll figure it out on your own. If not, then you can always turn to ours for help.

6. Seldon – procurement search system No. 1

Today the Seldon system is the undisputed leader in the market search engines. This is not just a search engine, but also a powerful analytical tool.

In order to describe all the capabilities and advantages of this system, more than one article will be required, so I will limit myself to listing only its main capabilities:

  1. Collection of information on government, commercial, international, and planned procurements;
  2. Providing fast, accurate and efficient search through the largest database, including archival databases of procurement, contracts, legal entities And individual entrepreneurs;
  3. Generating various analytical reports based on available information, as well as providing statistical data on customers and suppliers;
  4. Setting up various “smart” filters and complex work with information;
  5. Integrated access to legal system"Garant" and the database of arbitration cases.

If you are interested in trying this system in action, you can submit a request for test access here. It's better to try once than to hear a hundred times.

7. How to quickly find the right tenders?

So, in order to quickly find tenders that interest you, you need to remember a few rules.

Rule #1. You must know the OKPD codes that customers use when posting information about procurement of goods, works or services that correspond to your field of activity.

Rule #2. You should know keywords, which can be used by customers in describing the item of purchase.

Rule #3. You should use saved search filter settings so you don't have to set the parameters manually each time.

Rule #4. You must subscribe to the RSS feed of search results based on the configured search parameters (this rule applies to the site www.zakupki.gov.ru).

Rule #5. You should search for information about new purchases at least once every 2-3 days.

Rule #6. You must regularly monitor changes in information on the selected purchase on the site (as changes may be made to the purchase notice, clarifications may be given, or the purchase may be cancelled).

Rule #7. If you regularly participate in tenders, you should whenever possible use paid search engines and software, as it will save you a lot of time.

This is where I propose to conclude today’s article. If something remains unclear to you, then ask questions below in the comments. I hope that this material was useful to you, and if so, then share this article with your friends and colleagues on social networks. I wish you good luck and an effective search!

Via electronic platforms. In addition to the complexity of the process, the search can also be quite expensive. In order to rationally select tenders and participate in them, you need to have clear knowledge about tenders, where tenders will be placed and the individual characteristics of each order in order to choose the right order for yourself without spending extra money, and maybe even for free.

How to find a suitable tender?

First of all, you need to select the criteria for a suitable order in order to save time. Simple and accessible rules will help with this issue.

  1. Features of the order. You need to decide what services, goods or purchases the organization can provide in order to narrow down the choice of orders. Each tender has its own specific scope, for example, medicine or aviation.
  2. Search for accommodation. Placement may be through an auction, open tenders or requests for quotations. Provided that the organization is small, it is recommended to look for requests for quotes, because they do not necessarily have an electronic digital signature, and the documents for submitting participation in the tender are the simplest. Placement using auctions implies financial investments, availability and registration on portals.
  3. Region of application. This main criterion at . Small organizations are recommended to participate in the tender only in their constituent entity of the Russian Federation in order to avoid the unpleasant consequences of failure to complete procurement at the federal level.
  4. Execution deadlines, as well as the presence of an advance payment, payment methods and other minor nuances in the order.

Where can I find a suitable tender?

The tenders posted are divided into three categories, each covering its own resources. It makes no sense to search for tenders on all sites at once; you just need to decide which procurements you have the opportunity to participate in, and only after that start searching for sites and portals.

  1. Government procurement. All tenders public procurement according to the relevant Federal Law must be presented on the single official portal of the Russian Federation. It is very easy to search for such government tenders by registering on the government procurement portal.
  2. Corporate purchasing. The Government of the Russian Federation has obliged to place such tenders on at least two sites. This is the official government procurement portal and the Customer’s corporate website. You can apply for participation in tenders on both platforms or on just one.
  3. Private purchases. There are no restrictions on placement, so tenders are posted on any of more than a thousand online platforms, sometimes specially created for publication. Searching for private purchases sometimes takes quite a long time. When searching for private tenders, they usually look not for the order itself, but for the location of its placement.

How to do it for free?

The most important thing in free search procurement tenders is an understanding that such methods have some limitations, and the time costs may increase. It is quite difficult to track tenders, so there are special free websites and programs whose search engines, if possible, provide the most detailed information on tenders on most sites.

Typically, such sites or programs provide limited free functionality or trial version, after the expiration of which it is proposed to purchase a subscription. There is also an option to manually search for orders.

Today, there is a common problem with negative results in searching for tenders and with maximum investment of effort.

The reason for such unsuccessful searches is incorrect and sometimes even incorrect queries, which subsequently results in the search engine giving completely wrong results.

In this case, in order to unload both your own and working hours, it is recommended to hire and pay additional employee, whose responsibilities will include manual monitoring of tenders for purchases or services.

On the one hand, this method does not look free, on the other hand, there is no need to pay for participation in dozens of sites; only one person is paid for viewing available tenders.

In addition to searching for orders using keywords, most entrepreneurs place more emphasis on order classification. The identification number is assigned to state tenders in accordance with the established Law of the Russian Federation and applies to such areas of activity as the production and sale of medical equipment, construction, pharmacology, and the provision of socially oriented services.

Find OKDP code ( All-Russian classifier species economic activity, products and services) of the required procurement direction can be found in the order card on any commercial or government portal.

When the required purchase has been found, you can take part in it yourself, or use tender support services. Both options have their pros and cons.

Hello, dear colleague! This article will focus on programs for searching tenders and auctions. This is a sore subject for most procurement participants, because... searching for procurement is a very important and at the same time labor-intensive stage of participation in tenders. How effectively you search and find the tenders you need will depend on end result participation. Therefore, today we will talk about tools that will make your procurement search work more convenient and efficient. So let's get started...

Tender search software - a panacea for problems?

Many suppliers mistakenly believe that there is some kind of “miracle program” for searching for procurement that can save them from all problems. This program will provide information in batches about the best and most cost-effective purchases, and the participant will only have to click on any of them, study the conditions, prepare his application and take part in the auction. If you are still looking for such a program, then I can disappoint you; there are simply no universal programs that meet all user needs in nature. Any program (search engine) has both its pros and cons. And each procurement participant selects for himself exactly the program that is in to a greater extent meets his needs and requirements. And in order to choose the right tool for yourself, you need to test more than one program.

Paid or free search programs

Today, the Internet offers many paid and free solutions for searching for tenders. And in order for you not to completely drown in all this variety of offers, I have posted a selection of such services in mine. If, to search for government and corporate procurement, you can get by with free services, then for a full search for commercial procurement, free services are absolutely useless. Those. If in your work you focus on commercial tenders, then you should seriously think about choosing a paid search engine. And we will talk about which of them are most preferable below.

Paid search services – which one is better to choose?

And so, if you have already read my article, then you probably noticed that I have identified only 7 preferred paid search services:

In my opinion, these services are the most effective and convenient to work with. You can, of course, independently test other services presented in the table. But my colleague Andrey Pleshkov and I have already done this work for you, and have selected the best services to date. You can trust our opinion, or see this from your own experience. All information about ongoing procurement under 44-FZ and 223-FZ is published in the Unified Information System (EIS). No registration or availability is required to view any of the orders. electronic signature(EDS). The system searches for tenders across all sites for free. To do this, in the UIS context menu, select the “Procurement” section, and then on the Advanced search or parameter constructor tab, you can clarify the criteria for the required tender, namely:

  • Name of the object (keywords, for example, construction, car, medicines etc.).
  • Number of the law in accordance with which the purchase is carried out: 44-FZ, 223-FZ.
  • Registration number or identification code (if you are looking for a specific order).
  • Method for determining the supplier (auction, competition, request for quotations, or other).
  • Range of initial (maximum) contract price.
  • Period of publication of the notice, opening of envelopes, deadline for filing applications.
  • Name, TIN of the customer or organization that placed the order.
  • Level of organization (federal, subject or municipal).
  • District and subject of the Russian Federation of the customer, address of the place of delivery (selection on a territorial basis).
  • Codes OKPD, OKPD2.

In total, the EIS provides 30 criteria for selecting tenders under 44-FZ and 27 under 223-FZ. Each participant will be able to choose a more convenient approach when searching for information.

Free search engines

The rather convenient EIS filter cannot always be used. For example, due to maintenance work being carried out on the site, the search for tenders may not be available. In this case, you can use the services of electronic platforms for free. Each accredited platform provides conditions for searching for the necessary orders: , NEP, Order of the Russian Federation, Roseltorg, Russian Auction House, RTS-tender, auction searches are carried out free of charge using the same parameters as the EIS.

There are also free systems that offer selection of tenders based on limited criteria:

For more detailed information, you need to go to the trading platform or UIS. No additional information, besides what is published in the EIS, you will not find it in such systems.

Paid search engines

For a certain fee, a participant can not only receive a newsletter about ongoing orders in the area of interest to him (both government and commercial), but also receive a forecast of winners, express access to customer data, a package of documents for participation in procurement, etc. The price depends on the volume of services provided and ranges from 1000 to 4000 rubles per month. To understand how convenient a particular service is, you can test it using the free period. It is provided for up to 7 days.

Every year everyone more private firms are transferring supplies to electronic trading platforms. As a result, the trading volume on such resources is constantly growing.

tender support

That's why more and more suppliers start each working day with tender search engines. Please note that there are usually no issues with the search for government tenders. With tenders of private enterprises, everything is completely different.

Today there is no single platform for conducting tenders: to find commercial tenders you need to visit and study more than two hundred different sites. Walking around such a large number of sites, even if possible, would probably take up the entire working day. There will be no time left for anything else.

What is a tender and how to look for it?

The terms “tender” and “government procurement” are heard more and more often in the news feed. Ordinary citizens associate these concepts with corruption, large sums of kickbacks, and dishonesty of officials. Although this is far from the complete picture.

Daily on online trading platforms several thousand new tenders are being placed that offer companies favorable conditions cooperation, delivery of goods, performance of any work, or simply the opportunity to make good money.

And if we take into account the fact that options appear every day, then the efficiency should be appropriate. If you are late in submitting an application, having spent a sufficient amount of time searching, the company will simply miss the opportunity to fulfill the order it is interested in.

When a company encounters search for the first time suitable tenders, she faces many obstacles and difficulties. The most common ones are shown in the table below.

Problems when working with tenders

Factor

Complexity

1

A huge number of sites and electronic platforms offering assistance in searching

It concerns the search for commercial tenders, since there are not many online resources for searching for government procurement. A large number of sites leads to the fact that large number time will have to be devoted first to finding a suitable place where tenders are placed, and only then can you begin to apply.

2

Unsatisfactory search result

Based on the description, it is difficult to find a suitable option, since the maximum detailed descriptions customers post them as attached documents. This complicates the search process.

3

The need to constantly monitor changes in procurement notices

If a company submits an application for a tender, it is necessary to monitor possible changes until the very moment of confirmation. If the customer changes the conditions even slightly and the potential contractor does not respond to this, the application will be rejected.

4

The need to maintain constant records and systematize data

It is necessary to control everything: how many days are left before choosing a contractor, what documents will be needed first, how not to miss deadlines, etc.

All this significantly complicates the work of any company and takes away huge amount time. Therefore, to begin with, it is worth studying all the nuances of the system and systematizing the work.

Difference between government procurement and commercial tenders

Before you start looking for a suitable offer, you should understand the features and main differences between government and commercial procurement. Despite the fact that the rules for both types are identical, government organizations must obey stricter rules.

Description

Sberbank-AST

A subsidiary of Sberbank of Russia, the most popular ETP.

Initially it was created exclusively for Moscow government customers. Having become successful, she began to expand.

The most popular site.

One of the oldest platforms for servicing government procurement. At first, it focused exclusively on state tenders of the Republic of Tatarstan

Subsidiary company of MICEX.

To participate in bidding on the listed resources, neither the customer nor the contractor is required to pay anything, since they provide their services for free. Participants are only required to collect and fill out the necessary documentation to pass accreditation.

The most popular and in demand is Sberbank-AST, which conducts more than 50% of all government auctions.

The financial success of companies that apply for government procurement depends on prompt search and timely submission of applications. Since this is a rather labor-intensive process that requires certain knowledge and skills, it is necessary to develop a systematic approach to resolve the issue.

To quickly find a suitable offer, you can use the following system:

  1. Clearly define the basic parameters of the tender of interest (available finances, scope of implementation, etc.).
  2. Configure the search system in accordance with certain parameters.
  3. Decide on an option for searching for government procurement (visit the official portal, develop your own monitoring system, use various special web resources for searching).

Features of order search on the official portal

Search work on the government procurement website can be carried out in the following ways:

  • if you know the order number in advance, just enter it in the search bar located in the corner of the site on the right;
  • If there is no number, you will need to go to the advanced search.

The advanced search form allows you to set the following selection criteria:

  • placement method;
  • determination of the present stage of placement;
  • name or lot number;
  • amount parameter;
  • date of posting;
  • customer details (name, identification number);
  • search region.
  • keywords of the required documentation.

If you need to find a contract knowing its number, you can use the quick search option. If there is no number, you can search by price, publication date, payment information, suppliers, objects.

Important! The official website provides information only about existing tenders. The auctions themselves are held on electronic trading platforms, the list of which is given above.

Search for commercial tender

Commercial tenders are the most difficult part of procurement. It is, in principle, unrealistic to fully cover and study this market, since there are customers who place their offers exclusively on their own websites, bypassing trading platforms.

And the most large enterprises and completely own their own web resources, which are subject to their rules and certain fees for participation. At the same time, the documentation is hidden from unregistered users.

There are quite a lot of similar operating sites. They can be classified according to the type of services, the significance and purpose of the transactions (international, federal, etc.).

Classification by industry makes the search much easier. And to make work with tenders even more efficient, it is better to use electronic trading platforms regional level. Auctions of a certain region of the Russian Federation are held on such web resources. Such a system greatly simplifies the search, since it establishes a territorial restriction for those wishing to participate in the submitted tenders.

Information about commercial tenders can be posted both on www.zakupki.gov.ru and on corporate websites of customers. The search options for such offers are very diverse:

  1. Manual search is the most time-consuming method. It is more suitable for small organizations that rarely participate in tenders, mostly government ones.
  2. Use of specialized search programs and services. This method significantly reduces time costs and increases the efficiency of searching for the tender of interest.
  3. Help from third party specialists or organizations. This approach is one of the most expensive, and most of the proposals found will not meet the requirements of the customer of tender services.

Information systems or applications

It's always better to search on your own. But since doing this manually is very time-consuming and difficult, special software developments are an excellent way out of the situation.

Applications of this type help sort out offers of interest by setting the desired parameters: price, execution dates, region, delivery method, etc. In addition to searching, the programs allow you to track any changes in orders, technical documentation, conditions and customer wishes.

This method is very convenient for searching for commercial tenders, taking into account their huge number. But even computer programs cannot guarantee the most accurate selection of options. Such programs select really interesting offers based on the parameters you specify.

Our specialists guarantee compliance with legal requirements at all stages of tender support. Resolving disputes with customers, appealing FAS decisions, working on all trading platforms.
