I. General provisions

1. Terms of delivery of imported equipment, products, materials and components for nuclear installations, radiation sources and storage facilities Russian Federation(hereinafter referred to as the Delivery Conditions) are developed in accordance with the Regulations on the Federal Supervision of Russia for Nuclear and Radiation Safety.

2. The terms of delivery determine the procedure for assessing the compliance of imported equipment and products affecting the safety of nuclear installations, radiation sources and storage facilities, as well as imported materials and components, including those directly supplied to nuclear energy facilities, with the requirements of the standards in force in the Russian Federation and rules in the field of atomic energy use.

3. Compliance with the Terms of Delivery is mandatory for Russian operating organizations, owners of nuclear installations, radiation sources and storage facilities, organizations and enterprises engaged in the design, construction, manufacture, supply and assembly of equipment and products, construction, installation, commissioning, operation, repair, modernization , reconstruction and decommissioning of nuclear installations, radiation sources and storage facilities using imported equipment, products, materials and components, as well as for employees of Gosatomnadzor of Russia involved in regulating safety during the implementation of these works.

4. Terms and definitions used in the Terms of Delivery are given in the Appendix.

5. Imported equipment, products, materials and components depending on their purpose, design features are divided into two groups. Approximate composition of groups of equipment and products that affectthe safety of nuclear installations, radiation sources and storage facilities subject to delivery conditions is given in Appendix 2.

6. Delivery conditions do not apply:

For equipment, products and materials included in the List nuclear materials, equipment, special non-nuclear materials and relevant technologies subject to export control (the specified List was approved by Decree of the President of the Russian Federation dated February 14, 1996 No. 202);

For radioisotope products, the import of which is regulated by the Regulations on the procedure for the export from the Russian Federation and import into the Russian Federation of radioactive substances and products based on them, approved by Decree of the Government of the Russian Federation of March 16, 1996 No. 291;

For transport packaging kits supplied to the Russian FederationFederation for the purpose of using them for export or import(returnable containers) of nuclear materials.

II. Conditions for the use of imported equipment, products, materials and components

7. Required terms the use of imported equipment, products, materials and components are:

compliance with the legislation of the Russian Federation in the field of use of atomic energy;

compliance with the requirements of norms, rules and other regulatory documents of the Russian Federation in the field of nuclear energy use;

compliance with the mandatory certification requirements established by the Certification System of equipment, products and technologies for nuclear installations, radiation sources and storage facilities (hereinafter referred to as the System);

presence of positive experience in the use of imported equipment, products, materials and components (or similar samples) at nuclear energy facilities in foreign countries;

avoiding deterioration of the characteristics (parameters) of equipment and systems envisaged by the design of the nuclear facility, in which the use of imported equipment, products and components is expected, as well as a negative impact on the performance of the functions of other systems of the nuclear facility;

availability of the possibility for the Customer and Gosatomnadzor of Russia to carry out control checks and quality assessments of equipment, products, materials and components during the manufacturing process and (or), in some cases, after production (if the equipment, products, materials and components were manufactured by the time the supply contract was concluded ), as well as testing by the Supplier.

III. Preliminary assessment of the possibility of supplying imported equipment, products, materials and components

8. The customer of equipment, products, materials and components, with the intention of carrying out design, construction, installation, adjustment, commissioning, operation, modernization, replacement of equipment and products, reconstruction and repair, decommissioning of nuclear installations, radiation sources and storage facilities, and also when designing, manufacturing, replacing, supplying and completing equipment and products for these facilities using imported equipment, products, materials and components, draws up a decision on the intention to use imported equipment, products, materials and components (hereinafter referred to as the Decision).

9. The decision is agreed with design organization(enterprise), which is the General designer of a nuclear facility or a design organization (enterprise) developing a reactor plant and (or) equipment for which the use of imported equipment, products, materials and components is expected and is approved by the Customer before concluding a supply agreement (contract) .

10. After approval of the Decision provided for in paragraph. Delivery conditions The Customer, together with the Decision, submits the following documents to Gosatomnadzor of Russia for consideration:

justification for the possibility of using imported equipment, products, materials and components, taking into account the conditions of use set out in the chapter II Delivery conditions;

technical requirements for equipment, products, materials and components, agreed by the Customer with a Russian design organization (enterprise) developing similar equipment, products and components, and in the absence of one - with an organization determined by Gosatomnadzor of Russia, and when supplying materials - with Russian materials science organization;

assessment of the impact of used imported equipment, products, materials and components on the safety of nuclear installations, radiationsources and storage points;

results of checking the production conditions of the Supplier of imported equipment, products, materials and components, if any (in the form of a report).

11. If the Customer establishes the fact that the use imported equipment, products, materials and components does not lead to changes in the design characteristics (parameters) of the equipment, products and systems in which they are intended to be used and does not affect the performance of the functions of other systems; it submits to Gosatomnadzor of Russia only technical requirements for equipment, products , materials and components with justification that the use of equipment, products, materials and components does not affect the safety of nuclear installations, radiation sources, storage facilities and the characteristics (parameters) of equipment and products.

12. The structure of technical requirements for equipment, products, materials and components is given in the Appendix.

13. The documents provided for in paragraphs or the Terms of Delivery are subject to examination, which is organized and carried out in accordance with the Regulations on the procedure for the examination of documents justifyingensuring nuclear and radiation safety of a nuclear installation, radiation source, storage facility and (or) the quality of the declared activity(RD-03-13-98).

14. Based on the results of the review and examination of the documents submitted by the Customer in accordance with the clauses or Conditions of Delivery, Gosatomnadzor of Russia approves the technical requirements for equipment, products, materials and components or refuses their approval in case of negative results.

15. Technical requirements approved by Gosatomnadzor of Russia are included by the Customer in the agreement (contract) for the supply of equipment, products, materials and components.

IV. Procedure for assessing the compliance of imported equipment, products, materials and components of the first group planned for delivery with the requirements of norms, rules and other regulatory documents in the field of atomic energy use

16. After concluding an agreement (contract) for the supply of imported equipment, products, materials and components, the Customer must submit to Gosatomnadzor of Russia a set of documents, executed in Russian, the composition of which is determined:

Appendix - for equipment, products and components belonging to the first group;

Application - for basic and welding materials (both used for the manufacture and repair of imported equipment, products and components, and supplied to the Russian Federation for use in domestic equipment, products, components and systems of nuclear installations, radiation sources and storage facilities).

17. The documents provided for in paragraph of the Terms of Delivery are subject to examination.

18. In the process of manufacturing imported equipment, materials and components, the Customer, with the participation of representatives of Gosatomnadzor of Russia, carries out control in the following forms:

checking the production conditions of the Supplier (if necessary, in accordance with the contract);

assessment of the compliance of equipment, products, materials and components with the requirements of norms, rules and other regulatory documents in the field of nuclear energy use at control points established by Gosatomnadzor of Russia in the Supplier's Quality Plans;

participation in acceptance and (or) acceptance tests;

19. Lead samples of equipment, products, materials and components must be accepted by the commission with the mandatory participation of representatives of Gosatomnadzor of Russia. Composition of the commission from the Russian sideformed by the Customer.

If necessary, the commission includes representatives of design organizations developing similar imported equipment, products and components, general designers, chief designers of reactor facilities and materials science organizations.

20. Completed acceptance test programs are submitted for consideration to Gosatomnadzor of Russia. Based on the results of the review, Gosatomnadzor of Russia approves the specified programs or refuses their approval, indicating reasoned reasons. Before the start of testing, the Customer submits to Gosatomnadzor of Russia information about the elimination by the Supplier of all deficiencies identified during the review and examination of documents provided for in clause of the Terms of Delivery.

21. Acceptance tests, depending on the type of equipment, products, materials and components supplied, as a rule, must be carried out at the Supplier. If necessary, depending on the capabilities of the test benches, acceptance tests according to certain species equipment and products can be carried out at the Customer’s site (test benches), or in two stages: at the Supplier and directly at the facility and (or) at the test benches of the Customer or organizations attracted by it.

22. Acceptance tests during the manufacture of equipment, products, materials and components in batches and serially are carried out with the participation of representatives of the Customer and Gosatomnadzor of Russia. The customer must promptly notify Gosatomnadzor of Russia about changes in the design, characteristics (parameters), test conditions that affect the safety of manufactured imported equipment, products, materials and components.

23. The conditions, procedure, volume, place and time of acceptance and (or) acceptance tests of equipment, products, materials and components must be included in the provisions of the agreement (contract) concluded by the Customer with the Supplier.

24. Based on the results of acceptance and (or) acceptance tests, documents (acts, protocols) are drawn up, one copy of which, as well as a set of design documents corrected based on the test results, is sent by the Customer to Gosatomnadzor of Russia.

25. Based on the results of the examination of documentation and testing of equipment, products, materials and components, Gosatomnadzor of Russia approves the technical specifications or refuses to approve them in case of negative results (indicating reasoned reasons).

26. Based on the positive results of the work performed in accordance with the requirements of this chapter, the customer draws up a Decision on the use of imported equipment, products, materials and components and submits it to Gosatomnadzor of Russia.

Based on the results of consideration of the Decision, Gosatomnadzor of Russia approves it or refuses approval.

V. Features of the terms of delivery of imported equipment, products and components of the second group.

27. The supply of imported equipment, products and components of the second group may be carried out by the Second Supplier.

28. The Second Supplier may be enterprises thatmust comply with the following requirements:

presence of a functioning quality system;

ensuring compliance with Russian norms, rules and other regulatory documents in the field of the use of atomic energy when supplying imported equipment, products and components;

ensuring interaction with the Customer and Supplier to study the demand of Customers and production capabilities Suppliers for the purpose of forming centralized orders and ensuring complex deliveries, including small batches;

providing guarantees of compliance of equipment, products and components with relevant technical requirements, carrying out, if necessary, additional inspections and tests.

29. The Customer (in the case of a direct order from the manufacturer) or the Second Supplier when making a Decision on the intention to use imported equipment, products and components of the second group in accordance with Chapter III The delivery conditions form a list of documentation, the scope of requirements for inspections, evaluation and testing in relation to specific equipment, products and components, taking into account their conditionsapplication and submits relevant materials to Gosatomnadzor of Russia for consideration.

30. Technical requirements (specifications) for cable products must be agreed upon with the head enterprise for cable products for nuclear energy facilities.

31. The procedure for preliminary assessment of the possibility of using imported equipment, products and components of the second group corresponds to the procedure established in Chapter III.

32. Electrical radio products (ERI), computer equipment, software, cable products must be supplied in an industrial (industrial) design with technical documentation and passports, if available, under testing conditions, acceptance by the Supplier’s quality service, ensuring guarantees of quality and reliability indicators by the Supplier (Second supplier), availability of a certificate of conformitySystems (subject to the requirements of chapter VI ), compliance with the requirements of regulatory documents of the Russian Federation.

33. Software tools (software product) for control systems must be supplied as products for production and technical purposes in the presence of software documentation, guarantees of quality and reliability indicators by the Supplier (Second Supplier) and availability of a certificate of conformity of the System (taking into account the requirements of the chapter VI ) compliance with the requirements of regulatory documents of the Russian Federation. Operational monitoring and diagnostic tools must be certified in accordance with the procedure adopted in the Russian Federation.

34. The procedure for assessing the compliance of imported equipment, component products of the second group with the requirements of norms, rules and other regulatory documents in the field of atomic energy use corresponds to the procedure established in Chapter IV . By agreement with Gosatomnadzor of Russia, for certain types of equipment, products and components of the second group, instead of technical conditions (technical specifications), a passport for equipment, products and components may be submitted.

35. If necessary, the Customer may schedule acceptance tests for equipment and components of the second group. The requirements for acceptance testing are similar to those outlined in Chapter IV . The need for the participation of a representative of Gosatomnadzor of Russia during acceptance tests of specific equipment, products and components of the second group is established by Gosatomnadzor of Russia.

36. The need to conduct an examination of documents submitted in accordance with clause of the Terms of Delivery is established by Gosatomnadzor of Russia.

37. Customer (Second Supplier) based on the positive results of work performed in accordance with Chapter V , draws up a decision on the use of imported equipment, products and components and submits it to Gosatomnadzor of Russia. Based on the results of consideration of the Decision, Gosatomnadzor of Russia approves it or refuses approval.

VI. Certification of equipment, products, materials and components

38. Equipment, products, materials and components included in the “Nomenclature of equipment, products and technologies for nuclear installations, radiation sources and storage points, subject to mandatory certification in the Certification System for equipment, products and technologies for nuclear installations, radiation sources and storage points” (OIT-0013-2000) (hereinafter referred to as the Nomenclature) and in addition to the Nomenclature, are subject to mandatory certification in the manner established in the System.

39. The applicant for a certificate of conformity in the System is the Supplier. In some cases, the applicant may be the Second Supplier.

The need and conditions for certification must be included in the provisions of the agreement (contract) concluded by the Customer and the Supplier.

40. With regard to the certification of imported equipment, products, materials and components included in the Nomenclature, the rules established in the System apply. If international treaties of the Russian Federation establish other rules, then the rules of international treaties apply.

41. If the Supplier submits certificates of conformity for equipment, products, materials and components issued in the certification systems of the Supplier's country, the procedure for recognizing these certificates is carried out in the manner established in the System.

42. Certification of equipment, products, materials and components not included in the Nomenclature or in additions to it, but the need for which is established by the agreement (contract) of the Customer with the Supplier, is carried out according to the rules of the System.

Appendix 1

TERMS AND DEFINITIONS

SECOND SUPPLIER - an enterprise that purchases products from foreign manufacturers (Suppliers), stores them, organizes double-checking, additional control and testing (if necessary) and delivers them to Russian Customers with fulfillment of warranty obligations for quality, timing, volume and completeness of supplies.

LEADING ENTERPRISE FOR CABLE PRODUCTS FOR FACILITIES USING NUCLEAR ENERGY - The All-Russian Scientific Research Institute of the Cable Industry (VNIIKP) has been appointed the leading enterprise for cable products for facilities using atomic energy in accordance with the decision adopted by Gosatomnadzor of Russia and the Ministry of Atomic Energy of Russia.

HEAD PRODUCT - the first copy of the product, manufactured according to newly developed documentation for use by the customer with simultaneous development of the design and technical documentation for the production and operation of other copies of the product.

CUSTOMER - operating organization, owner of a nuclear installation, radiation source or storage facility, manufacturer or organization carrying out assembly and delivery.

PRODUCTS FOR NUCLEAR INSTALLATIONS, RADIATION SOURCES AND STORAGE POINTS - products (units) industrial products, pipeline elements, instruments, equipment, devices, mechanisms, automation and control equipment, computer technology etc.) intended for use independently or as components in the production of equipment for nuclear installations, radiation sources and storage facilities and affecting their safety.

COMPONENTS FOR NUCLEAR INSTALLATIONS, RADIATION SOURCES AND STORAGE POINTS (COMPONENTS) - products (components, parts, radio-electronic products, etc.) of a certain functional purpose, which are components of equipment, structures and systems of nuclear installations, radiation sources and storage points and may or may not be connected by assembly operations.

MATERIALS FOR NUCLEAR INSTALLATIONS, RADIATION SOURCES AND STORAGE POINTS (MATERIALS) - rolled metal, pipes, semi-finished products, welding materials, etc., used for the manufacture of equipment and products, structures, thermal and biological protection systems for nuclear installations, radiation sources and storage points .

MATERIALS SCIENCE ORGANIZATION - an organization that provides services for the selection of materials, welding technology, quality assurance of equipment and pipelines of a nuclear installation during design, manufacture, installation, operation and repair.

EQUIPMENT FOR NUCLEAR INSTALLATIONS, RADIATION SOURCES AND STORAGE POINTS - any equipment (thermo-mechanical, electrical, etc.) intended for use independently or as part of systems of nuclear installations, radiation sources and storage points and affecting their safety.

SOFTWARE - a program intended for repeated use at various objects, developed in any way and supplied with a set of program documents.

SUPPLIER - an organization (firm) that develops, manufactures and supplies imported equipment, products, materials and components for nuclear installations, radiation sources and storage facilities, as well as providing services for them.

ACCEPTANCE TESTS - control tests of the prototype or individual production products, carried out accordingly in order to decide the feasibility of supplying these products for production and (or) use for their intended purpose.

ACCEPTANCE TESTS - control tests of products during acceptance control.

QUALITY PLAN - a document defining which procedures and related resources, by whom and when, should be applied to specific equipment, products, materials and components.

POWER ELECTRICAL EQUIPMENT OF LOW, MEDIUM AND HIGH VOLTAGE - electric generators, transformers and converter reactors, complete switchgears (switchgear) of low (0.4 - 0.6 kV) and medium (6.0 - 10.0 kV) voltage, switches power AC, automatic AC and DC switches, electromechanical contactors and starters, diesel-electric generators, uninterruptible power supply units (UPS) and static semiconductor converters.

CERTIFICATE OF CONFORMITY - a document issued according to the rules of the System to confirm the compliance of certified equipment, products and technologies, quality systems (productions) with the established requirements.

CERTIFICATION SYSTEM OF EQUIPMENT, PRODUCTS AND TECHNOLOGIES FOR NUCLEAR INSTALLATIONS, RADIATION SOURCES AND STORAGE POINTS - a system that has own rules, procedures and management for conducting conformity certification.

OPERATING ORGANIZATION - an organization created in accordance with the legislation of the Russian Federation and recognized by the relevant atomic energy management body as suitable to operate a nuclear installation, radiation source or storage facility and to carry out, on its own or with the involvement of other organizations, siting, design, construction, operation and decommissioning activities from the operation of a nuclear installation, radiation source or storage facility, as well as activities related to the handling of nuclear materials and radioactive substances.

ELECTRICAL RADIO PRODUCTS (ERI) - electrical, radio and electronic products used as components in the manufacture of electrical and electronic devices, equipment, devices and assemblies, namely: semiconductor devices (chips, transistors, diodes, etc.), resistors, capacitors , connectors and connecting products, switching and protective devices, relays and other low-current electrical products.

EXAMINATION - a type of scientific and technical activity aimed at applying new knowledge to solve technological, engineering and other problems, consisting in the study and analysis of data provided by applicants, including to confirm the compliance of equipment, products, materials and components with requirements regulatory documents in the field of atomic energy use.

FIRST GROUP

1. Heat exchange equipment and products.

2. Pressure vessels.

3. Electrical equipment and products.

4. Power electrical equipment low, medium and high voltage.

5. Pumps and their components.

6. Reinforcement and its components.

7. Piping of systems important to safety.

8. Reloading machines and their components.

9. Permanently installed lifting cranes used in the technological cycle of nuclear installations, radiation sources and storage facilities.

10. Equipment and products for processing and storage of radioactive waste.

11. Transport and packaging kits for nuclear materials and radioactive substances.

12. Basic and welding materials for equipment of group 1.

13. Radiation heads of gamma flaw detectors, irradiation heads of gamma therapeutic devices.

SECOND GROUP

1. Instrumentation.

2. Sensors and detectors for monitoring and measuring thermohydraulic physicochemical and nuclear physical parameters.

3. Dosimetric equipment, devices and products.

4. Equipment and products of physical protection systems and complexes.

5. Electrical radio products (ERI).

6. Cable products.

7. Software tools.

8. Software and hardware tools and complexes.

9. Equipment and products of operational monitoring and diagnostic systemsnuclear installations.

Note: The delivery conditions apply to materials and components used for equipment and products in accordance with this appendix.

Appendix 3

STRUCTURE OF TECHNICAL REQUIREMENTS FOR EQUIPMENT, PRODUCTS, MATERIALS AND COMPONENTS

1. Technical requirements for equipment, products and components must contain the following sections:

a list of Russian norms, rules and other current regulatory documents, the requirements of which must comply with the equipment, products and components proposed for purchase;

destination indicators;

completeness of supply of equipment, products and components, including spare parts and tools;

reliability indicators;

ensuring control during manufacturing and operation;

maintainability;

metrological support during manufacturing;

basic and welding materials, their certification,

transportation and storage;

a set of documentation for equipment, products and components (passport, quality certificate, testing programs and methods, technical description, installation, commissioning and operating instructions);

requirements for seismic resistance, strength calculations, electromagnetic compatibility, corrosion resistance, fire safety, explosion safety, etc.;

ensuring operability in emergency conditions.

Note: Technical requirements can be clarified and supplemented taking into account the functional purpose of the equipment, products and components.

2. Technical requirements for materials (base and welding) must contain the following sections:

a list of Russian norms, rules and other current regulatory documents, the requirements of which must be met by the materials to be purchased;

physical-mechanical, technological and corrosion properties of the base material and (or) weld metal or deposited metal;

requirements for the characteristics of materials established by the current standards for strength calculations of equipment, products and components where these materials are used;

ensuring conditions for weldability with Russian materials;

ensuring decontamination (if necessary).

Note: Technical requirements can be clarified and supplemented taking into account the conditions of use of materials.

Appendix 4

REQUIREMENTS FOR THE SET OF DOCUMENTS PROVIDED BY THE CUSTOMER TO RESOLVE THE ISSUE OF THE USE OF IMPORTED EQUIPMENT, PRODUCTS AND COMPONENTS RELATING TO THE FIRST GROUP

1. Supplier's quality assurance program.

2. Specifications.

3. Design documentation(assembly drawings), including drawings for body parts and fasteners, assemblies and parts for sealing and fastening.

4. Passports for equipment, products and body parts.

5. Programs of acceptance (for prototype samples) and acceptance tests.

6. Quality plan.

7. List of basic and welding materials.

8. Technical solutions for the use of basic and welding materials in accordance with the requirements of rules and regulations in the field of the use of atomic energy, drawn up in accordance with the requirements of regulatory documents.

9. Calculation of the choice of main dimensions.

10. Verification calculation for strength.

11. Thermal, hydraulic and other calculations (if necessary).

12. List Russian rules, norms and other regulatory documents for of this equipment, products whose requirements must be met by the imported equipment, products or components intended for use.

13. Justification for the compliance of the characteristics (parameters) of the imported equipment, products and components intended for use with the requirements of Russian rules, norms and other regulatory documents.

14. Certificates of conformity (including chapter VI).

15. Quality assessment standards welded joints and surfacing of the Supplier.

Note: 1) Documentation under clauses 2 and 3 must be agreed upon by the Customer with the Russian design organization developing the design of a nuclear installation, radiation source or storage facility for which the use of imported equipment, products or components is intended.

2) The list of submitted documentation can be clarified by agreement with Gosatomnadzor of Russia in relation to specific equipment, products and components and their functional purpose.

Appendix 5

REQUIREMENTS FOR THE SET OF DOCUMENTS PROVIDED BY THE CUSTOMER TO DECIDE THE ISSUE OF THE USE OF BASIC AND WELDING MATERIALS.

1. List of basic and welding materials with their foreign designations.

2. Technical conditions (specifications) or other regulatory documents establishing requirements for basic materials and welding materials. Certificates of conformity.

3. Information on the physical, mechanical, technological and corrosion properties of the base material and (or) welded joints (welded metal) in accordance with the requirements of regulatory documents in the field of atomic energy use.

4. Information on the scope and applied testing methods for samples of the base material and welded joints.

5. Justification of the compliance of the characteristics (parameters) of the basic and welding materials intended for use with the requirements of Russian rules, norms and other regulatory documents established in technical requirements to basic and welding materials.

Note: The set of documents is submitted by the Customer to Gosatomnadzor of Russia along with the decision on the use of basic and welding materials for its approval. The solution must be agreed by the Customer with the materials science organization.

1. General provisions

1.1. These Conditions for the supply of imported equipment, products and components for nuclear installations, radiation sources and storage facilities of the Russian Federation determine the conditions for the supply of imported equipment, pipelines, mechanisms, instruments, equipment, automation equipment, computer equipment, and other products (hereinafter referred to as equipment and products), affecting safety, as well as imported components, components, parts, materials and semi-finished products (hereinafter referred to as components) of guaranteed quality with specified reliability and service life indicators for nuclear installations, radiation sources, storage facilities for nuclear materials and radioactive substances, radioactive waste storage facilities.

1.2. This guidance document is binding for all Russian organizations and enterprises engaged in the design, construction, manufacture of equipment, products and components, construction, installation, commissioning, operation, repair, modernization, reconstruction and decommissioning of nuclear installations, radiation sources, storage facilities for nuclear materials and radioactive substances, radioactive waste storage facilities.

Operating organizations, owners of nuclear installations, radiation sources, storage facilities for nuclear materials and radioactive substances, radioactive waste storage facilities and manufacturers of equipment, products and components can act as Customers.

2.2. After making a decision in accordance with this guidance document, the Customer submits the following documentation to Gosatomnadzor of Russia for examination:

Technical requirements for equipment, products and components agreed by the Customer with a Russian design organization developing similar equipment, products and components, and in the absence of one - with an organization determined by Gosatomnadzor of Russia;

Documentation justifying the safety of nuclear installations, radiation sources, storage facilities for nuclear materials and radioactive substances, radioactive waste storage facilities using the equipment, products and components proposed for purchase (if the Customer is the operating organization).

Notes:

1. Expertise specified documentation for compliance with the requirements of rules and regulations in the field of atomic energy use is carried out in accordance with RD-03-13-97 of the Gosatomnadzor of Russia.

2. The examination of technical requirements for equipment, products and components is carried out taking into account the requirements of this guidance document.

The requirements of Gosatomnadzor of Russia for the content of technical requirements for equipment, products and components are given in the appendix.

3. If the Customer establishes that the use of imported equipment, products and components does not lead to a change in the implementation of the project parameters of the system in which the equipment, products and components are used, and does not affect the performance of the functions of other systems, then he submits to Gosatomnadzor of Russia only technical requirements for equipment, products and components with justification that the replacement of equipment, products and components does not affect the safety of nuclear installations, radiation sources, storage facilities for nuclear materials and radioactive substances, radioactive waste storage facilities.

2.3. Technical requirements for equipment, products and components approved by Gosatomnadzor of Russia must be included by the Customer in the contract for the supply of equipment, products and components.

2.4. After concluding the contract, the Customer must submit to Gosatomnadzor of Russia in the manner established by the guidelines of Gosatomnadzor of Russia on the organization and conduct of examination, developed by the Supplier and agreed by the Customer with the Russian design organization developing nuclear installations, radiation sources and storage facilities for nuclear materials and radioactive substances, with the Russian a design organization that develops similar equipment, products and components, technical specifications (technical specifications), as well as design documentation for the supplied equipment, products and components. The technical conditions (technical specifications) for equipment and products must also contain requirements for components.

The documentation is examined by Gosatomnadzor of Russia with the involvement of Russian and/or foreign expert organizations with funding from the Customer or a foreign organization.

An expert opinion on technical conditions (technical specifications), test programs and design documentation for the supplied equipment, products and components is the basis for approval by Gosatomnadzor of Russia of the documentation submitted by the Customer.

2.5. Gosatomnadzor of Russia has the right to set additional requirements for the conditions of supply of equipment, products and components, including inspections during the manufacturing process and assessment of the quality of equipment, products and components.

3. Acceptance of supplied equipment, products and components

3.1. The first (head) samples of equipment, products and components must be accepted Russian commission upon acceptance with the participation of a representative of Gosatomnadzor of Russia according to programs agreed with Gosatomnadzor of Russia in accordance with GOST 15.001-88 or GOST 15.005-88. Acceptance tests, depending on the type of equipment, products and components supplied, can be carried out at the Supplier’s site (stands), at the Customer’s site (stands), or in two stages: at the Supplier and directly at the site and/or at the Customer’s stands.

3.2. The conditions and place of acceptance testing of equipment, products and components must be specified in the contract.

3.3. Based on the results of acceptance tests, a report is drawn up.

3.4. The participation of a representative of Gosatomnadzor of Russia in acceptance testing of equipment, products and components at the Supplier, directly at the facility and/or at the Customer’s stands is financed by the Customer.

3.5. Regional bodies of Gosatomnadzor of Russia participate in the examination of documentation and acceptance tests of equipment, products and components on behalf of the leadership of Gosatomnadzor of Russia.

Technical requirements for equipment, products and components must contain the following sections:

Completeness of supply of equipment, products and components, including spare parts and tools;

Requirements for control during manufacturing and operation;

Requirements for basic and welding materials, their certification, requirements for transportation and storage;

Requirements for a set of documentation for equipment, products and components (passport, quality certificate, test programs and methods, technical description, installation, commissioning and operating instructions);

Requirements for seismic resistance, strength calculations, electromagnetic compatibility, corrosion resistance, fire safety, explosion safety, etc.;

I. General provisions

I. General provisions

1. The terms of delivery of imported equipment, products, materials and components for nuclear installations, radiation sources and storage facilities of the Russian Federation (hereinafter referred to as the Terms of Delivery) are developed in accordance with the Regulations on the Federal Supervision of Russia on Nuclear and Radiation Safety.

2. The terms of delivery determine the procedure for assessing the compliance of imported equipment and products affecting the safety of nuclear installations, radiation sources and storage facilities, as well as imported materials and components, including those directly supplied to nuclear energy facilities, with the requirements of the standards in force in the Russian Federation and rules in the field of atomic energy use.

3. Compliance with the Terms of Delivery is mandatory for Russian operating organizations, owners of nuclear installations, radiation sources and storage facilities, organizations and enterprises engaged in the design, construction, manufacture, supply and assembly of equipment and products, construction, installation, commissioning, operation, repair, modernization , reconstruction and decommissioning of nuclear installations, radiation sources and storage facilities using imported equipment, products, materials and components, as well as for employees of Gosatomnadzor of Russia involved in regulating safety during the implementation of these works.

4. Terms and definitions used in the Terms of Delivery are given in Appendix 1.

5. Imported equipment, products, materials and components, depending on their purpose and design features, are divided into two groups. An approximate composition of groups of equipment and products affecting the safety of nuclear installations, radiation sources and storage facilities that are subject to delivery conditions is given in Appendix 2.

6. Delivery conditions do not apply:

- for equipment, products and materials that are included in the List of nuclear materials, equipment, special non-nuclear materials and related technologies subject to export control (the said List was approved by Decree of the President of the Russian Federation dated February 14, 1996 N 202);

- for radioisotope products, the import of which is regulated by the Regulations on the procedure for the export from the Russian Federation and import into the Russian Federation of radioactive substances and products based on them, approved by Decree of the Government of the Russian Federation of March 16, 1996 N 291;

- for transport packaging sets supplied to the Russian Federation for the purpose of using them for export or import (returnable containers) of nuclear materials.

II. Conditions for the use of imported equipment, products, materials and components

7. Mandatory conditions for the use of imported equipment, products, materials and components are:

compliance with the legislation of the Russian Federation in the field of use of atomic energy;

compliance with the requirements of norms, rules and other regulatory documents of the Russian Federation in the field of nuclear energy use;

compliance with the mandatory certification requirements established by the Certification System of equipment, products and technologies for nuclear installations, radiation sources and storage facilities (hereinafter referred to as the System);

presence of positive experience in the use of imported equipment, products, materials and components (or similar samples) at nuclear energy facilities in foreign countries;

avoiding deterioration of the characteristics (parameters) of equipment and systems envisaged by the design of the nuclear facility, in which the use of imported equipment, products and components is expected, as well as a negative impact on the performance of the functions of other systems of the nuclear facility;

availability of the possibility for the Customer and Gosatomnadzor of Russia to carry out control checks and quality assessments of equipment, products, materials and components during the manufacturing process and (or), in some cases, after production (if the equipment, products, materials and components were manufactured by the time the supply contract was concluded ), as well as testing by the Supplier.

III. Preliminary assessment of the possibility of supplying imported equipment, products, materials and components

8. The customer of equipment, products, materials and components, with the intention of carrying out design, construction, installation, adjustment, commissioning, operation, modernization, replacement of equipment and products, reconstruction and repair, decommissioning of nuclear installations, radiation sources and storage facilities, and also when designing, manufacturing, replacing, supplying and completing equipment and products for these facilities using imported equipment, products, materials and components, draws up a decision on the intention to use imported equipment, products, materials and components (hereinafter referred to as the Decision).

9. The decision is agreed upon with the design organization (enterprise), which is the General Designer of a nuclear facility or a design organization (enterprise) developing a reactor plant and (or) equipment for which the use of imported equipment, products, materials and components is expected and is approved by the Customer before concluding a supply agreement (contract).

10. After approval of the Decision provided for in clause 9 of the Terms of Delivery, the Customer, together with the Decision, submits the following documents to Gosatomnadzor of Russia for consideration:

justification for the possibility of using imported equipment, products, materials and components, taking into account the conditions of use set out in Chapter II of the Terms of Delivery;

technical requirements for equipment, products, materials and components, agreed by the Customer with a Russian design organization (enterprise) developing similar equipment, products and components, and in the absence of one - with an organization determined by Gosatomnadzor of Russia, and when supplying materials - with Russian materials science organization;

assessment of the impact of used imported equipment, products, materials and components on the safety of nuclear installations, radiation sources and storage facilities;

results of checking the production conditions of the Supplier of imported equipment, products, materials and components, if any (in the form of a report).

11. If the Customer establishes the fact that the use of imported equipment, products, materials and components does not lead to a change in the characteristics (parameters) of the equipment, products and systems in which they are intended to be used and does not affect the performance of the functions of other systems, he submits to Gosatomnadzor of Russia only technical requirements for equipment, products, materials and components with justification that the use of equipment, products, materials and components does not affect the safety of nuclear installations, radiation sources, storage facilities and the characteristics (parameters) of equipment and products.

12. The structure of technical requirements for equipment, products, materials and components is given in Appendix 3.

13. The documents provided for in paragraphs 10 or 11 of the Terms of Delivery are subject to examination, which is organized and carried out in accordance with the Regulations on the procedure for conducting examination of documents justifying the provision of nuclear and radiation safety of a nuclear installation, radiation source, storage point and (or) the quality of the declared activity (RD-03-13-98).

14. Based on the results of the review and examination of the documents submitted by the Customer in accordance with paragraphs 10 or 11 of the Terms of Delivery, Gosatomnadzor of Russia approves the technical requirements for equipment, products, materials and components or refuses their approval in case of negative results.

15. Technical requirements approved by Gosatomnadzor of Russia are included by the Customer in the agreement (contract) for the supply of equipment, products, materials and components.

IV. Procedure for assessing the compliance of imported equipment, products, materials and components of the first group planned for delivery with the requirements of norms, rules and other regulatory documents in the field of atomic energy use

16. After concluding an agreement (contract) for the supply of imported equipment, products, materials and components, the Customer must submit to Gosatomnadzor of Russia a set of documents executed in Russian, the composition of which is determined:

- Appendix 4 - for equipment, products and components belonging to the first group;

- Appendix 5 - for basic and welding materials (both used for the manufacture and repair of imported equipment, products and components, and supplied to the Russian Federation for use in domestic equipment, products, components and systems of nuclear installations, radiation sources and storage facilities).

17. The documents provided for in clause 16 of the Terms of Delivery are subject to examination.

18. In the process of manufacturing imported equipment, products, materials and components, the Customer, with the participation of representatives of Gosatomnadzor of Russia, carries out control in the following forms:

checking the production conditions of the Supplier (if necessary, in accordance with the contract);

assessment of the compliance of equipment, products, materials and components with the requirements of norms, rules and other regulatory documents in the field of nuclear energy use at control points established by Gosatomnadzor of Russia in the Supplier's Quality Plans;

participation in acceptance and (or) acceptance tests;

19. Lead samples of equipment, products, materials and components must be accepted by the commission with the mandatory participation of representatives of Gosatomnadzor of Russia. The composition of the commission on the Russian side is formed by the Customer.

If necessary, the commission includes representatives of design organizations developing similar imported equipment, products and components, general designers, chief designers of reactor facilities and materials science organizations.

I. General provisions

1. The terms of delivery of imported equipment, products, component materials for nuclear installations, radiation sources and storage facilities of the Russian Federation (hereinafter referred to as the Terms of Delivery) are developed in accordance with the Regulations on the Federal Supervision of Russia on Nuclear and Radiation Safety.

2. The terms of delivery determine the procedure for assessing the compliance of imported equipment and products affecting the safety of nuclear installations, radiation sources and storage facilities, as well as imported materials and components, including those directly supplied to nuclear energy facilities, with the requirements of the standards in force in the Russian Federation and rules in the field of atomic energy use.

3. Compliance with the Terms of Delivery is mandatory for Russian operating organizations, owners of nuclear installations, radiation sources and storage facilities, organizations and enterprises engaged in the design, construction, manufacture, supply and assembly of equipment and products, construction, installation, commissioning, operation, repair, modernization , reconstruction and decommissioning of nuclear installations, radiation sources and storage facilities using imported equipment, products, materials and components, as well as for employees of Gosatomnadzor of Russia involved in regulating safety during the implementation of these works.

4. Terms and definitions used in the Terms of Delivery are given in Appendix 1.

5. Imported equipment, products, materials and components, depending on their purpose and design features, are divided into two groups. An approximate composition of groups of equipment and products that affect the safety of nuclear installations, radiation sources and storage facilities that are subject to delivery conditions is given in Appendix 2.

6. Delivery conditions do not apply:

For equipment, products and materials that are included in the List of nuclear materials, equipment, special non-nuclear materials and related technologies subject to export control (the said List was approved by Decree of the President of the Russian Federation dated February 14, 1996 No. 202);

II. Conditions for the use of imported equipment, products, materials and components

7. Mandatory conditions for the use of imported equipment, products, materials and components are:

compliance with the legislation of the Russian Federation in the field of use of atomic energy;

compliance with the requirements of norms, rules and other regulatory documents of the Russian Federation in the field of nuclear energy use;

compliance with the mandatory certification requirements established by the Certification System of equipment, products and technologies for nuclear installations, radiation sources and storage facilities (hereinafter referred to as the System);

presence of positive experience in the use of imported equipment, products, materials and components (or similar samples) at nuclear energy facilities in foreign countries;

avoiding deterioration of the characteristics (parameters) of equipment and systems envisaged by the design of the nuclear facility, in which the use of imported equipment, products and components is expected, as well as a negative impact on the performance of the functions of other systems of the nuclear facility;

availability of the possibility for the Customer and Gosatomnadzor of Russia to carry out control checks and quality assessments of equipment, products, materials and components during the manufacturing process and (or), in some cases, after production (if the equipment, products, materials and components were manufactured by the time the supply contract was concluded ), as well as testing by the Supplier.

III. Preliminary assessment of the possibility of supplying imported equipment, products, materials and components

8. The customer of equipment, products, materials and components, with the intention of carrying out design, construction, installation, adjustment, commissioning, operation, modernization, replacement of equipment and products, reconstruction and repair, decommissioning of nuclear installations, radiation sources and storage facilities, and also when designing, manufacturing, replacing, supplying and completing equipment and products for these facilities using imported equipment, products, materials and components, draws up a decision on the intention to use imported equipment, products, materials and components (hereinafter referred to as the Decision).

9. The decision is agreed upon with the design organization (enterprise), which is the General Designer of a nuclear facility or a design organization (enterprise) developing a reactor plant and (or) equipment for which the use of imported equipment, products, materials and components is expected and is approved by the Customer before concluding a supply agreement (contract).

10. After approval of the Decision provided for in clause 9 of the Terms of Delivery, the Customer, together with the Decision, submits the following documents to Gosatomnadzor of Russia for consideration:

justification for the possibility of using imported equipment, products, materials and components, taking into account the conditions of use set out in Chapter II of the Terms of Delivery;

technical requirements for equipment, products, materials and components, agreed by the Customer with a Russian design organization (enterprise) developing similar equipment, products and components, and in the absence of one - with an organization determined by Gosatomnadzor of Russia, and when supplying materials - with Russian materials science organization;

assessment of the impact of used imported equipment, products, materials and components on the safety of nuclear installations, radiation sources and storage facilities;

results of checking the production conditions of the Supplier of imported equipment, products, materials and components, if any (in the form of a report).

11. If the Customer establishes the fact that the use of imported equipment, products, materials and components does not lead to a change in the characteristics (parameters) of the equipment, products and systems in which they are intended to be used and does not affect the performance of the functions of other systems, he submits to Gosatomnadzor of Russia only technical requirements for equipment, products, materials and components with justification that the use of equipment, products, materials and components does not affect the safety of nuclear installations, radiation sources, storage facilities and the characteristics (parameters) of equipment and products.

12. The structure of technical requirements for equipment, products, materials and components is given in Appendix 3.

13. The documents provided for in paragraphs 10 or 11 of the Terms of Delivery are subject to examination, which is organized and carried out in accordance with the Regulations on the procedure for conducting examination of documents justifying the provision of nuclear and radiation safety of a nuclear installation, radiation source, storage point and (or) the quality of the declared activity (RD-03-13-98).

14. Based on the results of review and examination of the documents submitted by the Customer in accordance with clauses 10 or 11 of the Terms of Delivery, Gosatomnadzor of Russia approves the technical requirements for equipment, products, materials and components or refuses their approval in case of negative results.

15. Technical requirements approved by Gosatomnadzor of Russia are included by the Customer in the agreement (contract) for the supply of equipment, products, materials and components.

IV. Procedure for assessing the compliance of imported equipment, products, materials and components of the first group planned for delivery with the requirements of norms, rules and other regulatory documents in the field of atomic energy use

16. After concluding an agreement (contract) for the supply of imported equipment, products, materials and components, the Customer must submit to Gosatomnadzor of Russia a set of documents executed in Russian, the composition of which is determined:

Appendix 4 - for equipment, products and components belonging to the first group;

Appendix 5 - for basic and welding materials (both used for the manufacture and repair of imported equipment, products and components, and supplied to the Russian Federation for use in domestic equipment, products, components and systems of nuclear installations, radiation sources and storage facilities).

17. The documents provided for in clause 16 of the Terms of Delivery are subject to examination.

18. In the process of manufacturing imported equipment, materials and components, the Customer, with the participation of representatives of Gosatomnadzor of Russia, carries out control in the following forms:

checking the production conditions of the Supplier (if necessary, in accordance with the contract);

assessment of the compliance of equipment, products, materials and components with the requirements of norms, rules and other regulatory documents in the field of nuclear energy use at control points established by Gosatomnadzor of Russia in the Supplier's Quality Plans;

participation in acceptance and (or) acceptance tests;

19. Lead samples of equipment, products, materials and components must be accepted by the commission with the mandatory participation of representatives of Gosatomnadzor of Russia. The composition of the commission on the Russian side is formed by the Customer.

If necessary, the commission includes representatives of design organizations developing similar imported equipment, products and components, general designers, chief designers of reactor facilities and materials science organizations.

20. Completed acceptance test programs are submitted for consideration to Gosatomnadzor of Russia. Based on the results of the review, Gosatomnadzor of Russia approves the specified programs or refuses their approval, indicating reasoned reasons. Before the start of testing, the Customer submits to Gosatomnadzor of Russia information about the elimination by the Supplier of all deficiencies identified during the review and examination of documents provided for in clause 16 of the Terms of Delivery.

21. Acceptance tests, depending on the type of equipment, products, materials and components supplied, as a rule, must be carried out at the Supplier. If necessary, depending on the capabilities of the test benches, acceptance tests for certain types of equipment and products can be carried out at the Customer’s site (test benches), or in two stages: at the Supplier and directly at the facility and (or) at the test benches of the Customer or those attracted by it organizations.

22. Acceptance tests during the manufacture of equipment, products, materials and components in batches and serially are carried out with the participation of representatives of the Customer and Gosatomnadzor of Russia. The customer must promptly notify Gosatomnadzor of Russia about changes in the design, characteristics (parameters), test conditions that affect the safety of manufactured imported equipment, products, materials and components.

23. The conditions, procedure, volume, place and time of acceptance and (or) acceptance tests of equipment, products, materials and components must be included in the provisions of the agreement (contract) concluded by the Customer with the Supplier.

24. Based on the results of acceptance and (or) acceptance tests, documents (acts, protocols) are drawn up, one copy of which, as well as a set of design documents corrected based on the test results, is sent by the Customer to Gosatomnadzor of Russia.

25. Based on the results of the examination of documentation and testing of equipment, products, materials and components, Gosatomnadzor of Russia approves the technical specifications or refuses to approve them in case of negative results (indicating reasoned reasons).

26. Based on the positive results of the work performed in accordance with the requirements of this chapter, the customer draws up a Decision on the use of imported equipment, products, materials and components and submits it to Gosatomnadzor of Russia.

Based on the results of consideration of the Decision, Gosatomnadzor of Russia approves it or refuses approval.

V. Features of the terms of delivery of imported equipment, products and components of the second group.

27. The supply of imported equipment, products and components of the second group may be carried out by the Second Supplier.

28. Enterprises that must comply with the following requirements can act as a Second Supplier:

presence of a functioning quality system;

ensuring compliance with Russian norms, rules and other regulatory documents in the field of the use of atomic energy when supplying imported equipment, products and components;

ensuring interaction with the Customer and Supplier to study the demand of Customers and the production capabilities of Suppliers in order to form centralized orders and ensure complex deliveries, including small batches;

providing guarantees of compliance of equipment, products and components with relevant technical requirements, carrying out, if necessary, additional inspections and tests.

29. The Customer (in the case of a direct order from the manufacturer) or the Second Supplier, when making a Decision on the intention to use imported equipment, products and components of the second group in accordance with Chapter III of the Delivery Conditions, forms a list of documentation, the scope of requirements for inspections, assessment and testing in relation to specific equipment, products and components, taking into account the conditions of their use and submits the relevant materials to Gosatomnadzor of Russia for consideration.

30. Technical requirements (specifications) for cable products must be agreed upon with the head enterprise for cable products for nuclear energy facilities.

31. The procedure for preliminary assessment of the possibility of using imported equipment, products and components of the second group corresponds to the procedure established in Chapter III.

32. Electrical radio products (ERI), computer equipment, software, cable products must be supplied in an industrial (industrial) design with technical documentation and passports, if available, under testing conditions, acceptance by the Supplier’s quality service, ensuring guarantees of quality and reliability indicators by the Supplier (the second supplier), availability of a certificate of conformity of the System (taking into account the requirements of Chapter VI), compliance with the requirements of regulatory documents of the Russian Federation.

33. Software tools (software product) for control systems must be supplied as products for industrial and technical purposes in the presence of software documentation, guarantees of quality and reliability indicators by the Supplier (Second Supplier), availability of a certificate of conformity of the System (taking into account the requirements of Chapter VI) compliance with the requirements of regulatory documents Russian Federation. Operational monitoring and diagnostic tools must be certified in accordance with the procedure adopted in the Russian Federation.

34. The procedure for assessing the compliance of imported equipment, component products of the second group with the requirements of norms, rules and other regulatory documents in the field of atomic energy use corresponds to the procedure established in Chapter IV. By agreement with Gosatomnadzor of Russia, for certain types of equipment, products and components of the second group, instead of technical conditions (technical specifications), a passport for equipment, products and components may be submitted.

35. If necessary, the Customer may schedule acceptance tests for equipment and components of the second group. The requirements for acceptance testing are similar to those set out in Chapter IV. The need for the participation of a representative of Gosatomnadzor of Russia during acceptance tests of specific equipment, products and components of the second group is established by Gosatomnadzor of Russia.

36. The need to conduct an examination of documents submitted in accordance with clause 29 of the Terms of Delivery is established by Gosatomnadzor of Russia.

37. The Customer (Second Supplier), based on the positive results of the work performed in accordance with Chapter V, draws up a Decision on the use of imported equipment, products and components and submits it to Gosatomnadzor of Russia. Based on the results of consideration of the Decision, Gosatomnadzor of Russia approves it or refuses approval.

VI. Certification of equipment, products, materials and components

38. Equipment, products, materials and components included in the “Nomenclature of equipment, products and technologies for nuclear installations, radiation sources and storage points, subject to mandatory certification in the Certification System for equipment, products and technologies for nuclear installations, radiation sources and storage points” (OIT-0013-2000) (hereinafter referred to as the Nomenclature) and in addition to the Nomenclature, are subject to mandatory certification in the manner established in the System.

39. The applicant for a certificate of conformity in the System is the Supplier. In some cases, the applicant may be the Second Supplier.

The need and conditions for certification must be included in the provisions of the agreement (contract) concluded by the Customer and the Supplier.

40. With regard to the certification of imported equipment, products, materials and components included in the Nomenclature, the rules established in the System apply. If international treaties of the Russian Federation establish other rules, then the rules of international treaties apply.

41. If the Supplier submits certificates of conformity for equipment, products, materials and components issued in the certification systems of the Supplier's country, the procedure for recognizing these certificates is carried out in the manner established in the System.

42. Certification of equipment, products, materials and components not included in the Nomenclature or in additions to it, but the need for which is established by the agreement (contract) of the Customer with the Supplier, is carried out according to the rules of the System.

Appendix 1

TERMS AND DEFINITIONS

SECOND SUPPLIER - an enterprise that purchases products from foreign manufacturers (Suppliers), stores them, organizes double-checking, additional control and testing (if necessary) and delivers them to Russian Customers with fulfillment of warranty obligations for quality, timing, volume and completeness of supplies.

LEADING ENTERPRISE FOR CABLE PRODUCTS FOR FACILITIES USING NUCLEAR ENERGY - The All-Russian Scientific Research Institute of the Cable Industry (VNIIKP) has been appointed the leading enterprise for cable products for facilities using atomic energy in accordance with the decision adopted by Gosatomnadzor of Russia and the Ministry of Atomic Energy of Russia.

HEAD PRODUCT - the first copy of the product, manufactured according to newly developed documentation for use by the customer with simultaneous development of the design and technical documentation for the production and operation of other copies of the product.

CUSTOMER - operating organization, owner of a nuclear installation, radiation source or storage facility, manufacturer or organization carrying out assembly and delivery.

PRODUCTS FOR NUCLEAR INSTALLATIONS, RADIATION SOURCES AND STORAGE POINTS - products (units of industrial products, pipeline elements, instruments, equipment, devices, mechanisms, automation and control equipment, computer equipment, etc.) intended for use independently or as components parts in the production of equipment for nuclear installations, radiation sources and storage facilities and affecting their safety.

COMPONENTS FOR NUCLEAR INSTALLATIONS, RADIATION SOURCES AND STORAGE POINTS (COMPONENTS) - products (components, parts, radio-electronic products, etc.) of a certain functional purpose, which are components of equipment, structures and systems of nuclear installations, radiation sources and storage points and may or may not be connected by assembly operations.

MATERIALS FOR NUCLEAR INSTALLATIONS, RADIATION SOURCES AND STORAGE POINTS (MATERIALS) - rolled metal, pipes, semi-finished products, welding materials, etc., used for the manufacture of equipment and products, structures, thermal and biological protection systems for nuclear installations, radiation sources and storage points .

MATERIALS SCIENCE ORGANIZATION - an organization that provides services for the selection of materials, welding technology, quality assurance of equipment and pipelines of a nuclear installation during design, manufacture, installation, operation and repair.

EQUIPMENT FOR NUCLEAR INSTALLATIONS, RADIATION SOURCES AND STORAGE POINTS - any equipment (thermo-mechanical, electrical, etc.) intended for use independently or as part of systems of nuclear installations, radiation sources and storage points and affecting their safety.

SOFTWARE - a program intended for repeated use at various objects, developed in any way and supplied with a set of program documents.

SUPPLIER - an organization (firm) that develops, manufactures and supplies imported equipment, products, materials and components for nuclear installations, radiation sources and storage facilities, as well as providing services for them.

ACCEPTANCE TESTS - control tests of the prototype or individual production products, carried out accordingly in order to decide the feasibility of supplying these products for production and (or) use for their intended purpose.

ACCEPTANCE TESTS - control tests of products during acceptance control.

QUALITY PLAN - a document defining which procedures and related resources, by whom and when, should be applied to specific equipment, products, materials and components.

POWER ELECTRICAL EQUIPMENT OF LOW, MEDIUM AND HIGH VOLTAGE - electric generators, transformers and converter reactors, complete switchgears (switchgear) of low (0.4 - 0.6 kV) and medium (6.0 - 10.0 kV) voltage, switches power alternating current, automatic alternating current and direct current switches, electromechanical contactors and starters, diesel-electric generators, uninterruptible power supply units (UPS) and static semiconductor converters.

CERTIFICATE OF CONFORMITY - a document issued according to the rules of the System to confirm the compliance of certified equipment, products and technologies, quality systems (productions) with the established requirements.

CERTIFICATION SYSTEM OF EQUIPMENT, PRODUCTS AND TECHNOLOGIES FOR NUCLEAR INSTALLATIONS, RADIATION SOURCES AND STORAGE FACILITIES - a system that has its own rules, procedures and management for conducting compliance certification.

OPERATING ORGANIZATION - an organization created in accordance with the legislation of the Russian Federation and recognized by the relevant atomic energy management body as suitable to operate a nuclear installation, radiation source or storage facility and to carry out, on its own or with the involvement of other organizations, siting, design, construction, operation and decommissioning activities from the operation of a nuclear installation, radiation source or storage facility, as well as activities related to the handling of nuclear materials and radioactive substances.

ELECTRICAL RADIO PRODUCTS (ERI) - electrical, radio and electronic products used as components in the manufacture of electrical and electronic devices, equipment, devices and assemblies, namely: semiconductor devices (chips, transistors, diodes, etc.), resistors, capacitors , connectors and connecting products, switching and protective devices, relays and other low-current electrical products.

EXAMINATION is a type of scientific and technical activity aimed at applying new knowledge to solve technological, engineering and other problems, consisting in the study and analysis of data provided by applicants, including to confirm the compliance of equipment, products, materials and components with the requirements of regulatory documents in the field use of nuclear energy.

STRUCTURE OF TECHNICAL REQUIREMENTS FOR EQUIPMENT, PRODUCTS, MATERIALS AND COMPONENTS

1. Technical requirements for equipment, products and components must contain the following sections:

a list of Russian norms, rules and other current regulatory documents, the requirements of which must comply with the equipment, products and components proposed for purchase;

destination indicators;

completeness of supply of equipment, products and components, including spare parts and tools;

reliability indicators;

ensuring control during manufacturing and operation;

maintainability;

metrological support during manufacturing;

basic and welding materials, their certification,

transportation and storage;

a set of documentation for equipment, products and components (passport, quality certificate, test programs and methods, technical description, installation, commissioning and operating instructions);

requirements for seismic resistance, strength calculations, electromagnetic compatibility, corrosion resistance, fire safety, explosion safety, etc.;

ensuring operability in emergency conditions.

Note: Technical requirements can be clarified and supplemented taking into account the functional purpose of the equipment, products and components.

2. Technical requirements for materials (base and welding) must contain the following sections:

a list of Russian norms, rules and other current regulatory documents, the requirements of which must be met by the materials to be purchased;

physical-mechanical, technological and corrosion properties of the base material and (or) weld metal or deposited metal;

requirements for the characteristics of materials established by the current standards for strength calculations of equipment, products and components where these materials are used;

ensuring conditions for weldability with Russian materials;

ensuring decontamination (if necessary).

I. General provisions

1. The terms of delivery of imported equipment, products, component materials for nuclear installations, radiation sources and storage facilities of the Russian Federation (hereinafter referred to as the Terms of Delivery) are developed in accordance with the Regulations on the Federal Supervision of Russia on Nuclear and Radiation Safety.

2. The terms of delivery determine the procedure for assessing the compliance of imported equipment and products affecting the safety of nuclear installations, radiation sources and storage facilities, as well as imported materials and components, including those directly supplied to nuclear energy facilities, with the requirements of the standards in force in the Russian Federation and rules in the field of atomic energy use.


3. Compliance with the Terms of Delivery is mandatory for Russian operating organizations, owners of nuclear installations, radiation sources and storage facilities, organizations and enterprises engaged in the design, construction, manufacture, supply and assembly of equipment and products, construction, installation, commissioning, operation, repair, modernization , reconstruction and decommissioning of nuclear installations, radiation sources and storage facilities using imported equipment, products, materials and components, as well as for employees of Gosatomnadzor of Russia involved in regulating safety during the implementation of these works.

4. Terms and definitions used in the Terms of Delivery are given in Appendix 1.

5. Imported equipment, products, materials and components, depending on their purpose and design features, are divided into two groups. An approximate composition of groups of equipment and products that affect the safety of nuclear installations, radiation sources and storage facilities that are subject to delivery conditions is given in Appendix 2.

6. Delivery conditions do not apply:

For equipment, products and materials that are included in the List of nuclear materials, equipment, special non-nuclear materials and related technologies subject to export control (the said List was approved by Decree of the President of the Russian Federation dated February 14, 1996 No. 202);


For radioisotope products, the import of which is regulated by the Regulations on the procedure for the export from the Russian Federation and import into the Russian Federation of radioactive substances and products based on them, approved by Decree of the Government of the Russian Federation of March 16, 1996 No. 291;

For transport packaging kits supplied to the Russian Federation for the purpose of using them for export or import (returnable containers) of nuclear materials.

II. Conditions for the use of imported equipment, products, materials and components

7. Mandatory conditions for the use of imported equipment, products, materials and components are:

compliance with the legislation of the Russian Federation in the field of use of atomic energy;

compliance with the requirements of norms, rules and other regulatory documents of the Russian Federation in the field of nuclear energy use;


compliance with the mandatory certification requirements established by the Certification System of equipment, products and technologies for nuclear installations, radiation sources and storage facilities (hereinafter referred to as the System);

presence of positive experience in the use of imported equipment, products, materials and components (or similar samples) at nuclear energy facilities in foreign countries;

avoiding deterioration of the characteristics (parameters) of equipment and systems envisaged by the design of the nuclear facility, in which the use of imported equipment, products and components is expected, as well as a negative impact on the performance of the functions of other systems of the nuclear facility;

availability of the possibility for the Customer and Gosatomnadzor of Russia to carry out control checks and quality assessments of equipment, products, materials and components during the manufacturing process and (or), in some cases, after production (if the equipment, products, materials and components were manufactured by the time the supply contract was concluded ), as well as testing by the Supplier.

III. Preliminary assessment of the possibility of supplying imported equipment, products, materials and components

8. The customer of equipment, products, materials and components, with the intention of carrying out design, construction, installation, adjustment, commissioning, operation, modernization, replacement of equipment and products, reconstruction and repair, decommissioning of nuclear installations, radiation sources and storage facilities, and also when designing, manufacturing, replacing, supplying and completing equipment and products for these facilities using imported equipment, products, materials and components, draws up a decision on the intention to use imported equipment, products, materials and components (hereinafter referred to as the Decision).


9. The decision is agreed upon with the design organization (enterprise), which is the General Designer of a nuclear facility or a design organization (enterprise) developing a reactor plant and (or) equipment for which the use of imported equipment, products, materials and components is expected and is approved by the Customer before concluding a supply agreement (contract).

10. After approval of the Decision provided for in clause 9 of the Terms of Delivery, the Customer, together with the Decision, submits the following documents to Gosatomnadzor of Russia for consideration:

justification for the possibility of using imported equipment, products, materials and components, taking into account the conditions of use set out in Chapter II of the Terms of Delivery;

technical requirements for equipment, products, materials and components, agreed by the Customer with a Russian design organization (enterprise) developing similar equipment, products and components, and in the absence of one - with an organization determined by Gosatomnadzor of Russia, and when supplying materials - with Russian materials science organization;

assessment of the impact of used imported equipment, products, materials and components on the safety of nuclear installations, radiation sources and storage facilities;


results of checking the production conditions of the Supplier of imported equipment, products, materials and components, if any (in the form of a report).

11. If the Customer establishes the fact that the use of imported equipment, products, materials and components does not lead to a change in the characteristics (parameters) of the equipment, products and systems in which they are intended to be used and does not affect the performance of the functions of other systems, he submits to Gosatomnadzor of Russia only technical requirements for equipment, products, materials and components with justification that the use of equipment, products, materials and components does not affect the safety of nuclear installations, radiation sources, storage facilities and the characteristics (parameters) of equipment and products.

12. The structure of technical requirements for equipment, products, materials and components is given in Appendix 3.

13. The documents provided for in paragraphs 10 or 11 of the Terms of Delivery are subject to examination, which is organized and carried out in accordance with the Regulations on the procedure for conducting examination of documents justifying the provision of nuclear and radiation safety of a nuclear installation, radiation source, storage point and (or) the quality of the declared activity (RD-03-13-98).

14. Based on the results of review and examination of the documents submitted by the Customer in accordance with clauses 10 or 11 of the Terms of Delivery, Gosatomnadzor of Russia approves the technical requirements for equipment, products, materials and components or refuses their approval in case of negative results.

15. Technical requirements approved by Gosatomnadzor of Russia are included by the Customer in the agreement (contract) for the supply of equipment, products, materials and components.

IV. Procedure for assessing the compliance of imported equipment, products, materials and components of the first group planned for delivery with the requirements of norms, rules and other regulatory documents in the field of atomic energy use

16. After concluding an agreement (contract) for the supply of imported equipment, products, materials and components, the Customer must submit to Gosatomnadzor of Russia a set of documents executed in Russian, the composition of which is determined:

Appendix 4 - for equipment, products and components belonging to the first group;

Appendix 5 - for basic and welding materials (both used for the manufacture and repair of imported equipment, products and components, and supplied to the Russian Federation for use in domestic equipment, products, components and systems of nuclear installations, radiation sources and storage facilities).

17. The documents provided for in clause 16 of the Terms of Delivery are subject to examination.

18. In the process of manufacturing imported equipment, materials and components, the Customer, with the participation of representatives of Gosatomnadzor of Russia, carries out control in the following forms:

checking the production conditions of the Supplier (if necessary, in accordance with the contract);

assessment of the compliance of equipment, products, materials and components with the requirements of norms, rules and other regulatory documents in the field of nuclear energy use at control points established by Gosatomnadzor of Russia in the Supplier's Quality Plans;

participation in acceptance and (or) acceptance tests;

19. Lead samples of equipment, products, materials and components must be accepted by the commission with the mandatory participation of representatives of Gosatomnadzor of Russia. The composition of the commission on the Russian side is formed by the Customer.

If necessary, the commission includes representatives of design organizations developing similar imported equipment, products and components, general designers, chief designers of reactor facilities and materials science organizations.

20. Completed acceptance test programs are submitted for consideration to Gosatomnadzor of Russia. Based on the results of the review, Gosatomnadzor of Russia approves the specified programs or refuses their approval, indicating reasoned reasons. Before the start of testing, the Customer submits to Gosatomnadzor of Russia information about the elimination by the Supplier of all deficiencies identified during the review and examination of documents provided for in clause 16 of the Terms of Delivery.

21. Acceptance tests, depending on the type of equipment, products, materials and components supplied, as a rule, must be carried out at the Supplier. If necessary, depending on the capabilities of the test benches, acceptance tests for certain types of equipment and products can be carried out at the Customer’s site (test benches), or in two stages: at the Supplier and directly at the facility and (or) at the test benches of the Customer or those attracted by it organizations.

22. Acceptance tests during the manufacture of equipment, products, materials and components in batches and serially are carried out with the participation of representatives of the Customer and Gosatomnadzor of Russia. The customer must promptly notify Gosatomnadzor of Russia about changes in the design, characteristics (parameters), test conditions that affect the safety of manufactured imported equipment, products, materials and components.

23. The conditions, procedure, volume, place and time of acceptance and (or) acceptance tests of equipment, products, materials and components must be included in the provisions of the agreement (contract) concluded by the Customer with the Supplier.

24. Based on the results of acceptance and (or) acceptance tests, documents (acts, protocols) are drawn up, one copy of which, as well as a set of design documents corrected based on the test results, is sent by the Customer to Gosatomnadzor of Russia.

25. Based on the results of the examination of documentation and testing of equipment, products, materials and components, Gosatomnadzor of Russia approves the technical specifications or refuses to approve them in case of negative results (indicating reasoned reasons).

26. Based on the positive results of the work performed in accordance with the requirements of this chapter, the customer draws up a Decision on the use of imported equipment, products, materials and components and submits it to Gosatomnadzor of Russia.

Based on the results of consideration of the Decision, Gosatomnadzor of Russia approves it or refuses approval.

V. Features of the terms of delivery of imported equipment, products and components of the second group.

27. The supply of imported equipment, products and components of the second group may be carried out by the Second Supplier.

28. Enterprises that must comply with the following requirements can act as a Second Supplier:

presence of a functioning quality system;

ensuring compliance with Russian norms, rules and other regulatory documents in the field of the use of atomic energy when supplying imported equipment, products and components;

ensuring interaction with the Customer and Supplier to study the demand of Customers and the production capabilities of Suppliers in order to form centralized orders and ensure complex deliveries, including small batches;

providing guarantees of compliance of equipment, products and components with relevant technical requirements, carrying out, if necessary, additional checks and tests.

29. The Customer (in the case of a direct order from the manufacturer) or the Second Supplier, when making a Decision on the intention to use imported equipment, products and components of the second group in accordance with Chapter III of the Delivery Conditions, forms a list of documentation, the scope of requirements for inspections, assessment and testing in relation to specific equipment, products and components, taking into account the conditions of their use and submits the relevant materials to Gosatomnadzor of Russia for consideration.

30. Technical requirements (specifications) for cable products must be agreed upon with the head enterprise for cable products for nuclear energy facilities.

31. The procedure for preliminary assessment of the possibility of using imported equipment, products and components of the second group corresponds to the procedure established in Chapter III.

32. Electrical radio products (ERI), computer equipment, software, cable products must be supplied in an industrial (industrial) design with technical documentation and passports, if available, under testing conditions, acceptance by the Supplier’s quality service, ensuring guarantees of quality and reliability indicators by the Supplier (the second supplier), availability of a certificate of conformity of the System (taking into account the requirements of Chapter VI), compliance with the requirements of regulatory documents of the Russian Federation.

33. Software tools (software product) for control systems must be supplied as products for industrial and technical purposes in the presence of software documentation, guarantees of quality and reliability indicators by the Supplier (Second Supplier), availability of a certificate of conformity of the System (taking into account the requirements of Chapter VI) compliance with the requirements of regulatory documents Russian Federation. Operational monitoring and diagnostic tools must be certified in accordance with the procedure adopted in the Russian Federation.

34. The procedure for assessing the compliance of imported equipment, component products of the second group with the requirements of norms, rules and other regulatory documents in the field of atomic energy use corresponds to the procedure established in Chapter IV. By agreement with Gosatomnadzor of Russia, for certain types of equipment, products and components of the second group, instead of technical conditions (technical specifications), a passport for equipment, products and components may be submitted.

35. If necessary, the Customer may schedule acceptance tests for equipment and components of the second group. The requirements for acceptance testing are similar to those set out in Chapter IV. The need for the participation of a representative of Gosatomnadzor of Russia during acceptance tests of specific equipment, products and components of the second group is established by Gosatomnadzor of Russia.

36. The need to conduct an examination of documents submitted in accordance with clause 29 of the Terms of Delivery is established by Gosatomnadzor of Russia.

37. The Customer (Second Supplier), based on the positive results of the work performed in accordance with Chapter V, draws up a Decision on the use of imported equipment, products and components and submits it to Gosatomnadzor of Russia. Based on the results of consideration of the Decision, Gosatomnadzor of Russia approves it or refuses approval.

VI. Certification of equipment, products, materials and components

38. Equipment, products, materials and components included in the “Nomenclature of equipment, products and technologies for nuclear installations, radiation sources and storage points, subject to mandatory certification in the Certification System for equipment, products and technologies for nuclear installations, radiation sources and storage points” (OIT-0013-2000) (hereinafter referred to as the Nomenclature) and in addition to the Nomenclature, are subject to mandatory certification in the manner established in the System.

39. The applicant for a certificate of conformity in the System is the Supplier. In some cases, the applicant may be the Second Supplier.

The need and conditions for certification must be included in the provisions of the agreement (contract) concluded by the Customer and the Supplier.

40. With regard to the certification of imported equipment, products, materials and components included in the Nomenclature, the rules established in the System apply. If international treaties of the Russian Federation establish other rules, then the rules of international treaties apply.

41. If the Supplier submits certificates of conformity for equipment, products, materials and components issued in the certification systems of the Supplier's country, the procedure for recognizing these certificates is carried out in the manner established in the System.

42. Certification of equipment, products, materials and components not included in the Nomenclature or in additions to it, but the need for which is established by the agreement (contract) of the Customer with the Supplier, is carried out according to the rules of the System.

Appendix 1

TERMS AND DEFINITIONS

SECOND SUPPLIER - an enterprise that purchases products from foreign manufacturers (Suppliers), stores them, organizes double-checking, additional control and testing (if necessary) and delivers them to Russian Customers with fulfillment of warranty obligations for quality, timing, volume and completeness of supplies.

LEADING ENTERPRISE FOR CABLE PRODUCTS FOR FACILITIES USING NUCLEAR ENERGY - The All-Russian Scientific Research Institute of the Cable Industry (VNIIKP) has been appointed the leading enterprise for cable products for facilities using atomic energy in accordance with the decision adopted by Gosatomnadzor of Russia and the Ministry of Atomic Energy of Russia.

HEAD PRODUCT - the first copy of the product, manufactured according to newly developed documentation for use by the customer with simultaneous development of the design and technical documentation for the production and operation of other copies of the product.

CUSTOMER - operating organization, owner of a nuclear installation, radiation source or storage facility, manufacturer or organization carrying out assembly and delivery.

PRODUCTS FOR NUCLEAR INSTALLATIONS, RADIATION SOURCES AND STORAGE POINTS - products (units of industrial products, pipeline elements, instruments, equipment, devices, mechanisms, automation and control equipment, computer equipment, etc.) intended for use independently or as components parts in the production of equipment for nuclear installations, radiation sources and storage facilities and affecting their safety.

COMPONENTS FOR NUCLEAR INSTALLATIONS, RADIATION SOURCES AND STORAGE POINTS (COMPONENTS) - products (components, parts, radio-electronic products, etc.) of a certain functional purpose, which are components of equipment, structures and systems of nuclear installations, radiation sources and storage points and may or may not be connected by assembly operations.

MATERIALS FOR NUCLEAR INSTALLATIONS, RADIATION SOURCES AND STORAGE POINTS (MATERIALS) - rolled metal, pipes, semi-finished products, welding materials, etc., used for the manufacture of equipment and products, structures, thermal and biological protection systems for nuclear installations, radiation sources and storage points .

MATERIALS SCIENCE ORGANIZATION - an organization that provides services for the selection of materials, welding technology, quality assurance of equipment and pipelines of a nuclear installation during design, manufacture, installation, operation and repair.

EQUIPMENT FOR NUCLEAR INSTALLATIONS, RADIATION SOURCES AND STORAGE POINTS - any equipment (thermo-mechanical, electrical, etc.) intended for use independently or as part of systems of nuclear installations, radiation sources and storage points and affecting their safety.

SOFTWARE - a program intended for repeated use at various objects, developed in any way and supplied with a set of program documents.

SUPPLIER - an organization (firm) that develops, manufactures and supplies imported equipment, products, materials and components for nuclear installations, radiation sources and storage facilities, as well as providing services for them.

ACCEPTANCE TESTS - control tests of the main sample or products single production, carried out accordingly in order to resolve the issue of the feasibility of supplying these products for production and (or) use for their intended purpose.

ACCEPTANCE TESTS - control tests of products during acceptance control.

QUALITY PLAN - a document defining which procedures and related resources, by whom and when, should be applied to specific equipment, products, materials and components.

POWER ELECTRICAL EQUIPMENT OF LOW, MEDIUM AND HIGH VOLTAGE - electric generators, transformers and converter reactors, complete switchgears (switchgear) of low (0.4 - 0.6 kV) and medium (6.0 - 10.0 kV) voltage, switches power alternating current, automatic alternating current and direct current switches, electromechanical contactors and starters, diesel-electric generators, uninterruptible power supply units (UPS) and static semiconductor converters.

CERTIFICATE OF CONFORMITY - a document issued according to the rules of the System to confirm the compliance of certified equipment, products and technologies, quality systems (productions) with the established requirements.

CERTIFICATION SYSTEM OF EQUIPMENT, PRODUCTS AND TECHNOLOGIES FOR NUCLEAR INSTALLATIONS, RADIATION SOURCES AND STORAGE FACILITIES - a system that has its own rules, procedures and management for conducting compliance certification.

OPERATING ORGANIZATION - an organization created in accordance with the legislation of the Russian Federation and recognized by the relevant atomic energy management body as suitable to operate a nuclear installation, radiation source or storage facility and to carry out, on its own or with the involvement of other organizations, siting, design, construction, operation and decommissioning activities from the operation of a nuclear installation, radiation source or storage facility, as well as activities related to the handling of nuclear materials and radioactive substances.

ELECTRICAL RADIO PRODUCTS (ERI) - electrical, radio and electronic products used as components in the manufacture of electrical and electronic devices, equipment, devices and assemblies, namely: semiconductor devices (chips, transistors, diodes, etc.), resistors, capacitors , connectors and connecting products, switching and protective devices, relays and other low-current electrical products.

EXAMINATION is a type of scientific and technical activity aimed at applying new knowledge to solve technological, engineering and other problems, consisting in the study and analysis of data provided by applicants, including to confirm the compliance of equipment, products, materials and components with the requirements of regulatory documents in the field use of nuclear energy.

Appendix 3

STRUCTURE OF TECHNICAL REQUIREMENTS FOR EQUIPMENT, PRODUCTS, MATERIALS AND COMPONENTS

1. Technical requirements for equipment, products and components must contain the following sections:

a list of Russian norms, rules and other current regulatory documents, the requirements of which must comply with the equipment, products and components proposed for purchase;

destination indicators;

completeness of supply of equipment, products and components, including spare parts and tools;

reliability indicators;

ensuring control during manufacturing and operation;

maintainability;

metrological support during manufacturing;

basic and welding materials, their certification,

transportation and storage;

a set of documentation for equipment, products and components (passport, quality certificate, test programs and methods, technical description, installation, commissioning and operating instructions);

requirements for seismic resistance, strength calculations, electromagnetic compatibility, corrosion resistance, fire safety, explosion safety, etc.;

ensuring operability in emergency conditions.

Note: Technical requirements can be clarified and supplemented taking into account the functional purpose of the equipment, products and components.

2. Technical requirements for materials (base and welding) must contain the following sections:

a list of Russian norms, rules and other current regulatory documents, the requirements of which must be met by the materials to be purchased;

physical-mechanical, technological and corrosion properties of the base material and (or) weld metal or deposited metal;

requirements for the characteristics of materials established by the current standards for strength calculations of equipment, products and components where these materials are used;

ensuring conditions for weldability with Russian materials;

ensuring decontamination (if necessary).

Note: Technical requirements can be clarified and supplemented taking into account the conditions of use of materials.

Appendix 4

REQUIREMENTS FOR THE SET OF DOCUMENTS PROVIDED BY THE CUSTOMER TO RESOLVE THE ISSUE OF THE USE OF IMPORTED EQUIPMENT, PRODUCTS AND COMPONENTS RELATING TO THE FIRST GROUP

1. Supplier's quality assurance program.

2. Technical conditions.

3. Design documentation (assembly drawings), including drawings for body parts and fasteners, assemblies and parts for sealing and fastening.

4. Passports for equipment, products and body parts.

5. Programs of acceptance (for prototype samples) and acceptance tests.

6. Quality plan.

7. List of basic and welding materials.

8. Technical solutions for the use of basic and welding materials in accordance with the requirements of rules and regulations in the field of the use of atomic energy, drawn up in accordance with the requirements of regulatory documents.

9. Calculation of the choice of main dimensions.

10. Verification calculation for strength.

11. Thermal, hydraulic and other calculations (if necessary).

12. List of Russian rules, norms and other regulatory documents for this equipment, products, the requirements of which must be met by the imported equipment, products or components intended for use.

13. Justification for the compliance of the characteristics (parameters) of the imported equipment, products and components intended for use with the requirements of Russian rules, norms and other regulatory documents.

14. Certificates of conformity (taking into account Chapter VI).

15. Standards for assessing the quality of welded joints and surfacing of the Supplier.

Note: 1) Documentation under clauses 2 and 3 must be agreed upon by the Customer with the Russian design organization developing the design of a nuclear installation, radiation source or storage facility for which the use of imported equipment, products or components is intended.

2) The list of submitted documentation can be clarified by agreement with Gosatomnadzor of Russia in relation to specific equipment, products and components and their functional purpose.

Appendix 5

REQUIREMENTS FOR THE SET OF DOCUMENTS PROVIDED BY THE CUSTOMER TO DECIDE THE ISSUE OF THE USE OF BASIC AND WELDING MATERIALS.

1. List of basic and welding materials with their foreign designations.

2. Technical conditions (specifications) or other regulatory documents establishing requirements for basic materials and welding materials. Certificates of conformity.

3. Information on the physical, mechanical, technological and corrosion properties of the base material and (or) welded joints (welded metal) in accordance with the requirements of regulatory documents in the field of atomic energy use.

4. Information on the scope and applied testing methods for samples of the base material and welded joints.

5. Justification of the compliance of the characteristics (parameters) of the basic and welding materials intended for use with the requirements of Russian rules, norms and other regulatory documents established in the technical requirements for basic and welding materials.

Note: The set of documents is submitted by the Customer to Gosatomnadzor of Russia along with the decision on the use of basic and welding materials for its approval. The solution must be agreed by the Customer with the materials science organization.
