1. What is additional professional education and why is it necessary?

Additional vocational education (DPE) is becoming more and more in demand every year.

It is aimed at ensuring compliance of the employee’s qualifications and professional needs with modern life realities, the requirements of employers and the demands of the labor market. With its help, you will not only improve your professional skills and knowledge, but also get a new profession. Additional education is provided. Such training is available to people with higher or secondary specialized education. DPO is also available to students still studying at a university or secondary specialized educational institution.

There are professional standards for a number of professions, for example, for additional education teachers. They spell out the basic requirements for a particular specialty.

If an employee does not fully comply with them, then he needs to undergo additional professional education. This will allow you to bring your qualifications to the required level.

2. What types of additional professional education are there?

Further education in the Russian Federation is regulated by the Law “On Education”. It presents a clear classification of such training by type.

There are 2 types of DPO:

  • training;

Some experts identify a third type - internship. However, by the above-mentioned law, internship to separate species does not apply, but is considered as a practical component of advanced training and professional retraining.

Type 1. Advanced training

So, advanced training is the updating of professional skills and competencies of specialists, increasing them professional level.

Efficiency civil service depends on the professionalism of its employees. Therefore, the rights and obligations of the employer regarding additional professional education of employees are established by law. In particular, clause 6, part 1, art. 15 of the Federal Law of July 27, 2004 N 79-FZ “On the State Civil Service Russian Federation"(hereinafter referred to as Law No. 79-FZ) stipulates that a civil servant is obliged, among other things, to maintain the level of qualifications necessary for proper performance job responsibilities.

Additional professional education is carried out through the implementation of additional professional programs (programs for advanced training and professional retraining programs).

The type, form and duration of receiving additional professional education are established by the employer’s representative depending on the group and category of the civil service position filled by a civil servant, in the manner determined by the Regulations approved by Decree of the President of the Russian Federation of December 28, 2006 N 1474 “On additional professional education of state civil servants” Russian Federation” (hereinafter referred to as Regulation No. 1474). In accordance with this Decree, professional retraining, advanced training and internship of civil servants are carried out in accordance with State requirements for professional retraining, advanced training and internships for state civil servants of the Russian Federation, approved by Decree of the Government of the Russian Federation of May 6, 2008 N 362 (hereinafter referred to as Requirements N 362).

Approved by Order of the Government of the Russian Federation dated September 11, 2008 N 1307-r approximate form state contract for professional retraining and advanced training of federal civil servants.

Additional professional programs can be implemented in whole or in part in the form of an internship.

Additional education of an employee is carried out during the entire period of his civil service. At the same time, this responsibility is fulfilled by the employer’s representative, who determines the plan of activities related to additional education employees, as well as financing of these activities from the relevant budgets.

The grounds for sending a civil servant to additional professional education are:

appointment of an employee to another position in the civil service in order of promotion on a competitive basis

2) inclusion of the employee in personnel reserve on a competition basis:

3) results of employee certification;

4) appointment of an employee to another position in the civil service in connection withreduction of civil service positions or abolition of a state body (clause 2, part 1, article 31 of Law No. 79-FZ).

The scope of mastering the additional professional program is regulated by clause 12 of Order No. 499:

for advanced training programs, the duration of development cannot be less than 16 hours;

for professional retraining programs - less than 250 hours.

Additional professional education for civil servants

carried out in any provided for by law on education, a form of training with or without interruption from the performance of official duties for the position being filled in the civil service (Part 9, Article 62 of Law No. 79-FZ). "

According to Clause 2 of Requirements No. 362, professional retraining and advanced training of civil servants is carried out using the capabilities of distance learning technologies, depending on the categories and groups of civil service positions:

-with a separation from the civil service (professional retraining and advanced training outside the territory of the Russian Federation, internship in the territory of the Russian Federation and abroad);

-with partial separation from the civil service (up to three working days a week);

without interruption (evening groups) from the state civil service of the Russian Federation.

Professional retraining and advanced training of civilians

employees outside the normal duration of service time are carried out in accordance with the legislation of the Russian Federation.

However, it is necessary to take into account clause 3 of Requirements No. 362, according to which the total classroom teaching load of civil servants per week should be:

-for off-duty training - no more than 41 hours, taking into account the volume of the training load - no more than 54 hours;

For on-the-job training - at least 12 hours.

1. Professional retraining

According to clause 9 of Requirements No. 362, as well as clause 4 of Regulations No. 1474 under professional retraining of civilians civil servants is understood as the acquisition of additional knowledge and skills necessary for civil servants to carry out a new type of professional work activity.

That is, the purpose of professional retraining is to perform a new type of professional activity or obtaining additional qualifications.

Please note that people are sent for professional retrainingemployees filling civil service positions in the categories “assistants (advisers)”, “specialists” or “supporting specialists”, if they are appointed in the order of promotion to a civil service position"Managers" category. In this case, based on the results of professional retraining, employees may be assigned additional qualifications.

At the same time, the need for professional retraining for employees filling civil service positions in the categories “managers”, “assistants (advisers)” or “specialists”, belonging to the highest and main groups of positions, as well as positions in the category “supporting specialists”, belonging to the main group positions, with the assignment of additional qualifications to them is determined by the employer.

For professional retraining, the following deadlines for mastering educational programs are established:

more than 500 classroom hours for civil servants to perform a new type of professional activity;

more than 1000 hours (of which 75% are classroom hours) to obtain additional qualifications (clause 12 of Requirement No. 362).

Upon completion of educational professional retraining programs, a tangible state final certification is carried out, which includes a final qualifying (certification) work and an exam.

Positive results of this certification entitle you to receive a diploma:

on professional retraining - to persons who have completed training in a program of more than 500 classroom hours;

on additional (to higher) education - persons who have completed training in additional professional educational program to obtain additional qualifications of more than 1000 hours (in this case, a civil servant can apply for positions qualification requirements which correspond to the profile of the education received).

2. Advanced training

In accordance with paragraph 17 of Requirements No. 362, advanced training of civil servants is updating the knowledge and improving the skills of civil servants with professional education, in connection with increasing requirements for the level of their qualifications and the need for them to master new ways of solving professional problems.

Employees are sent for advanced training if they are appointed in order of promotion to a civil service position of another group within the same category of positions.

IN in a planned manner advanced training of civil servants carried out according to as necessary, but at least once every three years (Part 5, Article 62 of Law No. 79-FZ).

Advanced training can take place:

in a short-term form (volume from 18 to 72 classroom hours) in order to master changes in specific issues of professional activity;

in the form of a comprehensive update of knowledge to solve relevant professional problems (volume from 73 to 144 classroom hours). In thatIn this case, by analogy with professional retraining, a civil servant may be credited with sections of a short-term advanced training program, the mastery of which is confirmed by documents state standard received no later than three years before the start of training in the relevant advanced training program.

The final stage of advanced training is the final certification, after successful completion of which civil servants are issued a state document: either a certificate of short-term advanced training or a certificate of advanced training (clause 21 of Requirements No. 362).

3. Internship

According to Requirements No. 362, internship implies consolidation of theoretical knowledge acquired by a civil servant during the development of professional retraining or advanced training programs, and the acquisition of practical skills and abilities for their effective use in the performance of their official duties.

By virtue of clause 13 of Order No. 499, the duration of the internship is determined by the organization independently based on the purposes of the training. The duration of the internship is agreed upon with the head of the organization where it is conducted.

The internship can be individual or group in nature and include such types of training activities as working with educational publications, acquiring professional and organizational skills, working with technical, regulatory and other documentation, etc.

Based on the results of the internship, the student is issued a document onqualifications depending on the additional professional program being implemented.

Plan for retraining and advanced training of civil servantsimplemented at the expense of federal budget funds allocated for the implementationgovernment order(Article 63 of Law No. 79-FZ). Accordingly, purchases of goods, works, and services within the framework of state orders are carried out in the manner established by Federal Law dated April 5, 2013 N 44-FZ "On contract system in the field of procurement of goods, works, services to meet state and municipal needs"

By virtue of Part 4 of Art. 63 of Law N 79-FZ, the state order for additional professional education of federal civil servants, including its volume and structure, is approved by the Government of the Russian Federation after entry into force federal law O federal budget for the corresponding year. Please note that the state order is approved separately for each government agency, indicating the number of federal civil servants sent for training, as well as the amount of funding provided in the federal budget for such training.

1. Professional development of a civil servant is aimed at maintaining and increasing the level of qualifications of civil servants necessary for the proper performance of official duties, and includes additional professional education and other professional development activities.

2. The professional development of a civil servant is carried out throughout the entire period of his civil service.

3. The grounds for sending a civil servant to participate in professional development activities are:

1) decision of the employer’s representative;

2) results of certification of a civil servant;

3) appointment of a civil servant to another civil service position in accordance with paragraph 2 of part 1 of Article 31 of this Federal Law;

4) the appointment of a civil servant in the order of promotion to a civil service position in the “managers” category of the highest or main group of civil service positions or to a civil service position in the “specialists” category of the highest group of civil service positions for the first time;

5) a citizen enters the civil service for the first time.

4. The implementation of measures for the professional development of a civil servant can be carried out:

1) through a state order for activities for the professional development of civil servants in accordance with the legislation of the Russian Federation on the contract system in the field of procurement of goods, works, services to meet state and municipal needs;

2) within the framework of a state task in the manner established by the Government of the Russian Federation or regulatory legal acts of a constituent entity of the Russian Federation;

3) at the expense of the state body in which the civil servant fills a civil service position in the organization carrying out educational activities for additional professional programs determined in the manner established by the legislation of the Russian Federation on the contract system in the field of procurement of goods, works, services to meet state and municipal needs.

5. Activities for the professional development of a civil servant may be carried out outside the territory of the Russian Federation.

6. Measures for the professional development of a civil servant are carried out with or without separation from the civil service.

7. Professional development of a civil servant is carried out in the manner determined by the President of the Russian Federation.

8. A civil servant participating in professional development activities, a representative of the employer, an educational organization, government agency or another organization creates conditions for professional development.

9. Additional professional education of a civil servant includes professional retraining and advanced training.

10. Additional professional education of a civil servant is carried out in organizations that carry out educational activities under additional professional programs, including on the basis of a state educational certificate for additional professional education of a civil servant (hereinafter referred to as the certificate).

11. The procedure for issuing a certificate, the form of the certificate, the rules for submitting an application for the issuance of a certificate and the rules for issuing a certificate (its duplicate) are established by the Government of the Russian Federation.

I. General provisions

1. Additional professional education of state civil servants of the Russian Federation is education on the basis of secondary vocational and (or) higher education received in organizations carrying out educational activities in additional professional programs, aimed at continuous Professional Development state civil servants of the Russian Federation (hereinafter referred to as civil servants).

Organizations carrying out educational activities in additional professional programs independently determine their content and applied educational technologies taking into account the needs of the government body, on whose initiative additional professional education of civil servants is carried out.

Additional professional education of civil servants includes their professional retraining and advanced training.

2. Professional retraining and advanced training of civil servants is carried out with separation (training within the normal duration of service time) or without separation (training outside the normal duration of service time (evening groups) from the state civil service of the Russian Federation (hereinafter referred to as the civil service), in including with the use e-learning and distance educational technologies.

Professional retraining and advanced training of civil servants outside the normal duration of service time is carried out in accordance with the legislation of the Russian Federation.

Professional retraining and advanced training of civil servants outside the territory of the Russian Federation is carried out in isolation from the civil service.

Professional retraining and advanced training of civil servants in the form of internships are carried out separately from the civil service.

3. The total volume of classroom teaching load for civil servants is determined by the additional professional program.

4. The number of civil servants in educational groups during practical and seminar classes is determined by the organization carrying out educational activities in additional professional programs, in agreement with the state body, on the initiative of which additional professional education of civil servants is carried out. When conducting lecture classes, it is possible to combine groups into streams.

5. When organizations carrying out educational activities in additional professional programs conduct professional retraining and advanced training of civil servants, the volume of lectures should not exceed 30 percent of the total volume of classroom classes.

6. The mastery of additional professional programs by civil servants ends with a final certification in the form determined independently by the organization carrying out educational activities in additional professional programs.

Civil servants who have successfully completed an additional professional program and passed the final certification are issued qualification documents (a certificate of advanced training or a diploma of professional retraining).

7. Provisions of these state requirements are mandatory for all organizations carrying out educational activities in additional professional programs located on the territory of the Russian Federation and training civil servants.

8. Professional retraining and advanced training of civil servants is carried out according to additional professional programs developed taking into account the qualification requirements for filling civil service positions.

II. Requirements for professional retraining of civil servants

9. Professional retraining of civil servants (hereinafter referred to as professional retraining) is carried out in order to obtain civil servants the competence they need to perform a new type of professional service activity and acquire new qualifications.

11. The need for professional retraining for civil servants holding civil service positions in the categories “managers”, “assistants (advisers)” or “specialists”, related to the highest and main groups of positions, as well as civil service positions in the category “supporting specialists”, related to the main group of positions, with the assignment of additional qualifications to them is determined by the head of the state body, the person replacing public office Russian Federation or a government position of a constituent entity of the Russian Federation, or a representative of the said manager or person exercising the powers of the employer on behalf of the Russian Federation or a constituent entity of the Russian Federation (hereinafter referred to as the representative of the employer).

12. The minimum acceptable period for completing a professional retraining program for civil servants cannot be less than 500 hours.

13. When mastering a professional retraining program for a civil servant, as its sections, in agreement with the employer’s representative, advanced training programs can be credited, the completion of which is confirmed by certificates of advanced training received no later than 3 years before the start of training in the relevant professional retraining program.

16. The qualifications indicated in the professional retraining diploma give the civil servant the right to apply for civil service positions for which the employer’s representative has established qualification requirements for qualifications based on the results of additional professional education.

III. Requirements for advanced training of civil servants

17. Advanced training of civil servants (hereinafter referred to as advanced training) is carried out in order to improve and (or) obtain civil servants new competence necessary for their professional activities and (or) professional development within the framework of their existing qualifications.

18. The period for completing advanced training programs for civil servants cannot be less than 16 hours.

19. When a civil servant completes a professional development program of more than 72 hours, as its sections, in agreement with the employer’s representative, advanced training programs can be credited, the completion of which is confirmed by certificates of advanced training received no later than 3 years before the start of training in the relevant professional development program .

V. Features of the organization of additional professional education for civil servants outside the territory of the Russian Federation

26. Additional professional education of civil servants outside the territory of the Russian Federation (hereinafter referred to as training abroad) is organized in order for them to acquire knowledge about foreign experience government controlled and mastering new professional skills and the skills needed to perform official duties at a high level.

27. Studying abroad is carried out in accordance with international treaties and on the basis of agreements concluded by the state management body public service or with an organization that carries out educational activities in additional professional programs (hereinafter - educational organization), with foreign government bodies and organizations, including organizations engaged in educational activities, as well as with international organizations(hereinafter referred to as foreign partners).

28. The need for training abroad is determined by the employer’s representative based on:

A) promising directions activities of the state body and its structural divisions;

b) job responsibilities performed by a candidate sent to study abroad.

29. Civil servants with more than 2 years of civil service experience, with more than 1 year in a substitute position, have an advantage when sent to study abroad.

30. The state body for managing the civil service in the prescribed manner:

a) annually compiles a list of areas of study abroad;

b) forms the composition of groups of civil servants sent to study abroad;

c) agrees on the list of foreign partners participating in training abroad;

e) issues a certificate of advanced training or a diploma of professional retraining to those who have successfully completed their studies abroad.

32. The employer’s representative approves assignments for study abroad, indicating the list of issues to be studied during study abroad, as well as the expected learning results.

33. The representative of the employer submits to the state body for managing the civil service assignments for studying abroad and documents for civil servants recommended for sending to study abroad. The forms of assignments and specified documents, as well as the deadlines for their submission, are established by the federal government body for public service management.

34. Additional professional programs to be mastered abroad may provide for preliminary training of civil servants.

35. The duration of training abroad is established in agreement with foreign partners based on the goals and content of training and cannot exceed the duration of training established for the relevant types of additional professional education (including preliminary training and final certification).

36. Civil servants carrying out advanced training abroad are trained both individually and in groups of no more than 10 people.

Professional retraining abroad is carried out individually.

37. Civil servants studying in groups are provided with interpreter services if necessary.

For civil servants sent individually to study abroad, knowledge foreign language, in which teaching is carried out, is a prerequisite.

III. Requirements for advanced training of civil servants

17. Advanced training of civil servants (hereinafter referred to as advanced training) is carried out in order to improve and (or) obtain civil servants new competencies necessary for their professional work and (or) improve their professional level within the framework of their existing qualifications.

18. The period for completing advanced training programs for civil servants cannot be less than 16 hours.

19. When a civil servant completes a professional development program of more than 72 hours, as its sections, in agreement with the employer’s representative, advanced training programs can be credited, the completion of which is confirmed by certificates of advanced training received no later than 3 years before the start of training in the relevant professional development program .

V. Features of the organization of additional professional education for civil servants outside the territory of the Russian Federation

26. Additional professional education of civil servants outside the territory of the Russian Federation (hereinafter referred to as training abroad) is organized in order for them to acquire knowledge about foreign experience in public administration and master new professional skills necessary to perform official duties at a high level.

27. Studying abroad is carried out in accordance with international treaties and on the basis of contracts concluded by the state body for the management of the civil service or with an organization determined in accordance with the legislation of the Russian Federation on the contract system in the field of procurement of goods, works, services to meet state and municipal needs carrying out educational activities under additional professional programs (hereinafter referred to as the educational organization), with foreign government bodies and organizations, including organizations carrying out educational activities, as well as with international organizations (hereinafter referred to as foreign partners).

28. The need for training abroad is determined by the employer’s representative based on:

a) promising areas of activity of the state body and its structural divisions;

b) job responsibilities performed by a candidate sent to study abroad.

29. Civil servants with more than 2 years of civil service experience, with more than 1 year in a substitute position, have an advantage when sent to study abroad.

30. The state body for managing the civil service in the prescribed manner:

a) annually compiles a list of areas of study abroad;

b) forms the composition of groups of civil servants sent to study abroad;

c) agrees on the list of foreign partners participating in training abroad;

d) agrees educational plans studying abroad.

e) carries out quality control of additional professional programs mastered by civil servants abroad;

f) maintains records of civil servants who have completed training in additional professional programs mastered by civil servants abroad.

31. Educational organization:

a) develops educational plans together with foreign partners;

b) carries out quality control of education abroad;

c) provides educational and methodological support for studying abroad;

d) develops and implements with the participation of Russian and foreign organizations, including organizations engaged in educational activities, additional professional programs, including preliminary training of civil servants before being sent abroad and their final certification;

e) issues a certificate of advanced training or a diploma of professional retraining to those who have successfully completed their studies abroad.

32. The employer’s representative approves assignments for study abroad, indicating the list of issues to be studied during study abroad, as well as the expected learning results.

33. The representative of the employer submits to the state body for managing the civil service assignments for studying abroad and documents for civil servants recommended for sending to study abroad. The forms of assignments and specified documents, as well as the deadlines for their submission, are established by the federal government body for public service management.

34. Additional professional programs to be mastered abroad may provide for preliminary training of civil servants.

35. The duration of training abroad is established in agreement with foreign partners based on the goals and content of training and cannot exceed the duration of training established for the relevant types of additional professional education (including preliminary training and final certification).

36. Civil servants carrying out advanced training abroad are trained both individually and in groups of no more than 10 people.

Professional retraining abroad is carried out individually.

37. Civil servants studying in groups are provided with interpreter services if necessary.

For civil servants sent individually to study abroad, knowledge of the foreign language in which teaching is carried out is a prerequisite.
