MOSCOW, October 22 - RIA Novosti. At a meeting on Friday, the State Duma adopted in the first reading a draft law on the consumer basket for the Russian Federation as a whole in 2011-2012, introduced by the Russian government.

The consumer basket is a certain set of goods and services necessary to minimally satisfy the needs of citizens during the year. It includes food products (bread, cereals, potatoes, meat, milk, fish, sugar, and so on), non-food products (in particular, clothing, shoes, linen and medicines), as well as various types of services (housing fees, water and gas supply, transport services and others).

It is determined based on scientific recommendations on the minimum volumes of consumption and the list of goods and services necessary to preserve human health and ensure his life, as well as the actual composition, structure and volume of consumption of food, non-food goods and services in low-income families and the impact on consumption population socio-economic, demographic, natural-climatic and other factors.

The document establishes a consumer basket for the main socio-demographic groups of the population for the next two years in the composition and volumes that are provided for by the law on the consumer basket as a whole for the Russian Federation, in force since January 1, 2005. Thus, the bill leaves for another two years those consumer basket indicators that were established five years ago.

According to these standards, one able-bodied person per month is entitled to almost nine kilograms of potatoes, a little less than two kilograms of fresh fruit, three kilograms of meat products and a little more than one kilogram of fish.

In addition, Russians are supposed to wear one raincoat, autumn coat or jacket, as well as winter outerwear for more than seven years. The consumer basket allows you to change hosiery every two months, and only six pairs of shoes last for three years and two months. At the same time, Russians can update their bed linen, based on consumer basket data, as much as twice a year.

Law on living wage it is stipulated that the consumer basket must be reviewed at least once every five years. Although the current norms have been in place for longer than this and have deviated significantly from the actual consumption of a typical household, the government is proposing to keep them in place for another two years.

This is explained by the fact that from 2013 it is proposed to move to determining the consumer basket based on the application of a normative-statistical method, which provides for the inclusion of food products according to standards in natural volumes, and non-food goods and services - according to their share in the total consumer expenses of low-income families.
