As a result, after the restructuring, the closed joint-stock company Ilim Pulp Enterprise was transformed into the joint-stock company Ilim Group. In 2018, 17 thousand people work at Ilim enterprises; the company produces 75% of the pulp produced in the Russian Federation. As a result of effective management, enterprises improved both financial performance and the level of technical equipment of production.
The enterprises merged in the first years of operation, as well as innovative management, became the reason for the rapid growth of Zakhar Smushkin’s company - already in the second half of the 90s, Ilim became a leader in production volume and entered international markets as an exporter. The company's first representative office abroad was opened in 1996 in China. Nowadays, the Asian market is also a priority for the export direction of Ilim.
By 2003, the company changed its management principle from geographical to a system of business lines. Also in 2003, with the aim of uniting 12 logging enterprises in the Komi Republic and the Arkhangelsk region, IlimSeverLes was opened, created on the basis of the Kotlas pulp and paper mill. In the same year, Ilim Gofropak, an enterprise for the production of corrugated packaging, was opened.
In 2007, the management of Ilim Group decided to carry out restructuring, which made it possible to improve the quality of management of all production enterprises within the company. In addition to internal changes in the management structure, the name and form of ownership were changed: the company became an (open) joint stock company “Ilim Group”. It was during this period that, due to changes, Zakhar Smushkin moved to the position of chairman of the board of directors, where he currently works.
In 2009, an enterprise for the production of neutral sulfite cellulose was opened in the city of Koryazhma. This enterprise remains the largest in the world among those producing products of this type.
Currently, the Ilim Group consists of 3 pulp and paper mills located in Ust-Ilimsk, Koryazhma and Bratsk, as well as two corrugated plants - in the cities of Dmitrov and Kommunar. For the Russian timber industry complex, Zakhar Smushkin’s company is key, since Ilim accounts for 3/4 of commercial pulp, 1/5 of cardboard and 1/10 of paper produced in the country. And the total volume of various types of products produced is more than 3 million tons per year.
In addition to production enterprises, Ilim also has 4 representative offices, 3 of which are located in our country, and another is located in China, since most of Ilim’s exports are aimed specifically at Asian markets, and in particular the Chinese market.
The number of employees of the enterprises that are part of Ilim exceeds 17 thousand people. The company's management constantly invests in corporate programs aimed at improving the safety of working conditions and modernizing production equipment. Management organizes training programs with the involvement of trainers in specialized centers, which is also aimed at improving industrial safety. Ilim enterprises have independently developed several corporate programs to reduce the number of hazardous situations at work. For example, the safety culture program is called “Volunteer Rescuers,” and “Take Care of Life” is designed to eliminate the risk of injury at work.

Also, enterprises within Ilim strictly follow the principles of transparency. Every year, they all generate information about the impact of production processes on the environment. This information is sent to the Federal Service for Supervision of Natural Resources, as well as to Rospotrebnadzor and Rosstat. Initially, it was represented by two branches in St. Petersburg, but currently one more branch has been opened in Samara, Chelyabinsk, Voronezh and Ufa. Thus, at the moment the Start hypermarket chain is federal. And the assortment includes more than 55 thousand products.
The following year, Smushkin Zakhar Davidovich founded LLC Management Company START Development. This company deals with all stages of construction projects. The specialists of the START Development company are engaged in both the development of architectural concepts and the search for investors, as well as the direct implementation of the construction of objects for various purposes - commercial and residential space, infrastructure. "START Development" also carries out all the procedures accompanying the construction process - it prepares the necessary urban planning documentation, forms land banks, creates concepts for further development of territories and exercises control throughout all stages of project implementation.

The full production cycle of innovative products will be carried out on the territory of Innograd. The main areas of specialization of the cluster include cyber-physical systems, urban studies, robotics, technologies in the fields of information, quantum and biomedicine.
The Ministry of Communications notes that Innograd will become the best such center in Russia, and its annual funding from the federal budget will amount to 1 billion rubles.
