Smushkin Zakhar Davidovich is a successful Russian businessman. In 1992, he founded the Ilim Pulp Enterprise company, which since the early 2000s has occupied a leading position in the production of pulp and paper products in the Russian Federation and Europe. In addition, Smushkin owns START Development Management Company LLC, which implements commercial, residential and country real estate projects. Currently, START Development is also implementing a federal project - the satellite city of Yuzhny. Zakhar Smushkin also owns the federal network of hypermarkets with goods for repair and household “Start”.

Biography of Zakhar Smushkin

Zakhar Smushkin was born in St. Petersburg in 1962, on January 23. He also received his secondary education in his hometown.

In 1979, Smushkin entered the Leningrad Technological Institute for a specialty, and in 1984 he entered graduate school. Now Zakhar Smushkin has a scientific degree of Candidate of Technical Sciences.

After completing his specialty training, Smushkin was assigned to the Gidrolizprom research and production association. There he served as a research assistant.

Then, in 1990, Smushkin independently got a job at the international company Technoferm-Engineering, where, as the head of the technology department, he quickly modernized production. After this, the company began to actively develop, because it was able to attract large amounts of investment.

While working at Technoferm-Engineering, Zakhar Smushkin studied the timber industry even better, and already in 1992 he decided to start his own business.

Smushkin Zakhar Davidovich opens Ilim Pulp Enterprise CJSC, a company that exported products from the pulp and paper industry. In this matter, his assistants were Boris and Mikhail Zingarevich, former classmates and colleagues of Smushkin at Technoferm. Zakhar Smushkin himself served as CEO of the new company until the restructuring of Ilim in 2007. After 2007, he became chairman of the board of directors.

Initially, Ilim was engaged exclusively in exports, but quite quickly the management decided that it was necessary to produce pulp and paper products independently.

Subsequently, the company made several major transactions, acquiring large manufacturing enterprises. Among them are the Kotlas Pulp and Paper Mill, which became part of Ilim in 1995, as well as the Bratsk and Ust-Ilimsk Timber Processing Plants, acquired in 1997 and 2002. These transactions largely determined the rapid growth of Ilim.

Despite the fact that many enterprises were merged with Ilim, management remained centralized. One of the main features of Ilim management is vertical integration. This technology was first used in Russia by Zakhar Smushkin at his enterprises.

Vertical integration allows for control over the full production cycle - from resource extraction to retail sale to the final consumer, while maintaining central unified management.

This management technology made it possible to maintain the coordinated work of a large number of enterprises, and their financial, technological equipment and production indicators showed positive dynamics.

These factors led to the fact that already in the early 2000s, Zakhar Smushkin’s company became a leader in the production of pulp and paper products in Russia, and, in addition, began to develop international markets.

In 2007, company managers decide to change the structure of Ilim, which would make it possible to more effectively manage a large number of production enterprises that are part of it. As a result, after the restructuring, the closed joint-stock company Ilim Pulp Enterprise was transformed into the joint-stock company Ilim Group. Zakhar Smushkin, in turn, moved to the post of Chairman of the Board of Directors from the post of General Director. He currently works in this position.

In 2018, 17 thousand people work at Ilim enterprises; the company produces 75% of the pulp produced in the Russian Federation. Ilim includes 5 large production enterprises, as well as 3 representative offices in Russia. Another representative office of the company is located in China, since products manufactured for export go mainly to Asian markets.

Ilim, being the largest Russian company in the forest industry sector, carefully complies with all necessary environmental standards - Russian and global. Smushkin, as the head of the company, exercises special control over this area.

In 2017, the Ministry of Natural Resources and Environment presented Ilim Group with an award “for active environmental policy in the Year of Ecology.”

Since 2012, Ilim has been collaborating with the World Wildlife Fund. According to the agreement concluded between the company and the fund, Ilim does not carry out logging in unprotected areas of unique forests.

In addition, Ilim not only takes part in planned environmental activities, but also organizes them independently - each individual enterprise implements its own targeted programs.

At all enterprises, a positive balance is maintained when developing territories - trees are planted. This ensures not only the preservation, but also the increase in Russia’s forest wealth.

Other entrepreneurial activities of Zakhar Davidovich

The year 2007 was marked by several important events in the entrepreneurial career of Zakhar Smushkin.

Thus, the restructuring of the Ilim Group led to a change in the form of ownership and the transition of Smushkin from the post of general director to the post of chairman of the board of directors.

In addition, Smushkin Zakhar Davidovich opens two more companies that are in no way connected with the timber industry.

The first was a company in the retail sector - at the beginning of 2007, Zakhar Smushkin opened a hypermarket of goods for the home, everyday life and small self-repair “Start” in St. Petersburg. In 2018, Start is a federal network consisting of 7 branches. Branches are represented in five Russian regions - St. Petersburg, Voronezh, Chelyabinsk, Ufa and Samara.

Also in 2007, Zakhar Davidovich opened LLC Management Company START Development.

The company carries out comprehensive implementation of development projects: forms an architectural concept, attracts investments, carries out the construction of residential, commercial and infrastructure facilities. "START Development" also carries out procedures accompanying the implementation of construction projects: prepares the necessary urban planning documentation, creates land banks, develops concepts for the development of territories, and monitors the stages of project implementation.

At the moment, the START Development land bank contains about 40 million square meters. meters. The company has already implemented several commercial and residential real estate projects. Among them are projects for preparing sites for dacha construction in the Pushkinsky and Gatchina districts of St. Petersburg, as well as the “Golden Keys” and “Tayberry” cottage villages.

Among the commercial real estate projects implemented by Smushkin’s company, one can note the Donny Verevo industrial park. It is located in the north of St. Petersburg, in the Gatchina district. On an area of 185 hectares, about 30 enterprises will be located, specializing in production and logistics.

Zakhar Smushkin’s company is a member of the Russian-German Chamber of Commerce, the Russian Guild of Managers and Developers and the St. Petersburg Chamber of Commerce and Industry. In addition, the company has 11 awards, including the award for the best management company of the year, the best low-rise development project, the best cottage community and the best low-rise construction project in the Leningrad Region. Also, START Development LLC was awarded a nomination for providing assistance to children.

The largest and most famous project currently being implemented by Zakhar Smushkin’s company is the construction of the satellite city Yuzhny in the Pushkinsky district of St. Petersburg. It is of federal importance, as it will be the largest planned development project in the Russian Federation. In addition, Russian Prime Minister Dmitry Medvedev signed a decree according to which a scientific innovation cluster will be created in the city.

The total area of Yuzhny exceeds 2000 hectares, it will be located along the Kyiv highway, on both sides. More than 176 billion rubles have already been invested in the project; the implementation period will be 20 years.

Another feature of Yuzhny is innovative design. When drawing up the concept of the city, experts were guided by the principles of so-called “green development”. The principles assume minimal harm to nature with the most effective integration of infrastructure into it and, as a result, comfort for residents. Smart city projects have been implemented abroad for 20 years; Yuzhny will be the first such project in Russia.

The city's population will be 170 thousand people, the area of residential buildings will be 4.9 million square meters. m. The cost of the apartments is designed for the middle class budget. All the necessary infrastructure will be created for future residents of Yuzhny: kindergartens, schools, general medical centers, as well as green areas and bicycle paths.

The commercial construction area will be 1.5 million square meters. m., this will provide jobs for 21 thousand people.

In order for residents to quickly get to St. Petersburg, the number of lanes on the Kievskoye Highway will be expanded. In addition, there are several train stations within the city. Pulkovo International Airport is 7 minutes away by car.

Construction will be carried out by one investor. According to Zakhar Smushkin, this will allow maintaining a single architectural style. Leading world experts were involved in its development.

By decree of Dmitry Medvedev, an innovation cluster “Innocity of Science and Technology” will be created on the territory of the city on the basis of the Research University of Technology, Mechanics and Optics.

The cluster will occupy an area of 100 hectares, which will accommodate 4 thousand students and 3 thousand ITMO employees on campus. In addition, research centers, laboratories and production departments will be located on the territory of the cluster.

The cluster specializes in quantum, information, biomedical technologies, cyber-physical systems, photonics, robotics, as well as research, creation and testing of technologies in the field of town planning and urbanism.

According to the Governor of St. Petersburg, Georgy Poltavchenko, Innograd will be able to unite the efforts of city and federal authorities, as well as figures in the fields of business, education, science, and information technology.

Investments in Innograd amounted to 41 billion rubles, of which 35% were provided by private investors, including Zakhar Davidovich Smushkin.

Minister of Telecom and Mass Communications Nikolai Nikiforov notes that Innograd can become the best innovation center in the Russian Federation. In addition, he stated that annual federal funding for Innograd will amount to 1 billion rubles.

On April 30, 1992, Smushkin, together with familiar specialists (among whom was also Boris Gennadievich Zingarevich, a graduate of LTI PPI), gave life to a new timber company - Ilim Pulp Enterprise. Four years later, Zakhar Smushkin transferred his brainchild to another form of ownership - CJSC.

It was in the middle of the difficult 90s that Zakhar Smushkin’s company, under his strict leadership, grew to a federal scale. Thanks to the active implementation of modern technologies and a vertically integrated structure, Ilim was able to successfully compete with the largest forestry organizations in Russia and Europe.

Zakhar Davidovich implements his ideas in the Russian Union of Industrialists and Entrepreneurs, is a member of the Council of the State Technological University of Plant Polymers in St. Petersburg and the Presidium of the Confederation of Timber Industry of the North-Western District of Russia.

Zakhar Davidovich Smushkin is a Russian businessman and investor in the forestry, retail and development sectors.

Zakhar Smushkin is the founder of three large Russian companies.

In 1992, he founded Ilim Pulp Enterprise CJSC, now Ilim Group JSC. The enterprise is the largest in Russia in terms of production volume and is key for the timber industry of the Russian Federation.

In 2006, Smushkin opened a retail company - the Start construction hypermarket. Currently, it is a federal network consisting of seven branches located in five Russian regions.

In 2007, Zakhar Smushkin opened the development company LLC Management Company START Development. It implements residential, commercial and suburban construction projects. Among them is the largest project for the development of territories in Russia, which has federal significance - the satellite city "Yuzhny" near St. Petersburg.

Biography of Zakhar Davidovich Smushkin

Zakhar Smushkin was born into a simple Leningrad family on January 23, 1962. Smushkin also received his secondary and higher education in his hometown. Currently, his entrepreneurial, investor and social activities are largely connected with the Northwestern Federal District, and, in particular, St. Petersburg.

In 1984, having graduated from the Leningrad Technical Institute, Zakhar Smushkin decides to continue his studies and enters graduate school. In the same year, he was assigned to the National Production Association (NPO) "Gidrolizprom" as a research assistant.

After graduating from graduate school at the Leningrad Technical Institute, Zakhar Davidovich Smushkin received the status of candidate of technical sciences. At the moment, he has also received the status of honorary professor at two higher educational institutions in St. Petersburg: SPbLTU and SPbGTURP. At these universities, Zakhar Smushkin gives lectures on the peculiarities of the forestry industry and management, sharing his own work and experience. In addition, senior students can obtain vacancies for pre-graduation practical training at all enterprises that are part of Ilim.

In 1990, Smushkin received a job as head of the technical department at the Russian-Swedish joint venture Technoferm-Engineering. Using previously acquired education and work experience, Zakhar Smushkin quickly modernizes the production process, which allows the company to begin attracting large amounts of investment.

Working for a large international company, Zakhar Smushkin gained sufficient experience to open his own business in the forestry industry.

In 1992, Smushkin Zakhar Davidovich founded the closed joint-stock company Ilim Pulp Enterprise, a company specializing in the export of small volumes of pulp and paper products. In it, Zakhar Smushkin was the general director until 2007 - later, as a result of the restructuring of Ilim, he moved to the position of chairman of the board of directors.

In a fairly short period of time, the company's management decides on the need to open its own production of products. Already in 1995, the first major deal was concluded to purchase and merge the Kotlas pulp and paper mill into Ilim. Two years later, the Bratsk timber processing complex became the property of the company, and in 2002, the Ust-Ilimsk one.

A large number of enterprises that are part of Ilim were managed centrally, which made it possible to carry out coordinated work and had a positive impact on the dynamics of financial indicators.

It was innovative management that became the key factor in the rapid development of Ilim. Zakhar Smushkin became the first to use the so-called technology of vertical integration of enterprises in Russia. This technology not only made it possible to centrally manage several large enterprises in different parts of the country, but also to fully implement and control the full production cycle of pulp and paper products. Thus, Ilim independently carried out all stages of production - from resource extraction to delivery of the finished product to the end consumer.

As a result of effective management, enterprises improved both financial performance and the level of technical equipment of production.

The enterprises merged in the first years of operation, as well as innovative management, became the reason for the rapid growth of Zakhar Smushkin’s company - already in the second half of the 90s, Ilim became a leader in production volume and entered international markets as an exporter. The company's first representative office abroad was opened in 1996 in China. Nowadays, the Asian market is also a priority for the export direction of Ilim.

By 2003, the company changed its management principle from geographical to a system of business lines. Also in 2003, with the aim of uniting 12 logging enterprises in the Komi Republic and the Arkhangelsk region, IlimSeverLes was opened, created on the basis of the Kotlas pulp and paper mill. In the same year, Ilim Gofropak, an enterprise for the production of corrugated packaging, was opened.

In 2007, the management of Ilim Group decided to carry out restructuring, which made it possible to improve the quality of management of all production enterprises within the company. In addition to internal changes in the management structure, the name and form of ownership were changed: the company became an (open) joint stock company “Ilim Group”. It was during this period that, due to changes, Zakhar Smushkin moved to the position of chairman of the board of directors, where he currently works.

In 2009, an enterprise for the production of neutral sulfite cellulose was opened in the city of Koryazhma. This enterprise remains the largest in the world among those producing products of this type.

Currently, the Ilim Group consists of 3 pulp and paper mills located in Ust-Ilimsk, Koryazhma and Bratsk, as well as two corrugated plants - in the cities of Dmitrov and Kommunar. For the Russian timber industry complex, Zakhar Smushkin’s company is key, since Ilim accounts for 3/4 of commercial pulp, 1/5 of cardboard and 1/10 of paper produced in the country. And the total volume of various types of products produced is more than 3 million tons per year.

In addition to production enterprises, Ilim also has 4 representative offices, 3 of which are located in our country, and another is located in China, since most of Ilim’s exports are aimed specifically at Asian markets, and in particular the Chinese market.

The number of employees of the enterprises that are part of Ilim exceeds 17 thousand people. The company's management constantly invests in corporate programs aimed at improving the safety of working conditions and modernizing production equipment. Management organizes training programs with the involvement of trainers in specialized centers, which is also aimed at improving industrial safety. Ilim enterprises have independently developed several corporate programs to reduce the number of hazardous situations at work. For example, the safety culture program is called “Volunteer Rescuers,” and “Take Care of Life” is designed to eliminate the risk of injury at work.

In addition, all enterprises that are part of the Ilim Group have certificates of compliance with the international safety and health system.

Since Zakhar Smushkin’s company is the largest Russian timber industry enterprise, a special place in it is occupied by monitoring compliance with environmental standards, not only mandatory under Russian law, but also worldwide.

Ilim's active environmental policy was noted by the Ministry of Nature - in 2017 the company received a specialized award. The ceremony took place at a joint event of the ECOTECH exhibition and the All-Russian Congress on Environmental Protection.

Ilim's management is building a business strategy taking into account the rational use of natural resources, reducing environmental risks, and also using modern technologies. The company has independently formed operating principles that are also aimed at increasing environmental protection. In addition, there are targeted environmental programs that are implemented annually at all enterprises that are part of Ilim. Each such program is developed individually, taking into account the specifics of a particular production enterprise.

According to the World Wildlife Fund, Ilim ranks first on the list of enterprises that voluntarily undergo forest certification. The territories leased by the company for resource extraction meet the necessary international standards.

Ilim carries out annual forest restoration work on territories with a total area of more than 40,000 hectares.

And from 2016 to 2017, the company allocated more than 3 billion rubles for the implementation of environmental protection measures.

Also, enterprises within Ilim strictly follow the principles of transparency. Every year, they all generate information about the impact of production processes on the environment. This information is sent to the Federal Service for Supervision of Natural Resources, as well as to Rospotrebnadzor and Rosstat. Enterprises located in the Irkutsk and Arkhangelsk regions participate in the preparation of information included in environmental collections.

Zakhar Davidovich’s company also participates in the implementation of charitable projects. And more than 200 projects have been implemented by the company independently.

In 2005, the company established the Ilim-Garant charitable foundation. In 2016, Ilim Group allocated about 312 million rubles for social and charitable programs.

Other activities of Zakhara Smushkin

In addition to a large timber industry enterprise, Zakhar Smushkin has two more companies - in the fields of construction and trade.

The retail company was opened by Zakhar Davidovich at the end of 2006. The network of hypermarkets selling goods for repair, construction, home and everyday life is called “Start”. Initially, it was represented by two branches in St. Petersburg, but currently one more branch has been opened in Samara, Chelyabinsk, Voronezh and Ufa. Thus, at the moment the Start hypermarket chain is federal. And the assortment includes more than 55 thousand products.

The following year, Smushkin Zakhar Davidovich founded LLC Management Company START Development. This company deals with all stages of construction projects. The specialists of the START Development company are engaged in both the development of architectural concepts and the search for investors, as well as the direct implementation of the construction of objects for various purposes - commercial and residential space, infrastructure. "START Development" also carries out all the procedures accompanying the construction process - it prepares the necessary urban planning documentation, forms land banks, creates concepts for further development of territories and exercises control throughout all stages of project implementation.

Currently, the total volume of land bank available to START Development reaches 40 million m2. Over the years, Zakhar Smushkin’s company has implemented several projects, including suburban housing: the villages “Tayberry” and “Golden Keys”, as well as an industrial park in the Gatchina district of St. Petersburg.

The Donny Verevo industrial park project is currently the largest in the company’s commercial construction segment - its area exceeds 185 hectares. In the near future, at least 30 enterprises operating in the fields of logistics or production will be able to start operating in the park. In the future, Donny Verevo will become an important economic hub of St. Petersburg, concentrating modern manufacturing enterprises and creating many jobs for citizens.

LLC “Management Company “START Development” has 11 awards, including one for the best low-rise development. In addition, the development company of Zakhar Smushkin was awarded a nomination for providing assistance to children.

The company is a member of a number of large associations operating in St. Petersburg, such as the Chamber of Commerce and Industry and the Country Real Estate Association.

Among all the projects implemented by the company, the most famous is the Yuzhny satellite city, which will be located along the Kievskoye Highway in the Pushkinsky district of St. Petersburg on an area of 2012 hectares. This area will allow for residential construction that can accommodate at least 170 thousand people, and commercial construction that can provide jobs for 21 thousand people. Total investments for 2018 have already exceeded 209 billion rubles. In addition, Dmitry Medvedev, by a corresponding decree, assigned federal significance to the project.

This decision is justified for two reasons. Firstly, Yuzhny is the largest integrated development project in Russia. Secondly, an innovation cluster will be created in Yuzhny - “Innocity of Science and Technology”.

Among the features of the Yuzhny construction project are not only its scale, but also its innovative design. Thus, the concept of the city was developed on the principles of green development, or eco-construction. All over the world, such projects began to be implemented more than 20 years ago, but for Russia Yuzhny will be the first such project.

Eco-construction involves minimal harm to the environment, combined with maximum comfort for people. That is, all objects of residential and commercial construction, infrastructure, transport and recreational areas will be built into the natural environment with minimal damage. For example, according to the concept of a satellite city, street lighting will be powered by solar panels.

The architectural concept, developed by world experts, will be uniform for the entire city, and construction will be low-rise.

The project takes into account the needs of future residents, and therefore there will be at least 10 general hospitals, 30 general education schools and 60 kindergartens in Yuzhny. In addition, green areas and bicycle paths will be created.

The number of lanes on the Kievskoye Highway is expected to be increased in order to relieve traffic. There are also at least 2 train stations in the city, and Pulkovo International Airport is less than 10 minutes away by car.

The innovation cluster, the concept of which was developed on the basis of the St. Petersburg Institute of Technology, Mechanics and Optics, will occupy an area of 100 hectares. On its territory there will be a campus, lecture halls and laboratories that will accommodate 4 thousand students and 3 thousand ITMO employees.

The full production cycle of innovative products will be carried out on the territory of Innograd. The main areas of specialization of the cluster include cyber-physical systems, urban studies, robotics, technologies in the fields of information, quantum and biomedicine.

The Ministry of Communications notes that Innograd will become the best such center in Russia, and its annual funding from the federal budget will amount to 1 billion rubles.

The total amount of investment in the project for the construction of a scientific cluster on the territory of the satellite city exceeds 41 billion rubles, of which at least a third is represented by investments from private individuals. Smushkin Zakhar Davidovich was also among the investors.

Personal life and achievements of Zakhar Smushkin

Zakhar Davidovich Smushkin is a successful entrepreneur. Companies founded and headed by him show positive dynamics and demonstrate achievements over many years.

Thus, the Ilim Group, founded by Smushkin more than 25 years ago, has been a leader in terms of production volumes since the mid-90s, and occupies a central position in the entire Russian forest industry sector.

Founded 11 years ago, the START Development company is implementing a project to build the city of Yuzhny, where more than 170 thousand people will live. And the innovation cluster being built on its territory will become the best scientific center in Russia. About 7 thousand people will study and work there.

Zakhar Smushkin is among the top businessmen who changed the Russian economy. According to Forbes magazine, he is also one of the richest businessmen in the country.

The City 812 portal included Zakhar Davidovich in the top 3 most influential businessmen of St. Petersburg.

Zakhar Davidovich Smushkin has a wife and son. The Smushkin family leads a modest lifestyle, so very little is known about their personal life.

For example, it is known that the businessman’s hobbies include chess, tennis, and collecting paintings by Russian artists of the late 19th century.
