Private police security units occupy a special place in the protection of property; they solve problems of increasing the protection of property interests of citizens and legal entities, preventing offenses and crimes in the field of property protection. Private police security units ensure the protection of public order and security.

To implement such an area of ​​police activity as the protection of property and facilities, including on a contractual basis, as outlined in the Federal Law “On Police,” private police security units are created and operate.

Private security units under the Department of Internal Affairs were first created in 1952. The basis for their creation was the need to improve the property protection system and reduce costs for security measures. Over the 60 years of its existence, private security units under the Department of Internal Affairs have accumulated a wealth of experience in practical and scientific activities, and also formed a wide material and technical potential.

In 2005, the Department of State Protection of Property of the Ministry of Internal Affairs of Russia was created (later reorganized into the Main Directorate of Private Security) and a specialized federal state unitary enterprise "Security" (FSUE "Okhrana" of the Ministry of Internal Affairs of Russia) was formed, subordinate to the Ministry of Internal Affairs of Russia. FSUE "Security" was formed on the basis of paramilitary and guard units of private security at the Department of Internal Affairs of the Russian Federation and private security units at the Department of Internal Affairs of the Russian Federation.

Currently, at the federal level, the management of private police protection is carried out by the Main Directorate of Private Security of the Ministry of Internal Affairs of Russia (hereinafter referred to as the GUVO of the Ministry of Internal Affairs of Russia). The GUVO of the Ministry of Internal Affairs of Russia performs the functions of the head unit of the Ministry of Internal Affairs of Russia in the field of protection of property and facilities on a contractual basis. Also, the GUVO of the Ministry of Internal Affairs of Russia provides organizational and methodological support for the activities of the federal state institution "Research Center "Security" of the Ministry of Internal Affairs of Russia, the federal state institution "Certification Center for Security and Fire Alarm Equipment" of the Ministry of Internal Affairs of Russia, the Special Purpose Center for Private Security of the Ministry of Internal Affairs of Russia, as well as the Federal State Unitary Enterprise "Security", subordinate to the Russian Ministry of Internal Affairs.

Tasks of the Main Military District of the Ministry of Internal Affairs of Russia:

  • organization and participation in the formation of the main directions of state policy in the field of security activities;
  • improvement of legal regulation in the established field of activity;
  • development and implementation, within its competence, of measures to improve the protection of property of citizens and organizations, as well as objects subject to mandatory police protection in accordance with the list approved by the Government of the Russian Federation, including in emergency situations and during special periods;
  • organization and implementation, within its competence, of a unified technical policy in the field of protection of property and facilities using innovative technologies;
  • organizing inspections of security units of legal entities with special statutory tasks and departmental security units;
  • organizing work to issue managers and officials of organizations whose facilities are protected by the police in accordance with the list approved by the Government of the Russian Federation, mandatory orders to eliminate identified violations in their security activities, ensuring the safety of state and municipal property;
  • participation, in accordance with the established procedure, in conducting an expert assessment of the state of anti-terrorism protection and security of various categories of objects;
  • assessment of security and development of additional measures to ensure the security of objects of the internal affairs bodies of the Russian Federation from criminal attacks;
  • exercising control and organizing activities in the following areas: carrying out research, scientific-technical and scientific-methodological activities to solve problems of protecting objects and protecting the property of citizens and organizations of various forms of ownership from unlawful attacks; certification of security, security and fire alarm equipment and other products of technical security equipment used by private security units in the manner established by the legislation of the Russian Federation, and metrological support for testing the said equipment and other products of technical security equipment in the prescribed manner.

Private security units are part of the police of the territorial structures of the Ministry of Internal Affairs. Insurance units of private security in the structure of territorial bodies of the Ministry of Internal Affairs of Russia at the regional level are created in agreement with the Ministry of Internal Affairs of Russia. In the department (department) of private security at the regional level, the following positions are being introduced: heads of the operational control center, centralized security point, change of the operational control center, press group; deputy head of the operational control center; senior inspector for special assignments, inspector for special assignments; chief specialist; senior: inspector, specialist (working with personnel), legal adviser; leading specialist; inspector; psychologist; personnel relations specialist; duty officer of the centralized security center, operational control center; engineer.

At the district level, private security units with the status of a department (department) are provided for by the standard structure of a police department (department, point) as part of the territorial body of the Ministry of Internal Affairs of Russia, and are directly subordinate to the deputy head of the police department (department).

Private police security units have been created and operate in all settlements of all constituent entities of the Russian Federation.

Private police security units in their activities are guided by the Constitution of the Russian Federation, generally recognized principles and norms of international law, international treaties of the Russian Federation, and federal constitutional laws.

The legal basis for the activities of private security units is the following regulatory legal acts of the Russian Federation: Federal Law of February 7, 2011 No. Z-FZ “On Police”, Federal Law of July 27, 2010 No. 210-FZ “On the organization of the provision of state and municipal services", Government Resolution No. 752 of September 7, 2011 "On the procedure for determining tariffs for services provided by the police to protect property and objects of citizens and organizations, as well as other services related to ensuring the protection of property on a contractual basis", departmental regulatory legal acts , as well as laws of the constituent entities of the Russian Federation on issues of protecting public order and ensuring public safety, issued within their competence.

The main tasks of private police protection:

  • Protection of property of citizens and organizations from illegal attacks. Private police security units protect the property of citizens and organizations on the basis of concluded agreements, which provides for the provision of property security services on a reimbursable basis.
  • Property protection consists of activities aimed at excluding unauthorized access of unauthorized persons to the protected object, ensuring the inviolability of the protected property from unlawful attacks, as well as the timely suppression of such acts.
  • At the same time, it is necessary to identify the difference between the activities of private security units protecting property under contracts and the activities of commercial organizations in this area. Thus, unlike commercial organizations, the activities of private security units are aimed not at making a profit, but at providing services to the population and property protection organizations, and the funds received go in full to the federal budget.

    Since January 1, 2012, private security units have the status of a federal state government institution. According to the Budget Code of the Russian Federation, this means that this institution provides state (municipal) services in order to implement the powers provided for by laws, financial support for its activities is carried out from budget funds.

    Article 47 of the Federal Law “On the Police” also indicates that funds received by the police under agreements on the protection of property and objects of citizens and organizations and on the provision of other services related to ensuring the protection of property under these agreements are federal budget revenues even after compensation for losses in connection with thefts and circumstances provided for by the terms of the contracts, are credited to the federal budget in accordance with the budget legislation of the Russian Federation in full.

    Participation in the development and implementation of government measures to streamline and improve the protection of property and material assets, which is largely achieved through the preparation, within its competence, of draft regulatory legal acts on the protection of property from criminal and other unlawful attacks.

    Carrying out a unified technical policy on the territory of the Russian Federation in the field of creating security alarm systems, their industrial development, quality control, tactics of their use, implementation and operational maintenance.

    Participation in the activities of the Department of Internal Affairs to protect public order. Private police security units are included in the system of unified deployment of police units for the protection of public order. According to the Charter of the patrol and guard service of the police of the Russian Federation, units of the patrol and guard service of the police in their activities interact with private security units of territorial police departments. That is, along with fulfilling their main tasks, private police security units participate in ensuring public order and public safety, combating crime in the areas of their posts and patrol routes.

    Functions of private police security units:

    1. Ensuring the protection of property and facilities of citizens and organizations, as well as the provision of other services provided for in agreements with the owners. This function has both social and preventive significance. The social significance lies in the fact that the protection of property and facilities of citizens and organizations, as well as other services related to the provision of property protection on a contractual basis, by private security units are carried out at rates affordable to the population, the calculation method of which is approved by the Government of the Russian Federation. The established tariffs, starting from 2012, are indexed annually, from January 1, based on the projected level of inflation established by the federal law on the federal budget for the next financial year and planning period and, most importantly, are not subject to revision during the year. Moreover, these tariffs are lower than the cost of similar services from private security companies. This function also has a preventive value, since by providing the population with an affordable property protection service, the prevention of various offenses and crimes against property is ensured.

    2. Preparation, within its competence, of draft regulatory legal acts on the protection of property from criminal and other unlawful attacks. The implementation of this function is carried out through participation in the preparation of orders of the Minister of Internal Affairs of the Russian Federation, establishing the procedure for protecting objects.

    3. Participation in the preparation and implementation of state, regional and other programs and activities to ensure the safety of material assets.

    4. Carrying out inspections by private security of enterprises, institutions and organizations.

    5. Organization and conduct of scientific research, development and other work in the field of creation and use of security alarm systems, performing the function of the general customer of these funds for their own needs.

    6. Carrying out technical supervision at protected sites over the implementation of design and installation work on equipment with security alarm systems, the use of devices and security systems in accordance with technical documentation, their acceptance into operation, maintenance and repair.

    7. Organizing and conducting tests of security alarm systems, including foreign ones, as well as ensuring, in the prescribed manner, the issuance of certificates for its use on the territory of the Russian Federation.

    8. Participation in the development and approval of standards for security alarm systems.

    Rights of police officers guarding facilities and property. When performing the assigned functions in accordance with the Federal Law “On Police”, police officers who protect objects and property of citizens and organizations have the right:

    • carry out inspections of citizens and vehicles at the entrance to protected sites;
    • check the storage conditions of property at protected sites;
    • take measures to suppress violations that create a threat to the safety of citizens at protected sites;
    • freely enter the premises of protected objects;
    • issue orders to officials of organizations whose facilities are protected by the police in accordance with the list approved by the Government of the Russian Federation to comply with the established requirements for the engineering and technical strengthening of facilities and to ensure the safety of citizens.

    Main forms of service:

    • serving at posts, including the implementation of access (in-facility) regimes at protected sites and their territories;
    • response of private police security units to the activation of technical security equipment (TSE) connected to the central monitoring console (CMS);
    • serving in mobile units to protect the property of individuals and legal entities during its transportation;
    • patrolling in cars, motorcycles, bicycles, boats and service horses;
    • foot patrol.

    What is Private Security?

    The private security unit was created in 1953 and has no analogues in the world. It provides services for all types of security that you can imagine, including the so-called “transportation”, and uses the most advanced special means and equipment. The uniqueness of private security is that, on the one hand, this is the only unit that officially provides paid services, earning real money for the budget, on the other hand, it performs all the tasks assigned to the police by law: it solves crimes, sends detachments to Chechnya, deploys employees to protect public order during sports events and much more.

    The system is built, one might say tortured. More than one generation of employees has invested their labor in the development of private security, in improving work, and increasing professionalism. And citizens feel safer when security is handled by professionals, and not by gangster groups or private owners.

    According to rumors, the owners of private security companies and their high-ranking patrons really want to take over the objects of the “outside knowledge”, they are intensively lobbying for this process in the power structures and are finding “understanding” from some leaders. How else can we explain M. Sukhodolsky’s order to reduce the number of protected objects by 25%.

    How and where did Mikhail Sukhodolsky come from?

    After Sergei Fedorovich Radivil left the post of head of the Main Directorate of Private Security of the Ministry of Internal Affairs of Russia, everyone was waiting for the appointment to this position of the head of the Moscow “private security”, according to many experts, one of the best leaders in the entire history of the division. Contrary to common sense, at the last moment, literally within a few hours, a decision was made to appoint Mikhail Sukhodolsky, who at that time headed the Department of Internal Affairs at Sheremetyevo-1 and Sheremetyevo-2 airports.
    In a short period of time, he made a dizzying career from an inspector of the OBHSS of one of the districts of Moscow, where, according to rumors, he was convicted of uncleanliness, to the head of the Main Directorate of the Ministry of Internal Affairs. What was the reason for such a rapid rise to the position of lieutenant general? Maybe the fact that he has more than friendly relations with Mr. Voloshin? It's hard to say. There are different rumors. They say that at Sheremetyevo during the leadership of Sukhodolsky, a free corridor was opened for the supply of our girls to foreign brothels, and this brought a lot of money to many, with which they can buy any position. Nevertheless, the appointment took place and one of the first feats - in April 2003, his most important competitor, who was tipped for the post of head of the Main Directorate for Military Districts, was removed from his job.

    Now money earned by non-departmental employees goes directly to the treasury, bypassing commercial banks. And under Sukhodolsky, on his direct orders, they went to one of the commercial banks. However, we should not forget that in addition to official contractual means, businessmen and politicians often help those who protect them. There is nothing criminal about this, but we can conclude that the more clients you have, the more opportunities you have. And most importantly, meeting high-ranking and respected people will always cover up any business and even higher management will not be able to touch you. Mikhail Sukhodolsky, a student of his “birch” comrades, learned all this very well.

    Lawlessness in uniform

    Let's rewind the film. In 1993, Sergey Anatolyevich Lebedev, born in 1966, entered the service of the Security Department of the Supreme Council of the Russian Federation. After the events of 1993, this unit was reorganized into the Directorate for the Protection of Supreme Bodies of State Power and Government Institutions. Lebedev continued to work, unofficially working part-time in various commercial structures, including the Russian Gold company, without standing out among thousands of other employees. However, the leadership illegally promoted him to the rank of "major". In the summer of 2000, another reorganization took place, as a result of which Sergei Lebedev in 2001 became deputy head of one of the departments of the Private Security Directorate of the Moscow Main Internal Affairs Directorate.

    From this moment “miracles” begin. In February 2002, Lebedev was prematurely promoted to the rank of lieutenant colonel by command from above, without having worked in the position for even six months, although according to the position, it is necessary to work for at least a year. Further, more. It turns out that he was “shoved” into the order before the submission was received, which is absolute nonsense.

    In August, Lebedev received a severe reprimand. Despite this, Sukhodolsky, already being the head of the Main Directorate of Military District of the Ministry of Internal Affairs of Russia, transfers him from the Main Directorate of Internal Affairs to the Ministry of Internal Affairs to the position of head of a department of one of the line departments in the Security Directorate of the Supreme Bodies of State Power. This is a blatant violation of all conceivable and inconceivable rules. Then assumptions and rumors appear that Lebedev and Sukhodolsky have some kind of special “warm” relationship. After a short period of work in this position, Lebedev becomes the head of the department, taking the place previously “cleared” for him.

    A setup for the minister

    In May 2003, Mikhail Sukhodolsky came up with a proposal to create an ICC (interregional coordination center). Why was the MCC created? Sukhodolsky wanted to “usurp” the entire system for protecting transported property, taking it away from the divisions of Moscow and the Moscow region, which are not directly subordinate to him, but are only under his operational control. Accordingly, control over large cash flows (and in Moscow, as you understand, almost all influential clients are concentrated) was inaccessible to him. Then a series of orders were issued that removed other departments from protecting merchants, and in April of the same year an addition was almost issued that all types of transportation could only be carried out by the MCC. At the last moment, the Legal Department of the Ministry of Internal Affairs did not allow this to be carried out, since it was clear to everyone that MCC was a stillborn child.

    Naturally, the Interregional Center was headed by none other than Sergei Lebedev. Moreover, he immediately wanted to become a colonel. Again ahead of schedule. The new head of the Personnel Directorate of the Ministry of Internal Affairs, Strelnikov, is not devoid of common sense and three times deleted Lebedev from the order conferring the title. Then Sukhodolsky writes a report and comes to the new Minister of Internal Affairs, Rashid Nurgaliev. It is worth noting that the creation of the MCC represented the withdrawal of two departments of the Directorate for the Protection of Supreme Bodies of State Power and the release of premises by the 12th department of the same Directorate. And that's all, the usual sign change.

    If we take Sergei Lebedev’s track record over the last 10 years, then there is not a single place where he worked for a long time. In conversations, former colleagues remember him as a narrow-minded person who enjoyed neither respect nor authority in the team. Always making faces and playing the fool. In a word, “clown” or “puppet” in the wrong hands. And certainly not a leader. We do not know what fairy tales were told to the minister, but on April 1, 2004, “for services to the creation of the MCC,” Lebedev became a colonel. In two years instead of the required five. Again, no introduction. Again ahead of schedule, without leaving Moscow!!! No one had ever made such a career in the Ministry of Internal Affairs, even during the war years. This appointment is a slap in the face to the entire Russian police, to all employees who honestly and conscientiously fulfill their duty to the Motherland. Did the minister know about this? Hardly. It seems that an experienced and competent person, who undoubtedly is Rashid Gumarovich, a candidate of economic sciences who went through the school of the Federal Counterintelligence Service and then the FSB, if he knew this story thoroughly, would not have signed such dubious papers.

    Tentacles of the London Exile

    It is clear that sooner or later everything secret becomes clear. The minister will look into it and draw conclusions. Sukhodolsky also understands this, having managed to turn almost everyone against him. He is preparing himself an “alternate airfield.” Moreover, as they say, not just anywhere, but in the Presidential Administration, which with such difficulty was cleared of former and present friends of Boris Abramovich. Mikhail Sukhodolsky is already filling out forms and knocking on doors in the Presidential Administration, and wants to put Sergei Lebedev in his place. This is how this “sweet” union of two friends is seen: one “protects” from the Presidential Administration, the other crushes the entire Private Security Service under itself and “sends a share” to the top. What is surprising is not even what scoundrels in uniform do, but the fact that they are absolutely not afraid of responsibility, believing that connections and money will cover everything.

    Is there really room for such people and such schemes in our executive branch of May 2004? When all the places are occupied by professionals and “technicians”, tasks and goals are formulated, when it is necessary to work, rolling up our sleeves to speed up economic growth. When it's time to work for the country.

The ongoing reforms and modernization of our units have allowed over the years, in fact, from platoons of external guard security, whose functions were limited exclusively to security activities, to form today a professionally trained structure capable of effectively solving a wide range of tasks to implement reliable protection against criminal attacks that are important for the economy and security state of objects, ensuring their anti-terrorism protection and anti-criminal stability, as well as organizing centralized protection of objects and property of legal entities and individuals.

    In addition, at present, the personnel of the private security units of the National Guard of the Russian Federation take an active part in protecting the rights and freedoms of man and citizen, in the search and detention of criminals and offenders, as well as in ensuring law and order and public safety, being an integral part of the comprehensive system use of forces and means of law enforcement agencies in all regions of our country.

    Separately, it should be noted the work of scientific and technical specialists of the private security service, who, using the accumulated rich experience in the practical activities of these units, as well as existing advanced technologies and achievements of modern science, successfully carry out the development and practical implementation of complex security systems and other unique security and monitoring equipment, which have received well-deserved recognition both in our country and abroad.

    The private security service began with the resolution of the Central Committee of the CPSU and the Council of Ministers of the USSR, issued on October 29, 1952, “On the use in industry, construction and other sectors of the national economy of workers released from security, and measures to improve the organization of security of economic facilities of ministries and departments.” This document not only formed a new unit in the internal affairs bodies, but also in general terms defined the structure of its apparatus at various levels.

    Thus, by decision of the Council of Ministers of the USSR, the police began to be entrusted with the protection of trade facilities, as well as some institutions and industrial enterprises. A special service was created under the internal affairs bodies - non-departmental external guard security.

    It included guard and paramilitary units, which began to provide external security for particularly important and sensitive facilities, industrial enterprises and construction organizations, economic, administrative and other facilities.

    The security guard consisted of watchmen, foremen and inspectors subordinate to the heads of police departments. In the departments of the police service, private security departments were created, the heads of which were simultaneously deputy heads of police service departments, which created the prerequisites for organizing effective interaction between private security and other police services.

    Over time, a tendency to expand the independence of the apparatus began to appear, which subsequently caused significant organizational and structural changes. This was facilitated by a consistent increase in the number of objects transferred under private security and an increase in the number of guards.

    The period from 1952 to 1960 can be characterized as a time of organizational formation of all types and levels of private security units. During these years, the transfer of objects previously guarded by departmental guards to private security was largely completed. Regulatory legal acts were actively developed that regulated a wide range of issues in this activity, staffing standards, and promising directions for its development were identified.

    Taking into account the economic efficiency of concentrating security in one unit, the Council of Ministers of the USSR, by its resolution of February 8, 1965 No. 76-30, proposed that ministries and departments transfer under private security all enterprises, institutions and organizations located in cities, regional centers and workers' settlements.

    Thus, the consistent complication and expansion of the functions assigned to non-departmental security, the increase in the number of protected objects and the number of personnel, the creation of new units in departments and divisions required a significant increase in the level of service management. This was taken into account during the formation of the Ministry of Public Order of the USSR: the Department of Private Security was created within it, and also approved by Decree of the USSR Government of February 18, 1966 No. 129 “Model regulations on private security under internal affairs bodies.”

    It can be noted that in 1966, with the formation of the above Ministry, the formation of a unified centralized system of private security was completed in the country, which was acutely aimed at solving the problems of protecting state property from criminal attacks.

    A qualitative leap in the organization of the service’s activities was the publication of Order No. 1026 of the Council of Ministers of the USSR dated May 10, 1967, which allowed the replacement of watchmen and foremen of private security units with private and junior police officers. The appearance of police squads on city streets during the most crime-prone night hours and active work to equip protected objects with alarm systems have significantly increased the effectiveness of the fight against encroachments on state and public property.

    In order to further develop private security, in the early 60s an active search began for new technical means for use in property protection. To develop technical signaling equipment, a special design bureau with a small mechanical workshop was created. The positions of electricians began to be introduced into the staff of security units. At the same time, the use of telephone communication lines began to transmit alarm signals from protected objects directly to security departments.

    The prototype of the centralized surveillance console, created in the Tushinsky district of Moscow in 1965, was a shield on which 40 control panels and the same number of bells were mounted. This solution turned out to be effective. And therefore, the protection of objects using centralized surveillance consoles immediately became widespread.

    With the release of Resolution of the USSR Council of Ministers of February 8, 1965 No. 76-30 “On further improvement of the protection of national economic facilities using centralized surveillance panels,” this work intensified significantly. Special centralized security points - PCS - began to be created. Together with the Ministry of Communications, the issue of using existing telephone lines and installing centralized security consoles at telephone exchanges was resolved.

    Economic efficiency and intensive development of centralized security have necessitated the creation of detention squads from among police officers to respond to incoming alarm signals from protected objects, which are popularly called “night police.”

    The formed duty squads of the “night police” not only served to protect national economic facilities on patrol routes, but also effectively ensured the protection of public order in the service territories and in their deployment zones.

    As centralized security developed, the private security service was tasked with organizing the security of citizens’ apartments under contracts. As a result, by 1978, apartment security using alarms and remote controls had gained immense popularity among the population.

    The next stage in the development of the private security service was the expansion of the scope of security activities, carried out as part of the implementation of Resolution of the Council of Ministers of September 2, 1987 No. 363 “On measures to further streamline security.” In accordance with this resolution, work was carried out in all republics, territories and regions of the country to transfer more than 40 thousand national economic facilities under private protection. In almost all cities, districts and urban-type settlements where there was private security, centralized security points were created.

    The transition to a market economy and the associated difficulties led to a deterioration in the economic situation of the service and the liquidation of some units. To implement the requirements of the Law of the Russian Federation “On the Police,” a project was prepared in 1991-1992, and on August 14, 1992, the Government of the Russian Federation adopted Resolution No. 589 “On approval of the Regulations on private security under the internal affairs bodies of the Russian Federation.” The adoption of this resolution created a legal framework that allows, on the basis of personnel, technical and economic potential, to exercise a more effective influence on ensuring the safety of property owners, and to increase the contribution of the service to the fight against crime.

    Private security reached its highest peak of development by the 2000s, which is confirmed by the largest number of protected objects, apartments and MHIG.

    In 2004, reform began in the Russian Ministry of Internal Affairs and, first of all, it affected private security. During the radical reorganization, on the basis of the Main Directorate of Private Security of the Ministry of Internal Affairs of Russia, the Department of State Protection of Property and the Center for Operational Management of the Activities of Private Security of the Ministry of Internal Affairs of Russia were created. The main objectives of the Department were the development of state policy in the field of state protection of property, the development of strategy and tactics for the work of all private security units on the basis of regulatory legal documents. The main tasks of the Center for Operational Management of Private Security Activities of the Ministry of Internal Affairs of Russia were: organizing the protection of property of legal entities and individuals by private security units, participation in the development and implementation of measures to streamline and improve the protection of property of legal entities and individuals, organizational and methodological guidance and ensuring the improvement of the activities of private security units security

    At the same time, the basis of the service’s security policy was the principle of comprehensiveness of the services provided: starting with the inspection of the facility, the development of technical specifications for equipping it with technical means (alarm systems, video surveillance, access control), connection to centralized surveillance consoles, ending with the response to the receipt of alarm signals "and the implementation of physical security.

    In accordance with Decree of the President of the Russian Federation dated April 5, 2016 No. 157 “Issues of the Federal Service of the National Guard Troops of the Russian Federation,” private security units are included in the structure of the Federal Service of the National Guard Troops of the Russian Federation.

    The system of private security of the troops of the National Guard of the Russian Federation consists of:

    • at the federal level - the Main Directorate of Private Security of the Russian Guard;
    • at the regional level - departments (departments) of private security of the VNG of Russia, carrying out their activities in the form of federal state government institutions;
    • at the district level - private security units of the VNG of Russia are represented by branches of the Federal State Institution UVO (OVO).

    Within the structure of the FGKU UVO (OVO) and their branches, combat units of private security are formed, which in exceptional cases can also be created as independent units.

    In turn, military joint ventures, depending on the volume and specificity of the tasks performed, as well as the available staffing levels, are represented by regiments, battalions, companies, platoons and squads.

    The direct management of branches and their joint ventures in accordance with the charters of the FGKU UVO (OVO) approved by the Director is carried out by the head of the FGKU UVO (OVO) and his deputies.

    In SP VO, the following types of private security squads are formed to protect property and (or) objects:

    • detention group;
    • facility security post;
    • site security patrol;
    • outfit for protecting property during transportation;
    • squad for the protection of moorings and (or) servicing of ships and other watercraft with nuclear power plants and radiation sources in seaports into which they are allowed to enter.

    Within the structure of the FGKU UVO (OVO), departments (divisions, groups, directions) are created that, in peacetime, ensure the implementation of the following main tasks:

    • protection of particularly important and sensitive facilities, facilities subject to mandatory protection by National Guard troops, in accordance with the list approved by the Government of the Russian Federation;
    • protection of property of individuals and legal entities under contracts; implementation, within its competence, in the serviced territory of a unified technical policy in the field of protection of property and facilities.

    To implement the first task, private security units of the VNG of Russia provide services on a contractual reimbursable basis, both by setting up stationary posts and with the help of technical security equipment (hereinafter referred to as TSO), and in both the first and second cases, SP VO squads are involved.

    Since January 2001, he held the position of senior inspector of the staffing department of the UGPS UK and VR Main Internal Affairs Directorate of the Chelyabinsk Region.

    Monisov Evgeniy Mikhailovich was born on July 24, 1972 in the city of Maikop, Krasnodar Territory. In 1993 he graduated from the Tolyatti Higher Military Construction Command School with a specialty in construction of buildings and structures, in 2009 he graduated from the Academy of Management of the Ministry of Internal Affairs of Russia with a specialty in jurisprudence.

    Shevchuk Dmitry Grigorievich was born on July 27, 1974 in the village of Malye Vyazemy, Odintsovo district, Moscow region. In 1996 he graduated from the Saratov Higher Military Command Red Banner School of Internal Troops of the Ministry of Internal Affairs of Russia with a degree in jurisprudence.

    He began his service in the internal affairs bodies in September 1998 as an inspector of the service of the 6th police department for the protection of facilities of the Office for the Prevention of Crimes on Municipal Property of the Moscow City Internal Affairs Directorate.

    Since October 2000, he held the position of deputy head of the line department of the 11th police department of the Directorate for the Protection of Facilities of Higher State Authorities and Government Institutions of the Russian Federation of the Main Military District of the Ministry of Internal Affairs of Russia.

    In May 2003, he was appointed deputy commander - chief of staff of a separate police battalion for the protection of transported property of the owners of the educational institution under the Main Internal Affairs Directorate of the Moscow Region.

    In October 2005, he was appointed head of the department of the Internal Affairs Directorate service at the Main Internal Affairs Directorate of the Moscow Region.
