Good afternoon Through the government services portal, I made an application for a replacement Russian-style passport (to replace the damaged one). I was invited to submit documents on 04/05/2014 (Saturday) from 8:00 to 11:00 at the department of the Federal Migration Service of Russia for the Sverdlovsk region in the Verkh-Isetsky district, located at the address: Ekaterinburg, st. Krylova 1a, office. 227 to Nadezhda Nikolaevna Smolkina. I approached the indicated address with all the documents at 8:00 and went into office No. 227 and... I have never heard such rudeness anywhere before: - the employee (an older woman) did not introduce herself, she rudely asked: “Why can’t I sleep at 8:00 on Saturday?” - to the question “Please introduce yourself!”, she did not answer anything, rude grabbed the documents (marriage certificate, passport to be replaced, military ID, receipt of payment of state duty, then again she was rude and said that she needed to come for the passport in two hours - she took the documents without providing any document indicating that the originals were confiscated from us, she simply threw them on a pile of papers, turned around and left. I cannot say that it was Smolkina Nadezhda Nikolaevna, since the woman refused to introduce herself. I have a huge request, the employee who is rude in this way should be punished. In which government institutions have I not heard such rudeness? An elderly woman (short hair) was in room No. 227 at 8:00 on Saturday 04/05/2014. Thank you very much, Evgeniy Vladimirovich.

On 06/07/2914, my 14-year-old granddaughter had her first “wonderful” experience of communicating with our passport service. She was born and grew up to the age of 14 in Russia. Has a Russian birth certificate. When we received it, they had not yet put a mark on it regarding citizenship. And now, when I tried to submit documents for a passport as a Russian citizen, I was sent to the queue along with migrants to obtain citizenship. The first experience of humiliation of a Russian citizen in his own country, obtained at the age of 14, is very helpful patriotic education youth with all the ensuing consequences. This is despite the fact that in the fall the child was fairly calmly issued a foreign passport, having carried out all the necessary procedures, including verification of citizenship. Which, by the way, is noted on the birth certificate. It turns out that one service has different, and apparently incompatible, databases. Or employees of one department do not enjoy the trust of employees of another and do not have access to databases. Please do not refer to administrative regulations. They are also written by you, the service employees, and therefore are obliged to coordinate procedures in order to simplify the provision of services to citizens. Not to mention the refusal to accept documents due to the lack of photocopies. Are you completely impoverished? Can't you make a photocopy of the original? Such a practice can well be regarded as sabotage at the state level and discrediting the state in the eyes of its young citizens and their parents.

Nevertheless, I will also write my not the most pleasant review about this “office” (I have no other word) for people who are going to visit it, so that they are prepared for all the surprises that can be encountered at the Federal Migration Service of the Verkh-Isetsky district. So, recently I came to change my passport due to a change of surname. First, I went to the head of this gloomy institution to clarify which office I should go to since my registration is not in Yekaterinburg, but regional. My God, this woman (the “leader,” so to speak) with the surname Kuznetsova glared at me with such a withering gaze when I just walked in (please note, I knocked as a well-mannered person) that I got goosebumps. I told her that I would like to clarify which office I’m in, since I don’t have a Yekaterinburg registration, and in response to this, this lady Kuznetsova in a rude tone began to make complaints to me, why I don’t change my passport at the place of residence, which they have without I have a lot of work to do so that I go to my city to change my passport and in general that I came here! I was wildly indignant, but plucked up courage and answered her that a citizen of the Russian Federation has the right to change his passport locally actual residence, after that she glared at me again and threw the application form at me. Then I went into the office with a completed application. 236 (I didn’t look at the inspector’s name), the woman turned out to be quite pleasant in comparison with the previous person, she even greeted me, accepted the documents and told me to call me in a couple of weeks to find out if I’m ready. And well, I’ve been calling this “wonderful” institution for 3 days now - not a single phone answer! And this state organization? Of course, I understand that Mr. employees are paid little, a lot of work, a disgusting room with a terrible renovation where they sit (more like an old shabby basement with windows rattling from the draft) - but my dears, sir. employees - these circumstances do not give you the right to be rude to clients, and especially in the person of the manager - Ms. Kuznetsova! I dare to remind the government. There are employees code of ethics, but apparently in this Federal Migration Service of the Verkh-Isetsky district the head himself completely forgot about its existence!

I went to exchange my passport as a citizen of the Russian Federation to replace the stolen one. Of course, when my documents were stolen, I understood that I would have to run, but not to the end. By contacting this service, you will run twice as fast: first to the passport office for a registration certificate (although the FMS must do this themselves), then it turns out that you forgot to make a copy of some document, and you will run to look for where you can do it. The FMS does not bother itself with such nonsense, although the duty we pay is not small. But what outraged me most was that people are driven out into the street like cattle when the lunch break begins! What's wrong if people sit in the warmth and wait for our civil servants to eat? They are probably afraid that we (the people) will unite them!

The information indicates the opening hours, including Saturdays from 8 a.m. to 1 p.m. On Saturday, October 8, 2016, the branch on Krasnouralskaya was not open at all! I came twice in the hope of getting a passport, the deadline for receiving it is October 7. The gates are locked, information about operating hours, signs, signs - everything is missing. There is also no reason for canceling the working day on Saturday. I have a question for the employees of the Federal Migration Service - you are civil servants, your salary is paid from taxpayers’ funds. Where does this disrespectful attitude towards taxpayers come from? On what basis do you not consider it necessary to even inform people about the operating hours and drive to no avail several times a day?

I would like to thank the deputy head of the OOViP Department of Internal Affairs of the Main Directorate of the Ministry of Internal Affairs of Russia for the Sverdlovsk Region, Shestakova Ilona Igorevna. I contacted the Federal Migration Service at Krylova, 2 to issue an invitation to a foreign citizen from individual. Filling out documents in several copies took a long time, and the working day of the FMS employees came to an end. But Ilona Igorevna got to the point, accepted my documents after her working hours ended, personally checked and helped correct inaccuracies, and treated me very politely and attentively. It was unexpected to meet in the state. The establishment of such a tactful, smiling person, capable of staying late at work, so that I, an ordinary citizen, would not have to take time off from work again and go to the other end of the city to submit documents.
You rarely see such an attitude towards people and their work in our officials. How many employees would simply slam the doors in the faces of waiting clients at exactly 5 p.m., even if accepting completed documents took a couple of minutes.

The work of the Federal Migration Service in the Sverdlovsk region, in particular its branch in the Kirov region, can hardly be called unsatisfactory! Everything is just ugly! I wanted to get advice on the issue of submitting documents for second citizenship and make an appointment in advance at the Kirov branch, which is on the street. Uralskaya 70-A. She called continuously for four hours on all service numbers (both on Uralskaya St. 70-A and on Krylov St. 2). In the Kirov branch, only a new specialist answered the phone, and she was unable to competently answer the questions I was interested in. None of the employees picked up the phone anymore, including the head of the department. At the Federal Migration Service for the Sverdlovsk region, only an answering machine worked, which for 30 minutes asked me to wait on the line for the reason that the answer was in this moment no one can. I tried to sign up through the website, but the result was almost the same - “Sorry, but the website is not working at the moment.” Having worked for about 20 years myself public service, I could not even imagine that such an ugly organization with the provision of citizens public services. Everything has been done to prevent citizens from receiving this service! I will certainly share my impressions of my attempts to get advice and make an appointment to receive public services at the Kirov branch of the Federal Migration Service for the Sverdlovsk Region with Federal Service Federal Migration Service.
