2. FUNCTIONAL RESPONSIBILITIES

Worker:
2.1. Manages the transport department, providing methodological and technical management of the production and economic activities of the vehicle fleet, vehicle repair and railway shops (sections) of the organization.
2.2. Supervises construction, reconstruction and major renovation fixed assets of the motor vehicle fleet, automobile repair and railway shops in accordance with the approved plans.
2.3. Monitors the implementation of planned transportation by motor vehicles and railway workshops, plans for major repairs of vehicles in the automobile repair shop.
2.4. Together with the planning department of the organization, analyzes the implementation of plans for all technical, economic and operational indicators and outlines ways to improve them.
2.5. Ensures the development of centralized transportation, timely and uninterrupted servicing of the organization's divisions with cars, road-building machines and mechanisms with their effective use, reducing the cost of transportation.
2.6. Manages work to introduce specialized rolling stock, containers and pallets, and reduce vehicle downtime during loading and unloading.
2.7. Organizes the implementation of progressive technology maintenance and repair, diagnostics of the technical condition of cars, road construction machines and mechanisms.
2.8. Takes measures to improve the quality and reduce the costs of maintenance and repair, increase the mileage between repairs of vehicles and machinery.
2.9. Ensures the implementation of optimal routes for transporting goods and transporting passengers in order to reduce zero and empty runs, oncoming traffic, increasing the efficiency of using vehicles with hourly accounting of work, increasing the shift of work of vehicles, road construction machines and mechanisms.
2.10. Studies and organizes the implementation of best practices of transport departments.
2.11. Participates in the conclusion of contracts for the transportation of goods and the implementation of volumes of work with road construction equipment, for the overhaul of cars and their components and monitors their implementation.
2.12. Ensures the operational readiness of vehicles, road construction machines and organizational mechanisms.
2.13. Performs analysis and adjustments of developed projects production plans vehicle fleet and railway workshop, the nomenclature plan of the automobile repair shop, endorses before approval by the management of the organization and carries out monthly monitoring of their implementation.
2.14. Organizes the development and implementation of activities to develop the production and technical base of the motor vehicle fleet, new technology and advanced technology, certification and workplace rationalization.
2.15. Takes part in the development of regulations, instructions for operation, maintenance and repair of automobiles, road-building machines and mechanisms.
2.16. Provides control over the implementation of maintenance schedules and preventive maintenance, timely provision of transport and repair units with spare parts, equipment, technological equipment, fuel and other operating materials.
2.17. Develops measures to save fuel and lubricants, spare parts and monitors their implementation.
2.18. Together with other departments, participates in the development and implementation of plans for the introduction of advanced labor practices, automated systems management.
2.19. Resolves issues regarding the transfer of fixed assets to other divisions of the organization.
2.20. Based on the materials of the commissions for the write-off of fixed assets of transport departments, organizes the preparation of draft orders for the organization of write-off of vehicles and equipment from the balance sheet of the motor vehicle fleet, automobile repair and railway shops.
2.21. Provides systematic monitoring of traffic safety and railway transport, for compliance with labor protection rules, safety environment, industrial sanitation during the maintenance, operation and repair of transport, mechanisms, structures, takes measures to eliminate violations.
2.22. Provides accounting and analysis of road traffic accidents, accidents and industrial injuries, develops preventive measures to prevent them.
2.23. Provides methodological guidance to the work of public commissions on road safety, prepares and conducts production meetings and seminars.
2.24. Organizes operational accounting and reporting.

4. Manages the transfer of material resources to the organization’s warehouses and the transfer of finished products to customers’ warehouses.

5. Provides control over the rational use of vehicles in accordance with established standards for their carrying capacity and capacity.

6. Organizes reference and information work in the service about arriving and departing cargo, delivery times, transportation conditions and other issues of transportation, loading, unloading and commercial operations.

7. Organizes, adjusts and controls the implementation of operational work plans for loading, unloading and centralized delivery and removal of cargo for a day and shift.

8. Develops, implements and monitors the implementation of measures to ensure a reduction in transport downtime during cargo operations, an increase in throughput and the rational use of warehouses, sites and vehicle access routes, the rational use of loading and unloading machines, mechanisms and vehicles.

9. Manages the development and controls the implementation of measures to eliminate and prevent the loss of cargo during transportation, loading, unloading, sorting and storage.

10. Ensures proper maintenance of loading and unloading sites, car entrances, weighing instruments and other control equipment.

11. Monitors compliance by employees of the service with production and labor discipline, their implementation of job descriptions, rules and regulations on labor protection, safety precautions, industrial sanitation and fire safety.

12. Manages service employees.

III. Rights

The head of the transport service has the right:

1. Get acquainted with the draft decisions of the enterprise management regarding the organization’s transport support.

2. Submit proposals to improve the transport support of the enterprise for consideration by the enterprise management.

3. Interact with the heads of all (individual) structural divisions of the enterprise.

4. Sign and endorse documents within your competence.

5. Make proposals to reward distinguished employees and impose penalties on violators of production and labor discipline.

6. Demand that the management of the enterprise provide assistance in the performance of their official duties and rights.

IV. Responsibility

The head of the transport service is responsible for:

1. For improper performance or failure to fulfill one’s job duties provided for in this job description - within the limits determined by the current labor legislation of the Russian Federation.

2. For offenses committed in the course of carrying out their activities - within the limits determined by the current administrative, criminal and civil legislation of the Russian Federation.

3. For causing material damage - within the limits determined by the current labor and civil legislation of the Russian Federation.
