By order of the Prime Minister, the Department of Control and Verification of the Implementation of Government Decisions was recreated in the White House Office yesterday. Although its head was retired Lieutenant Colonel Alexander Sukhorukov, a graduate of the KGB Higher School with experience in St. Petersburg, White House officials believe that the department will only be able to identify problems, but not solve them: the government apparatus has practically no influence on ministers.
According to the order of Prime Minister Viktor Zubkov, yesterday two new departments were created in the government apparatus, one of them was the department of control and verification of the implementation of decisions, the other was the newly created department of records management and archives. To carry out the reform, the department of office management and control of the apparatus was divided into two parts; it was headed by Andrei Ryakhovsky. Since 1992, veteran documentarian Ryakhovsky, a veteran of the White House apparatus, has been invariably responsible in the government for maintaining the archive.
The office management department remained with Mr. Ryakhovsky, and Alexander Sukhorukov was appointed head of the department for control and verification of the implementation of decisions. Viktor Zubkov entrusted control over the implementation of government decisions to a graduate of the Higher Military School and then the KGB Higher School. Until 1996, Mr. Sukhorukov worked in state security agencies; in 1996, he was appointed deputy head of the North-West Regional Center of the Federal Service for Currency and Export Control. Until October 2007, the new chief controller of the implementation of government decisions held the position of head of the North-West Regional Directorate of Currency Control of the Ministry of Finance. On October 10, 2007, Viktor Zubkov already appointed him as his assistant; yesterday, the retired lieutenant colonel of state security was promoted to director of the government apparatus department.
It has not yet been decided to whom the official with such impressive official responsibilities will report. According to one option being considered by the prime minister, the new department would report directly to Viktor Zubkov through the head of his secretariat, Yuri Chikhanchin. According to another option, the work of the control department will be led through one of his deputies by Deputy Prime Minister and head of the government apparatus Sergei Naryshkin.
Before the administrative reform of 2004 and the reduction of the government apparatus, there was a control department of the apparatus in the White House, it was headed by Vsevolod Vukolov, now the head of the department of state administration and local government of the White House apparatus. Viktor Zubkov raised the problem of non-implementation of decisions in the White House at the very first government meeting, which he held as prime minister in September 2007. According to Kommersant, today the number of unfulfilled decisions in the White House is estimated at 40%; taking into account the postponed ones, this figure is much higher.
However, according to officials familiar with White House office work, the creation of a control department will not have an effect on the speed of document passage. The new control department, as White House officials interviewed by Kommersant admit, will only be able to monitor and continue to note the growth of unexecuted decisions (today the automated office management system in the White House successfully copes with this), since the department is not vested with any authority to issue any orders. The point is the legal status of the government apparatus itself, the regulations of which do not provide for leverage over ministries either by the officials of the apparatus or by the prime minister himself. Failure to implement decisions is possible only with the knowledge of ministers, who resort to this means in order not to be drawn into lengthy disputes with opponents from other ministries.
Mikhail Fradkov tried to resolve the issue by bringing the problem of delaying decisions to the public level. For example, in November 2006, he publicly reprimanded for failure to implement presidential decisions in the field of the timber industry not the Minister of Industry and Energy Viktor Khristenko and the Minister of Economic Development German Gref, but their deputies Ivan Materov and Andrei Savelyev. Only President Vladimir Putin has the authority to punish the minister for unfulfilled decisions under the current legislation; he has never used this right yet. Without correcting the law on government and its regulations, the control department headed by Alexander Sukhorukov is unlikely to change anything.

Electronic information interaction between the Department of Control and Verification of the Implementation of Decisions of the Government of the Russian Federation and the Ministry of Economic Development of Russia is carried out by exchanging postal messages using the software and hardware complex “Postal Service SZI”.
Information of open and limited distribution with the maximum restrictive marking “For official use” is allowed for transmission of mail messages for control purposes.
1. The Department of Control and Verification of the Implementation of Decisions of the Government of the Russian Federation ensures the preparation and sending of electronic information to the Ministry of Economic Development of Russia in established forms and taking into account the generated lists of subscribers.
1.1 The lists of transmitted instructions consist of the following electronic copies of regulatory lists prepared by the Department of Control and Verification of the Implementation of Decisions of the Government of the Russian Federation:
